Scope of Work Roll-off Dumpster Services for the North Levee Cleanup Tijuana River Flood Control Project
SECTION 1
PROJECT OVERVIEW
1. Project Overview The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement to remove and dispose of trash and debris accumulated in the Tijuana River Flood Control Project in the area of the North Levee. This trash and debris were deposited with the recent storm events and flows down the Tijuana River.
2. General This is a non-personnel services Contract to provide container disposal services. The Government shall not exercise any supervision or control over the Contract service providers or Subcontractors performing the services herein. Such Subcontractor service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.
3. Description of Services The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, permits, disposal and permit fees, and supervision necessary to perform the work as defined in this Scope of Work (SOW). Specific tasks included within this SOW are listed in Section 2.
4. Objective Provide container services for disposal of trash and debris.
5. Period of Performance The period of performance shall not exceed 60 days from the date of notice to proceed.
6. Project Location The project location is at 2201 Camino de la Plaza, San Ysidro, CA 92154. The work is located on federal property within the United States and adjacent to the international border with Mexico.
7. Work Restrictions The Contractor is responsible for conducting business between the hours of 7:00 AM thru 9:00 PM on Monday thru Friday and between 8:00 AM thru 6:00 PM on Saturdays and Federal holidays.
SECTION 2
Project Requirements
1. Provide six 40-cubic yard containers daily Monday thru Saturday over the period of performance.
2. Filled containers shall be emptied and returned to the work site to allow a minimum or average of six containers’ disposal per day.
3. Containers may be staged inside the floodplain.
4. The Contractor shall contract directly with a licensed disposal landfill facility and include all landfill permit and dumping fees within the Contract sum.
5. The Contractor shall ensure the trash and debris is disposed of properly and in accordance with applicable environmental laws and regulations.
6. The Contractor shall assume that the trash and debris is contaminated with raw sewage due to its comingling with known contaminated Tijuana River flow.
7. The Contractor shall ensure to identify and separate the trash and debris properly as required by the landfill facility.
8. The Contractor shall provide landfill dump receipts to the Government indicating proper disposal and volume/weight of disposal.
9. Contractor cost proposal shall break down hauling costs for a daily rate per six containers and per container, and separate breakdown rate per container for landfill and other applicable fees.
10. Containers shall be filled by the Government.
SECTION 3
Project Coordination & Administration
1. General The Contractor shall provide all materials, equipment, labor, and services required by this SOW to perform the work for the Contract sum and within the Contract period of performance.
The Contractor shall be responsible for ensuring that all its suppliers and subcontractors have reviewed all applicable documents relative to their work.
Security The Contractor is responsible for securing the work site, equipment, and materials from vandalism and theft.
Safety The Contractor is solely responsible for worksite safety while performing work or inspections on Government property. The Contractor shall implement a safety program that protects the lives and health of personnel in the project area, prevents damage to property, and avoids work interruptions.
The Contractor is responsible for being cognizant of and ensuring compliance with the requirements set forth. Such responsibility shall apply to both the Contractor’s operations and those of the Contractor’s subcontractors.
The Contractor shall comply with all provisions of all applicable regulations of the Occupational Safety and Health Administration (OSHA), 29 CFR 1910, Occupational Safety and Health Standards, and 29 CFR 1926, Construction Standards, accessible at http://www.osha.gov or http://www.gpo.gov/fdsys/.
The Contractor’s personnel shall be required to use appropriate personal protective equipment such as, but not limited to hard hats, safety goggles, welding shields, face shields, protective footwear, protective gloves, and hearing protection.
The Contractor shall perform daily housekeeping. The Government will not provide trash dumpsters.
SECTION 4
Regulatory Requirements
1. Contractor's Responsibility It is the Contractor’s responsibility to perform work in compliance with all applicable requirements of federal, state, and local laws, codes, rules, regulations, ordinances, and standards.
The Contractor shall be responsible for and shall give and maintain all notices required by applicable regulations, laws, or permitting authorities pertaining to work on of this project.
In instances where requirements are in conflict, the stricter standard shall apply.
All inspections, observations, or tests required for code compliance are the responsibility of the Contractor.
2. Permits Prior to the beginning of work, the Contractor shall be responsible for researching, coordinating, obtaining, and paying all applicable fees for all permits required by Federal, state, and local entities. The Government is not responsible for any existing or newly introduced permits required before, during and/or after work on of this project.
SECTION 5
Measurements and Payments
1. Progress Payment Invoices shall only include the cost for the work completed during the monthly progress period. Progress payments do not constitute acceptance of any portion of the work and do not reduce the Contractor’s liability to replace unsatisfactory work, material, or equipment.
No progress payment will be made when, in the judgment of the Government, the work is not proceeding in accordance with the provisions of the Contract.
2. USIBWC Payment Processing The Contractor shall submit invoices via the Invoice Processing Platform (IPP) System. Further information on IPP will be provided at time of award.
The invoice for this Contract shall not be combined with any other work or other Contracts; it shall be for this Contract only.
