About this file

This document is a Special Notice regarding Reverse Industry Days (RID) sessions that will be conducted as part of the 2024 DoD Maintenance Symposium in Salt Lake City, UT on December 11-12, 2024. The sessions are being organized by the Office of the Deputy Assistant Secretary of Defense for Product Support to gather industry insights on expanding the Department of Defense's Regional Sustainment Framework (RSF) into the European theater.

The RID sessions offer industry a chance to discuss RSF, which is intended to bring maintenance, repair, and overhaul (MRO) for military weapon systems closer to the point of need by collaborating with allies, partners, and the defense industrial base. Companies interested in participating in the one-on-one RID sessions should submit a request packet by November 15, 2024 containing their company information, MRO expertise, and ideas for aligning capabilities with the RSF vision and addressing barriers to expanding MRO activities in the European region. The Department will review submissions and notify selected companies of their session date and time.

REVERSE INDUSTRY DAYS (RID) – Regional Sustainment Framework (Europe)

SPECIAL NOTICE

Reverse Industry Days (RID) at the 2024 DoD Maintenance Symposium: The Acting Assistant Secretary of Defense for Sustainment, Mr. Steven J. Morani, is pleased to announce that we will be conducting one-on-one Reverse Industry Days (RID) sessions with Industry on 11-12 December 2024, as part of our annual DoD Maintenance Symposium in Salt Lake City, UT. These sessions will offer industry a chance to discuss the Department’s expansion of the Regional Sustainment Framework (RSF) into the European theater. RSF is intended to bring maintenance, repair, and overhaul (MRO) for military weapon systems closer to the point of need.

Department of Defense (DoD) Regional Sustainment Framework (RSF): DoD released the Regional Sustainment Framework (RSF) in May 2024 to optimize regional Maintenance, Repair, and Overhaul

(MRO).

Aligned with the National Defense Strategy (NDS) and the National Defense Industrial Strategy (NDIS), RSF underpins the Department’s effort to develop distributed MRO capabilities closer to the point of need by collaborating with allies and partners, as well as the U.S. and international defense industrial bases, to support the Joint and Combined Force.

The initiative is critical to operations in contested environments where traditional methods of retrograding material for repair and maintenance are increasingly untenable. RSF has three primary goals:

- Prevail in a Contested Logistics Environment: Optimize and align weapon system product support strategies to establish a viable distributed MRO ecosystem.

- Enhance Military Readiness: Collaborate with the defense industrial base and allies and partners to build regionally focused sustainment strategies that increase readiness and deter aggression.

- Strengthen Regional Partnerships: Develop sustainment strategies promoting joint/allied regional MRO to expand repair network and capacity across warfighting domains.

Registration Description:

A. Companies interested in deeper discussions about expanding RSF into EUCOM during the RID can arrange for a one-on-one session with government representatives at the 2024 DoD Maintenance Symposium, allowing for in-depth exploration of regional sustainment / MRO-related solutions beyond what can be presented in an open setting or conference forum.

B. Companies wishing to participate in the RID one-on-one sessions should forward their request packet to osd.pentagon.ousd-a-s.mbx.rid@mail.mil no later than 15 November 2024. Submitted packets should contain:

1. The company name and the name(s) of attending company representatives in order of precedence (attendance is limited to three employees per company).

2. A designated company POC, complete with phone number and email address.

3. A concise overview of your company's expertise and MRO history for military weapon systems.

4. If your company is present in the European region, or desires to engage in the European region, your packet should communicate how your company's solutions specifically address regional MRO for military weapon systems including but not limited to:

A. How do you envision your company aligning its capabilities with the vision of the RSF? Share recommendations on how your company can further augment the intent of RSF and foster collaborative, innovative, and efficient regional sustainment strategies.

B. What current barriers exist that prevent your company from entering or expanding MRO activities in the European region?

C. What incentives or assurances should DoD or the U.S. Government consider to motivate investment in regional MRO activities?

5. Request packets be limited to a maximum of three pages in length.

C. The Department will review all submissions received by 15 November 2024 and will notify companies regarding their session date and time within the symposium schedule. There may not be availability within the symposium schedule to meet with all companies interested in a one-on-one session. If the Department is unable to schedule a session with a company or companies during the symposium, it will provide information as to how a one-on-one session can be scheduled at a later date.
