SECTION 1.0
BACKGROUND
1.Lowell National Historical Park was designated in 1978. The park was given a unique mandate which called for the Park to not only preserve and interpret the resources representing Lowell’s role in the 19th century American industrial revolution but also to serve as a catalyst in revitalizing the city’s physical, economic and cultural environments. The Park has six elevators, and two wheelchair lifts all are of the hydraulic type located in and around downtown Lowell.
Purpose of Contract :
1.2 To provide elevator and wheelchair annual State and Q.E.I inspections and testing. Monthly elevator and wheelchair evaluations, maintenance and repairs according to the American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1 and Inspector's Manual (ANSI) A17.2. and ASME Q.E.I. standards. The inspections, testing and repairs to ensure that the elevators and wheelchair lifts are in good working order and safe for public and employee use.
1.3 Firm-Fixed-Price (FFP) will consist of: Regularly Scheduled Inspection, Testing, and Preventive Maintenance maintaining the elevator equipment in good working order to the standards referenced in section 1.2, 12.0 and as described in the statement of work.
1.4 Time & Material Unscheduled Repairs (T&M). The Contractor shall provide for the repair of elevators and wheel chairlifts according to section 4.2 , and according to the standards referenced in sections 1.2, 12.0 and as described in the statement of work.
All scheduled maintenance, inspections and repairs as described in this section will pertain to the locations listed below.

Lowell, ma The above sites are typically occupied by staff and are open to the public during regular working hours.
SECTION 2.0
SCOPE
2.1 The elevators and wheelchair lifts throughout the Park vary in size and type depending on the size of the building and use needed. The equipment and locations are described as follows, A: Two elevators have five stops and a rise of five stories
B: One elevator has four stops with a rise of one story.
C: One elevator has four stops with a rise of three stories.
D: One elevator has six stops with a rise of three stories.
E: One elevator has two stops with a rise of one story.
F: One wheelchair lift has two stops and a rise of seven feet.
G: One wheelchair lift has two stops and a rise of four feet.
All of the aforementioned equipment is of the hydraulic type. Three of these locations have the (Elevator Recall feature) as part of the elevator equipment and will be part of the inspections and testing.
Section 3.0 Objectives
3.1
The /Contractor shall provide monthly equipment evaluation, maintenance, and service repairs necessary to maintain the elevators and wheelchair lifts in good working order, (as defined in section 12.0) including Q.E.I., (5) five year and annual State inspections and testing.
Section 4.0 Tasks
4.1 Tasks:
1. Contractor shall provide for the cost and scheduling of services for monthly equipment evaluation, maintenance, annual State inspection, Q.E.I. inspection and Testing,
2. The contractor shall provide 24 hour, seven-day-a-week service by trained and Massachusetts licensed mechanics to all properties pertaining to this contract.
3. If immediate assistance is required a mechanic shall physically respond to a service call within four hours. A longer time of response to a service call request may occur if the longer response time is arranged and agreed upon with the Contracting Officer or his or her designee. All service calls shall be performed within the parameters as defined in sections 12:0 and 4.3
4. Contractors shall provide a written description of work performed during each site visit to the COR.
5. Contractor’s central office shall be reachable by phone at all times.
6. Throughout the time of the period of performance, the contractor shall provide proof of and shall be required to maintain insurance in accordance with the liability insurance clause. Contractor shall provide proof of insurance to the Contracting Officer after award.
7. The contractor shall provide proof that mechanics are currently licensed in the state of Massachusetts to work on elevators and present proof to the Contracting Officer.
4.2 Details of Inspections and Maintenance (Monthly and Annually):
The following type of inspections and testing are to be performed at each of the aforementioned locations on a Monthly and Annual basis.
1. The contractor shall arrange the work so as not to cause interference with the conduct of government business.
2. The contractor shall maintain the elevators and wheelchair lifts in good and safe operating condition at all times in accordance with the excepted maintenance and repair practices as set forth in the American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1 and Inspectors Manual (ANSI) A17.2
3. The contractor shall keep the mechanical spaces associated with the elevator equipment clean of debris to maintain a clean working space for equipment operation.
4. The contractor shall oil and grease the equipment necessary on a monthly basis to maintain the elevator and wheelchair lift equipment in good working order.
5. The contractor on a monthly basis shall inspect the equipment for any damage or worn components that need to be repaired or replaced and this information shall be reported to the Contracting Officer or his or her designee.
