Sources Sought # W912EK24SSJJW The Government is requiring two trailers to be purchases for Emergency Management: a step deck trailer and slide-axle trailer. The contractor must purchase both trailers to be considered for an award.
A. Step-deck trailer:
Scope of Work Description of Purchase CEMVR-EM as a requirement for (1) step-deck trailer.
Specifications Overall NTE 53’ overall length NTE 102” overall width 70,000 lbs overall capacity 50,000 lbs in 10’ concentrated capacity – 2 fixed axle configuration T1 steel flange 80k web construction Upper Deck 12’ length 16” kingpin setting 108” swing clearance 51” 5th wheel height Decking – 1 1/8” Apitong wood - flush 2 speed landing gear – operated from driver’s side Sliding winch rail with (4) steel sliding winches on driver’s side for 4” tie-down straps 24” OC, 5/16”x 2” rub rail with single pipe spool Main Deck 41’ length 39.5” loaded deck height Covered wheel design with 1 1/8” Apitong wood decking – flush Chain slots for 3/8” tie down chain on inner and outer main beams at 4’ OC on each side Sliding winch rail with (10) steel sliding winches – (6) forward of front axle, (2) between the axles, (2) aft of rear axle on driver’s side for 4” tie-down straps 24” OC, 5/16” x 2” rub rail with single pipe spool 4” Jr. I-beam on 14” centers crossmembers 6” milled side rails Axles/Wheels
(2) 25,000 nominal with 10’ 2” spacing between axles 25,000 lb air ride suspension with auto ride height control Manual suspension dump valve Tire inflation system up to 120 psi Fluid filled hubs
(8) 245/70R17.5 tires 6.75x17.5 aluminum polished wheels Air disc brake system Additional Must be media blasted top and bottom all metal surfaces with aluminum oxide recyclable blast media- prior to priming/painting.
All mill scale and welding slag must be removed prior to blasting top and bottom priming/painting.
To be primed with an epoxy primer (PPG or approved equal).
To be painted with a two-part polyurethane paint (PPG or approved equal). The finish coat must be applied to the top and bottom and sides of trailer complete finish coat on metal of entire trailer.
DOT approved 12V LED sealed electrical system with 4 taillight package and rubber mounts 18”H x 18”D x 60”W aluminum under body tool box between the axles on the passenger side Electronic air scale Liquid filled suspension air pressure gauge Hubometer on rear axle
(2) mid turn lights per side – one up close on bottom deck and one centered on trailer Delivery The new trailer shall be delivered to the below address no later than 6 months after contract award.

Trade-In CEMVR-EM intends to trade in (1) existing step-deck trailer to be applied to the purchase of the new trailer. Contractor is to pick up the trade-in trailer upon delivery of the new trailer. Photos can be provided upon request. Trade-in trailer information is below.

Contract submittals/ Technical POC Contractors shall submit a copy of build plans and specifications concurrence sheet as part of bid submissions to be reviewed prior to contract award. Invoices and any technical questions should be addressed to the technical POC below.
B. Side-axle trailer:
