This is a Request for Proposals (RFP) issued by the Town of Frisco, Colorado for a Climate Action and Resilience Plan. The town is seeking a qualified consultant to develop a comprehensive community-wide and municipal operations Greenhouse Gas (GHG) Emissions Inventory and Climate Action Plan (CAP). The project aims to reduce GHG emissions and adapt to climate change, with proposals due by February 23, 2024, at 4:00 pm MST. The project is expected to begin in early 2024 and be completed by November 29, 2024, with quarterly deliverables required. The scope includes developing a science-based pathway for energy conservation and emissions reduction, conducting community outreach, and creating an action-oriented roadmap with specific targets, actions, and timelines.

The project is funded by a $55,000 grant from the Colorado Department of Local Affairs (DOLA), with a matching $55,000 from the Town of Frisco, for a total project budget not to exceed $110,000. The plan must comply with DOLA requirements, including establishing a baseline GHG inventory across residential, commercial, transportation, and waste sectors, conducting a vulnerability assessment, and developing adaptation strategies. The town emphasizes the need for an inclusive and equitable approach, considering the unique challenges of a rural resort community with significant tourism. Evaluation criteria will focus on the proposer's understanding of the project, qualifications, experience with climate action planning in mountain communities, and ability to develop a comprehensive yet concise plan that addresses Frisco's specific needs.

Invitation The Town is seeking proposals for a consultant to work with the Town to develop a community-wide & municipal operations Greenhouse Gas (GHG) Emissions Inventory and a Climate and Resilience Action Plan (CAP) to further its efforts in reducing GHG emissions and adapting to a changing climate. The strategies will outline a science-based pathway for energy conservation and emissions reduction through include both shorter- and longer-term goals and policies as well as specific actions for the Town to take over the next 5 years to address both communitywide and operational emissions. Plan development should follow aspects of Summit Community’s Climate Action Plan as well as incorporate the Town’s existing plans and strategies (Energy Action Plan, Council Strategic Plan, Community Plan, etc.). Community outreach conducted to inform this plan should consider the spectrum of local demographics and seek to gain insight on climate challenges, barriers, and solutions from stakeholders beyond the small permanent resident population to include the workforce, part-time residents, and tourists the community hosts. The result will be a comprehensive, yet concise action-oriented roadmap that includes specific targets, actions and timelines.

To select appropriate actions for a rural resort town like Frisco, it will be critical to understand what makes the Town different from non-destination, mountain communities in mitigating and adapting to climate change. Proposed actions should be cost effective and have a measurable impact when taking available services (or distance to available services) and harsh climate into account.

Proposals are to be delivered to the Town of Frisco, Attention: Hilary Sueoka, Environmental Programs Manager, in accordance with the Instructions to Proposers and all other requirements as referenced in this RFP. Proposals will be received until the proposal closing date and time set forth on the cover page of this RFP. The Town reserves the right to modify the timeline at any time.

All bids associated with this Request for Proposals (RFP) will be due no later than 4:00 pm MST, Friday, February 23, 2024.

Background The Town of Frisco is located within Summit County at an elevation of 9,097 feet above sea level. The Town has 3,116 year-round residents spread over 1.89 square miles and is surrounded on three sides by Federal public land and on one side by Dillon Reservoir. The Town is served by Interstate 70 with two exits and by Highway 9, which runs north to south through the Town’s Summit Boulevard business district to the Frisco Adventure Park. Tourism is foundational to Frisco’s economy and the town can see over 4 million visitors per year due to Frisco’s proximity to Denver (just 90 miles) and six ski resorts, including Breckenridge and Vail.

Frisco has a thriving economy with 462 business license holders with a physical location in Frisco, including larger retailers such as Walmart, Whole Foods, and Safeway. There are approximately 3,600 residential units in Frisco and 34.5 lane miles of paved roadway. There is one elementary school within Town limits and a regional middle school just outside of the Town limits. Also, the region’s only hospital is located to the south of town and outside of Town limits.

In 2019, the Frisco Town Council adopted the Summit Community Climate Action Plan. This plan committed Frisco to contribute to the overall goal of reducing greenhouse gas emissions community-wide 50% by 2030 and 80% by 2050 through priorities in renewable energy, building energy, transportation, waste, and forests. Frisco’s emissions goals were updated in 2022 with the adoption of the Town of Frisco Energy Action Plan to reduce GHG emissions from energy consumption 70% by 2030 and 100% by 2050. In collaboration with a community-wide stakeholder group, Frisco helped to develop and later adopted a Climate Equity Plan for the Summit Community in 2023. In addition to equitable, creative, and bilingual outreach, a strong proposal will include a process to integrate findings from this most recent Equity Plan.

Other aligned actions include:

- Adoption of the Summit Sustainable Building Code, 2021

- Complete Streets Plan

- Other plans that include Frisco: EV Readiness in Summit County, Colorado: Guidance for Local

Communities and Businesses, and Summit County Multi-Jurisdictional Hazard Mitigation Plan

The Town expects the community goals and priorities in the existing Summit Community Climate Action Plan (Community CAP) and other adopted plans to be updated to better reflect the current town needs in a new, Frisco-specific plan. Additionally, the community CAP lacks recommendations on climate resilience that shall be incorporated in this updated Plan (as a requirement of the DOLA grant received.)

The community has experienced significant change since the 2019 community CAP was adopted. With shifts in housing and transportation needs as a result of the global pandemic, modifications to the existing state highway through Town, and increased awareness of sustainability and water needs, the scattered nature of goals, targets, and actions among multiple plans of different ages has become a challenge. The Town has identified a new plan as a need to be performed in 2024 to assist decision makers to be more proactive about GHG reduction outcomes to meet the Town’s stated goals. As new technologies and an increase in state-level regulations are brought before the Town, Staff and elected officials struggle with how to weigh options to achieve goals while meeting community’s needs and vision as a whole.

The Town of Frisco has received a grant award from Colorado Department of Local Affairs (DOLA). The CAP shall comply with DOLA requirements that include:

• The CAP will include:

o a GHG inventory that establishes a baseline of which sectors, including residential, commercial, transportation, and waste and water management, are producing GHG emissions and how much they are contributing;

o sector-based mitigation priorities, goals, and strategies for cutting emissions;

o a vulnerability assessment that establishes a baseline of current and future social, economic, environmental, and infrastructure risks and vulnerabilities;

o adaptation priorities, goals, and strategies for increasing adaptive capacity and climate resilience

• The Plan should take an inclusive and equitable approach to prioritizing strategies.

• Work includes analyzing GHG emissions and climate risks, reviewing other CAPs, resources from

DOLA, the federal Environmental Protection Agency, and other climate institutions, consulting with

4 | P a g e neighboring jurisdictions, production of final documents, and presentation of final documents for approval by the Town of Frisco.

• Additional Work includes review of renewable energy, in support of the already adopted Energy Action Plan; transportation; waste; forests; and community engagement, to align with the adopted Summit Community Climate Action Plan
