About this file

This document is a Justification and Approval (J&A) for other than full and open competition for the Analysis of Mobility Platform (AMP) program under USTRANSCOM contract HTC71118DD001.

The J&A justifies a 6-month extension and $XX.X million ceiling increase for the current AMP IDIQ contract with incumbent Raytheon BBN Technologies. The extension is needed to complete a complex source selection for a follow-on AMP contract while maintaining ongoing program sustainment, maintenance, and development support. Raytheon BBN is the original developer of the highly specialized, customized AMP tools, and their expertise is required to avoid unacceptable delays. The Government conducted market research but determined the services are not widely available commercially. The 6-month extension will allow for a 60-day transition to the new contract awardee once the source selection is complete, without disrupting critical AMP program support.

JUSTIFICATION AND APPROVAL (J&A)

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

JUSTIFICATION FOR

OTHER THAN FULL AND OPEN COMPETITION

ANALYSIS OF MOBILITY PLATFORM (AMP)

CONTROL NUMBER: 24-52

1. CONTRACTING ACTIVITY.

The contracting agency is the USTRANSCOM IT Programs & Support Services Division (USTRANSCOM/TCAQ-D), 508 Scott Drive, Building 1900W, Scott AFB, IL 62225.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

USTRANSCOM/Program Executive Office (PEO) requires other than full and open competition for continued operational and development support for the AMP Program. AMP is a comprehensive transportation modeling, simulation, and optimization environment used to analyze and assess the movement of military-related cargo and personnel within the Defense Transportation System (DTS). AMP support includes the following requirements:

Overall AMP Program Sustainment and Maintenance Transportation Feasibility Assessment (TFA) Sustainment

This action will be a modification to HTC71118DD001, which is a Cost-Plus Fixed Fee Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a fixed price contract line item for sustainment.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS.

USTRANSCOM/PEO requires continued operational and development support to enable the successful sustainment, maintenance

The current IDIQ contract has an ordering period of 1 April 2018 – 30 September 2024 with a ceiling price of $115.5M. A six-month extension is necessary to ensure completion of the ongoing source selection while maintaining sustainment efforts within the planned contract requirements above. The ordering period will be extended through 31 March 2025.

Concurrent with the extension, the ceiling price will be increased by . The total new overall ceiling price will be .

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. DEMONSTRATION WHY THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE

OF THE AUTHORITY CITED.

The required services are deemed to be available only from the original source for the continued provision of highly specialized services, and award to any other source would result in unacceptable delays in fulfilling the requirement.

Raytheon BBN Technologies (BBN) is the original developer of the AMP program and the current contractor. The customized tools within AMP are highly unique to the Government, and the labor mix requires DOD-specific and logistical analysis expertise to perform the requirements. BBN is uniquely familiar with the highly complex code, the customer’s enterprise environment, user population, operational requirements, risks, and limitations associated with the multiple ongoing projects. While there is a market for simulation tool development outside of the Government, market research indicated the services required are not of a type provided competitively in substantial quantities in the commercial marketplace or Government contracts, as such the follow-on contract includes a 60-day transition period to minimize performance risk. There is not enough time remaining on the current contract for the team to complete the complex source selection evaluation and allow for the required transition. As such, award to any other source without a transition period would result in unacceptable delays in fulfilling the agency’s requirements.

Missions impacted by potential interruption in AMP Program of Record (POR) deliverables include deliberate planning (e.g., operation plan (OPLAN) TFA at Force Flow conferences, supporting analysis to USTRANSCOM and supported combatant commands (COCOMs), execution planning (e.g., rotational/execution Force Flow conferences), and Congressional-level and Service-level programmatic studies.

Currently, the AMP ceiling cost is $115.5M; the contract requirements listed in paragraph two (2) are estimated to result in a ceiling cost increase of . The total new IDIQ ceiling cost will be . The current ceiling cost does not account for the Fiscal Year (FY) 2025 extended maintenance and sustainment activities. The current IDIQ ordering period expires 30 September 2024 and will be extended six months through 31 March 2025. Based on the progress of the proposal evaluations, the Government’s estimated timeline for the six-month extension follows: three months to complete the source selection process, one month to execute the IDIQ and TO award documents, and two months for the transition period. The extension and cost increase are needed to avoid a disruption in services while the source selection evaluation team completes the complex source selection process and to allow a transition period for the awardee of the new contract. The estimated, projected breakdown follows: FY25 AMP Task Order 16 at in growth if necessary.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.

For the specific extension outlined herein, the Government will not solicit offers.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE.

IAW FAR 15.404-1(c), the Contracting Officer will conduct cost analysis of any separate cost elements and profit or fee for all task orders awarded with cost line items and price analysis IAW FAR 15.404-1(b)(1) for non-cost line items. Furthermore, IAW 15.403-4(a)(1), the estimate for the task order awarded under this extension exceeds the threshold for requiring certified cost and pricing data. As such, the Contracting Officer will request, and BBN will be required to certify their pricing proposed in response to the task order is current, accurate and complete.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED, AND THE

RESULTS, OR A STATEMENT OF THE REASON MARKET RESEARCH WAS

NOT CONDUCTED.

IAW FAR 10.001(2)(i), before developing the new requirements documents for the follow-on AMP acquisition and FAR 10.001(2)(ii) before soliciting offers for the AMP follow-on acquisition estimated to exceed the simplified acquisition threshold; the following market research was accomplished from April through December 2023. This market research suggested vendors were interested and determined likely capable to perform the AMP requirements.

• Review of prior acquisition files - Reviewed the past two acquisitions, HTC71114DD001 and HTC71118DD001

• Internet Searches – searches for similar services using platforms such as Google and SAM.gov

• Industry days – virtual industry day to gauge industry capabilities and facilitate discussion between the Government and industry held in person at Scott AFB on 4 April 2023; detailed PEO Industry Forum held on Microsoft TEAMS platform on 15 June 2023; and a Virtual TCAQ-D Industry Forum held on Microsoft TEAMS platform on 30 August 2023.

• Request for Information (RFIs) – the Government requested white papers from interested industry partners through the Government-wide point of entry, SAM.gov

• One-on-One Virtual Technical Capability Meetings

• Contact with requestor and other knowledgeable people in Government and industry regarding the non-commercial nature of this requirement and standard industry practices in this area.

In light of the current, accurate, and relevant market research outlined above, for the purposes of this modification no additional market research was performed.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION.

All pertinent facts supporting the use of other than full and open competition for an extension to the current AMP IDIQ contract are detailed herein.

10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN

INTEREST IN THE ACQUISITION.

Although the Government did not solicit offers specific to the acquisition for this bridge extension; the same AMP requirements and period of performance included in the bridge are also included in the solicitation for the follow-on contract. In response to the solicitation for the follow-on AMP acquisition, the Government received written proposals from

11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY

SUBSEQUENT ACQUISITON FOR THE SUPPLIES OR SERVICES IS MADE.

The AMP Re-Compete effort began Spring FY23. Market research conducted for the recompete efforts suggested vendors were likely capable to perform the AMP requirements. Historically, interest and competition have been limited due to the technical complexity required for the non-commercial services of the AMP program. In efforts to increase competition, the AMP IDIQ and Task Order 01 Performance Work Statements (PWSs) were significantly restructured for the solicitation. The Government provided the solicitation to industry on www.sam.gov via the Procurement Integrated Enterprise Environment (PIEE)/Solicitation Module as full and open, in efforts to increase competition.

Efforts to increase competition were successful; in response to the solicitation, the proposals were received. Due to the complexity of the technical capability requirements, initial evaluation of proposals has required more time than included in the original schedule. Therefore, the Government is faced with two alternatives: Interruption of critical, timely, credible, and accurate Joint Deployment and Distribution Enterprise (JDDE) analysis and insight to support DoD deployment and distribution operations or awarding another bridge contract action to the current contractor. The Government is unable to solicit offers from various sources in an economic and efficient manner without jeopardizing mission requirements. It is impractical to solicit offers from other sources and negotiate a new contract award for the short-term support required.

The six-month bridge will permit award of a competitive follow-on contract inclusive of a sixty-day transition period without disruption to support services necessary for sustainment, maintenance, and development of the AMP tools. After completion of the source selection process and transition, the Government will not approve any additional extensions.
