Scope of Work
23. Scope of Work
The City of Forest Park is soliciting bids from responsible vendors for Concrete Construction and Repair
Services for Sidewalks, Driveways, Concrete Slabs, and Gutters and Curb Access Ramps. Contractor shall provide all materials, labor, supervision, tools, accessories, equipment, permits, fees, testing, inspections, certifications, and all other things necessary for Contractor to complete concrete construction and repair projects requested by the City. The scope of work will vary with each individual project request.
Construction services performed under this contract may include, but not be limited to, the following:
• Demolition, including saw cutting and disposal of concrete, asphalt and vegetation
• Asphalt patching/repair, speed hump, speed table and traffic circle construction
• Sinkhole Repairs
• Water service modifications and emergency roadside repairs
All work shall be performed to Public Works and GDOT Standard Specifications, and the contractor will be expected to perform the work in accordance with all applicable federal, state, and local guidelines and standards. Detail designs may be provided, on an individual project basis. The parties agree to the following:
1. There will be no retention under this contract.
2. The Contractor and any subcontractor for an individual project order shall include in each subcontract the full street or physical address of each separate location at which the construction work will be performed.
24. General and Specific Requirements
Projects will be assigned to the contractor on an as-needed basis and will range in complexity. There will be a mix of small and large projects; however, there is no assurance that the average project will be either small or large. Unless proven to be a safety issue not normally associated with typical roadway construction projects, all proposed project orders shall be accepted by the Contractor.
Upon receiving a project order request from the City, the Contractor shall provide a proposal and work schedule within 14 days. All projects will have a specific time frame approved by the Public Works
Director (start and end dates). For any individual project orders $50,000 or greater, the City’s Local Small
Business Diversity (LSBD) program will apply and may result in the establishment of a LSBD goal. If applicable, the Contractor shall submit a LSBD plan with the individual project proposal to the project manager for the Procurement Manager's review, per LSBD program requirements.
A lead time of seven (7) working days (from receiving approval of a project order request) will be allowed to begin construction for each project, unless agreed to otherwise and approved in writing.
Liquidated damages will be assessed per the Public Works Standard Specifications for Public Improvements and will be assessed to the Contractor for each day beyond the allowed number of days for completion. The
Contractor shall request in writing, justified time extensions for each project order. Accordingly, instead of requiring any such proof, the City and Contractor agree that as liquidated damages for delay (but not as a penalty), Contractor shall pay the City $250 for each day that expires after the time specified in the assigned project order. If for any reason the Contractor shall neglect, refuse, or fail to complete the remaining Work within the Contract Time or any proper extension thereof granted by the City, Contractor shall pay the City
$500 for each day that expires after the time specified in the assigned project order for completion and readiness for final payment until the Work is completed and ready for final payment.
The one-year warranty, if applicable, for each project shall be from the date of final acceptance for that project. Contractor shall provide any specified warranties, workmanship/maintenance bonds, maintenance agreements, and other similar documents with payment for project completion.
Specific Special Provisions will be provided on a project-by-project basis as needed.
25. Special Considerations
A. Project Pricing
When possible, the City intends to solicit quotes from all On-Call Contractors upon identification of a project. Individual project orders will be awarded based on the proposed cost and consideration of the firm’s ability to complete the work expeditiously. When quoting individual project orders is impracticable, the
City reserves the right to award project orders as it deems to be in its best interest.
B. Award of Individual Project Orders
Scope, schedule, price, and liquidated damages (if applicable) are agreed upon in a fully executed Notice to
Proceed letter prior to Contractor beginning the work. Each individual project order shall not exceed
$1,000,000 unless a waiver is requested of and approved by the City Manager prior to services being rendered.
C. Miscellaneous
All correspondence and data submitted by the Contractor under the contract shall reference the issued
Blanket Purchase Order Number and Project Order Name.
D. Permitting
The contractor is responsible for submitting and securing all necessary City and County permits. The City is responsible for the City required permit fees. The Contractor is responsible for any County fees.