6. The contractor shall on an annual basis be responsible for scheduling and costs of State and Q.E.I. inspections and testing.
8. The contractor shall be responsible for scheduling and costs of State (5) five year required weight elevator equipment stress tests.
8.The contractor shall perform all tasks and work following all OSHA, State and Local safety guidelines.
4.3 – Unscheduled Repair Procedures(Service Calls) – Time and Materials The Contractor is to perform all work necessary to restore inoperable or damaged equipment and systems to normal function if the total service cost is not in excess of $10,000 (inclusive of materials and fully burdened labor rates) per occurrence once authorized by the COR and in receipt of a Service and Supply Request Authorization Form. If the total cost is estimated to exceed $10,000 (inclusive of materials and fully burdened labor rates), the Contractor shall prepare an estimate for the repair detailing the labor hours, and materials before coordinating with the Contracting Officer for approval to proceed with the repair.
Labor attributed to each service call shall include only time expended by the Contractor while on the job site and/or in the procurement of required materials.
THE CONTRACTING OFFICER IS THE ONLY PERSON AUTHORIZED TO
APPROVE WORK EXCEEDING $10,000. THE COR IS NOT AUTHORIZED TO
APPROVE WORK OVER $10,000.
4.4 Service Call Reception:
During Regular Working Hours: (As Defined in section 12:0) The COR will notify the Contractor, via telephone or email of all service calls related to work during regular working hours, and then provided a Service and Supply Request Authorization Form, as shown in the SOW Section 13.0, which shall be completed by the contractor and signed by the COR for authorization to perform the work described.
4.5 Service Call Response:
4.5.1 After Regular Working Hours: The COR will contact the Contractor, via telephone, after hours on weekends, and during holidays. The COR representative will verbally identify the problem and/or required service and will provide a Service and Supply Request Authorization Form to be completed by the contractor and signed by the COR for authorization to perform the work described.
The Contractor shall provide adequate procedures for receiving and responding to service calls 24 hours a day, seven days a week, including weekends and holidays. A single telephone number shall be provided by the Contractor for the receipt of all service calls. Service calls shall be “received” by the Contractor at the time and date the telephone call is placed by the COR representative.
4.5.2 Emergency Service Calls: Shall be responded to within four (4) hours of notification and worked on until either the issue is resolved, or the equipment/system problem is remediated to a non-emergency condition.
4.5.3 Routine Service Calls: Shall be responded to the same day the call is received unless after 3 PM on each Federal Government workday. If a service call is received after 3 PM, the Contractor shall respond to the call the morning of the next workday no later than 11 AM.
4.6 Labor Rates:
Labor Rates Applicable to Unscheduled Repair Time and Materials line items:
The fully burdened labor rates below are applicable to work orders authorized under this Purchase Order. The rates include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits, overhead, G&A, etc.) and profit. Although the labor categories below are intended to cover all requirements, this does not exclude additional labor categories from being utilized under this vehicle. (See Federal Acquisition Regulation (FAR) clause 52.212-4, Contract Terms and Conditions-Commercial Items. Alternate I)
All labor rates are subject regular overtime and premium overtime rates in the following manner:
Straight Time - (Monday through Friday, 8 am to 5 pm excluding Holidays)
Regular Overtime - (Monday through Friday, 5 pm to 8 am, and Saturday excluding Holidays)
Premium Overtime - (Sundays and Holidays)
Material Costs Applicable to Unscheduled Repair Time and Materials Line. The Government will reimburse the Contractor the actual cost of materials (less any rebates, refunds, or discounts received by the contractor that are identifiable to the contract) provided the Contractor (See Federal Acquisition Regulation (FAR) clause 52.212-4, Contract Terms and Conditions- Contract administration:

Section 5.0 Delivery 5.1
All inspections, testing and work performed on the elevator and wheelchair lift equipment shall comply with the rules and regulations as outlined in the American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1, Inspector's Manual (ANSI) A17.2., ASME Q.E.I. standards, and National Electrical Code.
Inspection, Test Results and work performed:
The results of all inspections, tests and worked performed on the elevator and wheelchair lift equipment shall be documented in writing for each building and copies submitted to the COR at the time of the completed inspection or work performed.
Section 6.0 GOVERNMENT FURNISHED PROPERTY
6-1 The Government will furnish no materials or tools. All materials and tools are Contractor furnished from outside the park.
