About this file

This document is a market survey from the Federal Aviation Administration (FAA) regarding a forthcoming contract for Structural Testing and Inspections, as well as Nonstructural Components and Systems Requirements associated with the construction of a new Airport Traffic Control Tower (ATCT) and Base Building at Ted Stevens International Airport in Anchorage, Alaska.

The FAA seeks to hire a consultant/firm to conduct testing and inspections during the ATCT/TRACON construction, which may include responsibilities such as acting as the Special Inspector, coordinating with the general contractor and FAA, overseeing construction, maintaining records, and ensuring compliance with relevant specifications and codes. The design documentation is expected to be complete by 2024, and the construction contract is targeted to be awarded in early to mid-2025, with construction set to commence promptly thereafter. The duration for construction is estimated to be 36 months. The FAA is conducting market research to identify capable design-build contractors and understand the current marketplace, including small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms. Interested vendors are asked to provide a capability statement addressing their expertise, qualifications, relevant experience, and company information by July 30, 2024.

DESCRIPTION

The Federal Aviation Administration (FAA) plans to advertise a competitive contract for Structural Testing and Inspections, as well as Nonstructural Components and Systems Requirements associated with the construction of the new Airport Traffic Control Tower (ATCT) and its Base Building, which housing the Terminal Radar Approach Control (TRACON). This project will be located at Ted Stevens International Airport in Anchorage, Alaska.

The FAA seeks to hire a consultant/firm to conduct testing and inspections during the ATCT/TRACON construction.

Responsibilities may include acting as the Special Inspector, coordinating with the general contractor and FAA, overseeing construction, maintaining records, and ensuring compliance with relevant specifications and codes.

Testing and Inspections may include:

1. Concrete Forming and Accessories

2. Concrete Reinforcing

3. Cast-in-Place Concrete

4. Insulating Concrete

5. Post-Tensioned Concrete

6. Masonry

7. Structural Steel

8. Steel Decking

9. Cold-Formed Metal Framing

10. Rough Carpentry

11. Earthwork

12. Bracing of Equipment Systems

The design documentation is expected to be complete by 2024, and the construction contract is targeted to be awarded in early to mid-2025, with construction set to commence promptly thereafter. However, due to climate constraints affecting construction, activities related to foundation placement and superstructure work may not commence until early 2026. The duration for construction phase is estimated to be 36 months.

The existing ATCT, built in 1977, is slated for replacement. The new ATCT/TRACON, Category IV building, will be approximately 580 yards northwest of the existing one, bounded by Postmark Drive, DeHavilland Avenue, and Tug Road. The ATCT will stand roughly 318 ft. tall with a 1,300 sq ft footprint. Its exterior structural walls will be made of unbonded post-tensioned, cast-in-place concrete up to the tower cab level (approx. 271 ft.), with the cab framed in steel. Additionally, a tuned-mass damper will be installed near the top of the shaft. The ATCT will sit on a deep foundation system consisting of a mat footing and steel piles driven to approximately 168 ft. The Base Building, a 2-story structure covering about 16,500 sq ft (88 ft. x 188 ft.), will feature steel-framed columns and beams, with a cold-formed metal stud exterior. The Base Building's deep foundation will include a structural slab, pile caps, grade beams, and steel piles driven to about 100 ft.
