About this file
This document is a Statement of Work (SOW) for modifying the National Audio-Visual Conservation Center's (NAVCC) existing 300D film analyzer, located in Culpeper, Virginia. The work requires the contractor to install a new monitor and computer system that will allow the Chief Timer to log exposure determinations from nitrate source elements, making the analyzer fully operational for 35mm, black-and-white nitrate and safety film. Key requirements include supplying an input device, film transport, control surface, monitor and calibration, customized software, and converting three BHP continuous-contact printers from a paper tape to a barcode reader system. The contract has a period of performance of 115 days from the start date, with 45 days to commence installation and 90 days for completion. The contractor must provide 6 hours of onsite training for 3 NAVCC personnel, with an option for 10 additional virtual training hours. The contract will be awarded as a sole-source, firm-fixed-price contract to Video & Film Solutions.

C.1 STATEMENT OF WORK
1. OVERVIEW/BACKGROUND. The Library of Congress (Library) requires contractor support to modify a film analyzer used at the Library’s National Audio-Visual Conservation Center (NAVCC), in Culpeper, Virginia. NAVCC maintains a film-preservation laboratory, which is tasked with housing, restoring, and making accessible to the public the world’s largest collection of motion-picture films. The film lab consists of a preparation area with nine (9) inspection stations, as well as a range of historic and contemporary equipment used in the preservation of historic film formats. The film lab makes extensive use of film printers, film processors, and film analyzers. Given the age of many pieces of equipment that rely on older electronic and analog components, it is sometimes necessary to replace, modify, and/or upgrade components of the equipment to newer technologies.
One of the most important pieces of film equipment utilized in the film-preservation workflow is the film lab’s current film analyzer (HFC 300D). This analyzer specializes in the safely handling the Library’s most fragile films, including nitrate original camera negatives. The current film analyzer has key components that have lost most of their functionality. Consequently, it requires a modification utilizing newer digital components with customized software to bring it into proper operating condition.
2. SCOPE. The Contractor shall modify NAVCC’s existing 300D film analyzer, installing a new monitor and computer system that will allow the Chief Timer to log exposure determinations from nitrate source elements. This will also make the analyzer fully operational for use with 35mm, black-and-white nitrate and safety film.
3. REQUIREMENTS. Contractor shall supply and modify, at a minimum, the items listed in this section.
3.1 Input Device - Contractor shall include a 4K or greater camera featuring a with custom LED light engine.
3.2 Film Transport - Contractor shall incorporate the existing, original, 35mm, manual, winding mechanisms that operate within the 300D film analyzer. The power winding features in the 300D are not needed and can be disabled. Film transport shall be able to safely handle shrunken nitrate film.
Removal of all electronic and mechanical components no longer necessary as part of this conversion, shall be labeled and saved.
3.3 Control Surface - Contractor shall utilize original roller and button controls from the 300D, accompanied by traditional manual keyboard and mouse entry, which will function with the software.
3.4 - Monitor and Calibration - Contractor shall include a 43”, wall-mounted, Ultra-High-Definition
(UHD) display that is professionally calibrated to ensure accurate color representation and image clarity for scene-to-scene timing of black-and-white negatives. This must be ready at the time of installation.
Wall bracket for the monitor will be supplied and installed by the Library. Wall bracket must be compatible to the monitor so specifications shall be supplied by the contractor.
3.5 Software - The software shall be designed for the digital film analyzer and optimized for use across a single platform, including Mac, Windows, and Linux operating systems. The software shall be customizable to NAVCC’s specifications. Key features shall include a closed-loop calibration for consistent color accuracy and side-by-side scene comparison, essential in professional film production.
Software shall offer advanced video scopes for log-e and print emulation images, allowing detailed image analysis and precise timing. The software shall also include side-by-side comparison and the ability to store and recall previous saved frames used for comparison. Software shall allow the assignment of RGB printing lights utilizing the original 300D RGB roller wheels while also including a traditional manual keyboard and mouse entry capability. Software shall allow for the assignment of cues at every printing light assignment with the capability to insert notes at each cue. The timing RGB and
FCC cue data will be required to be savable and transferable to both paper tape and barcode. The film lab utilizes a HFC proof printer that requires paper tapes and (3) BHP continuous contact printers’ conversions that will require a barcode. Contractor shall supply computer with current windows OS, keyboard, mouse and monitor for use with the contractor designed software.
3.6 BHP Conversions - The NAVCC film lab operates (3) BHP continuous-contact printers. The contractor shall be required to convert all (3) printers from the current RGB and FCC tape reader to a
USB barcode reader. These barcode readers shall accurately accept RGB and FCC timing information created from the new timing software from the 300D modification system.
In addition to incorporating a barcode, paper tape, and file input/output of printer lights into the system, contractor shall ensure that RGB and FCC information shall be converted to a barcode or QR code which will be transferable and loadable to (3) three of the film labs BHP continuous-contact printers. Contractor shall convert the (3) printers from the traditional RGB/FCC paper tape reader to a system that will convert RGB/FCC information to a barcode type system. This new conversion shall allow the interchangeable use of both the paper tape and QR code reader systems.
3.7 Installation and Training- Contractor shall provide comprehensive delivery, setup, and personalized training, ensuring the equipment is correctly installed. This training will consist of six (6) onsite, in-person hours. Contractor shall provide the required six (6) hours of training for three (3)
NAVCC personnel, allowing for the optimal usage and performance of the equipment and software.
3.7.1 Optional Training - The Library will also have the option to purchase up to ten (10) virtual hours of additional training.
3.8 Testing- NAVCC film lab requires, upon completion of installation and modification of the 300D, that the 300D pass a series of tests as listed below. COR will certify completion of installation, in writing, after successful testing by NAVCC film lab personnel within 10 business days.
3.8.1 Functionality of the manual rewinds
3.8.2 Maintaining frame accuracy as indicated in the software
3.8.3 Functionality of the existing RGB roller controls
3.8.4 Image color accuracy on the monitor

3.8.6 Side-by-side and frame-store functionality
3.8.7 RGB and FCC conversion to barcode accuracy
3.8.8 Functionality and accuracy of the BHP Barcode reader
3.8.9 Accurate light values as indicated by printed and processed test reel
3.8.10 Recall and editability of a previously timed job
3.9. Warranty- Contractor shall provide a one (1)-year warranty for parts and labor.