Section 7.0
SECURITY
7-1 Prior to starting work on the elevator or wheelchair lift equipment the contractor shall contact the C.O.R. to arrange for a National Park Service escort. The N.P.S. escort shall accompany the contractor to allow access to the areas to perform the necessary work. The contractor shall give a minimum of forty-eight hours’ notice to the C.O.R. before scheduled monthly maintenance and annual inspections.
7-2 Contractor personnel or equipment shall not come in contact with any furniture, artifacts etc.at any time. There shall be no use of any tobacco products or consumption of any foods or liquids unless directed by park personnel. The same applies to all foods and liquids.
7-3 No mechanic at any time shall be permitted to drill, nail, screw, etc. any piece or pieces of historic fabric. The mechanic shall ask the COR for clarification if the need arises.
Section 8.0
PLACE OF PERFORMANCE
8.1 CONTRACTOR’S USE OF PREMISES:
1. Contractor may park vehicles in the public parking areas in a manner which does not interfere with site visitors or site employees within Lowell National Historical Park. Contractor is responsible for costs and logistics if parking in public areas.
2. Public restrooms will be available for the contractor’s employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined necessary by COR.
3. All work shall be completed in such a way as to create no damage and to protect the surrounding property, collections, fabric etc.
9.0
PERIOD OF PERFORMANCE
9.1 Once the contract is executed services will commence for a twelve-month period. This may be extended on an annual basis for two additional years at the discretion of the Park Service.
10.0
RESTRICTIONS_______________
10.1
No food or liquids shall be permitted inside any of the afore-mentioned properties without the approval of the COR. The COR or any representative of the park service will direct the contractor/tech on where he or she is allowed to have food, liquid consumption.
10.2
No drilling, cutting, scraping or fastening to any fabric is allowed at any of the aforementioned properties without approval from the COR. This approval can only come from the COR or his or her designee no other park personnel has the authority to approve.
10.3
No active listening devices such as radios, ipods, etc. shall be permitted at any of the aforementioned properties. This includes devices using ear buds.
Explanation: each of the aforementioned properties is staffed with personnel and they are also open for public tours. Music, loud conversation, etc. would be a disturbance to the staff and/or visitors and shall not be permitted.
Section 11.0
SAFETY
11.1 All work shall be performed according to the safety guidelines of the following.
American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1 Inspector's Manual (ANSI) A17.2.
ASME Q.E.I. standards.
OSHA Standards
Federal, State Of Massachusetts, and Local safety work standards.
11.2 COVID Safety Plan, The contractor shall present a COVID safety Plan and work procedures for work being performed in Park buildings or on Park property to the Contracting Officer prior to commencing work.
The contractor shall follow all current Federal COVID guidelines required by the
National Park Service.
12.0
Definitions:_______________ 12.1
Annual Inspections and Testing: All annual inspections and testing shall comply with the American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1, Inspector's Manual (ANSI) A17.2., ASME Q.E.I. standards, OSHA safety standards and National Electrical Code. The contractor shall be responsible for scheduling and costs of the state annual and five (5) year inspections for all the aforementioned elevator equipment. The contractor shall be responsible for scheduling and costs of the Q.E.I. annual inspections for all the aforementioned wheelchair lift equipment.
12.2 Service Calls (Unscheduled Repairs) Time and Materials
The Contractor is to perform all work necessary to restore inoperable or damaged equipment and systems to normal function if the total service cost is not in excess of $10,000 (inclusive of materials and fully-burdened labor rates) per occurrence once authorized by the COR and in receipt of a Service and Supply Request Authorization Form. Labor attributed to each service call shall include only time actually expended by the Contractor while on the job site and/or in the procurement of required materials.
12.3 Elevator Recall Feature: Elevator recall feature is described as follows:
Components of the elevator equipment and building fire alarm system work in conjunction to bring the elevator car or cars to a predetermined floor, according to code requirements, in the event the fire alarm system indicates a fire.
12.4 Q.E.I. Inspections : Q.E.I. inspections are inspections performed by an individual that is designated a Q.E.I. inspector. Q.E.I. stands for Qualified Elevator Inspector. Individuals who hold this designation have gone through a rigorous background check and examination process to prove their qualifications and must maintain these qualifications based on the ASME Q.E.I.-1 Standard for Qualified Elevator Inspectors as well as NAESA’s terms.
12.5 Working Hours: Regular working hours are defined as Monday through Friday 8:00am through 5:00pm excluding Federal and State Holidays.
