1. CONTRACTING ACTIVITY.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.
The USTRANSCOM Joint Distribution Process Analysis Center (JDPAC) has a requirement for the renewal of 11 Supply Chain Guru (SCGx) software subscriptions.
The Government anticipates awarding a new firm-fixed price contract to the original equipment manufacturer (OEM) of this requirement, Coupa Software. The simplified acquisition procedures at Federal Acquisition Regulation (FAR) subpart 13.5 will be used in accordance with 41 U.S.C.
1901.
3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS.
USTRANSCOM JDPAC is seeking the renewal of SCGx software to provide unique on-demand supply and distribution network design analysis and optimization in support of inter-theater and intra-theater deployment and distribution analysis. SCGx performs linear, nonlinear, and mixed-integer optimization. In addition to providing Network Optimization and Transportation Optimization capabilities, SCGx uniquely provides synchronized integration of optimization and discrete event simulation capabilities, wherein the analyst can automatically generate a simulation scenario from an optimization analysis. In contrast to the JDPAC’s Analysis of Mobility Platform (AMP) Government-Off-the-Shelf (GOTS) software, which requires Joint Operation Planning and Execution System (JOPES) time-phased force deployment data (TPFDD) based input scenarios, SCGx provides an ad-hoc optimization capability. This capability does not require a TPFDD, and thus lends itself to numerous non- TPFDD network optimization scenarios relevant to the Command.

4. STATUTORY AUTHORITY PERMITTING THE USE OF OTHER THAN FULL
AND OPEN COMPETITION
10 U.S.C. 3204(a)(1), the agency’s need is available from only one responsible source and no other type of property or services will satisfy the needs of the agency.
5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE AUTHORITY CITED.
JDPAC analysts have established processes configured for the utilization of SCGx in concert with Data Guru, an automated data cleansing and manipulation tool included with SCGx, to prepare the Command’s annual En Route Infrastructure Master Plan (ERIMP), as well as to conduct numerous deployment and distribution network analysis and design problems in support of the TCJ3 Global Operations Center and others in the Command. In addition, JDPAC’s AMP TPFDD-based modeling and simulation tool exports distribution network scenarios compatible for follow-on optimization analysis within SCGx, eliminating the otherwise time-consuming task to build such complicated network scenarios from scratch. Due to the proprietary nature of the SCGx software, no other commercially available product provides these unique, synchronized capabilities, enabling JDPAC’s on-demand operational network design and optimization analytics.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.
Market research indicated that SCGx is only available through the original OEM, Coupa Software. This was confirmed by an email message from Coupa Software. There are no other sources authorized to provide the required support.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.
The Contracting Officer will determine the contract represents the best value using proposal analysis techniques at FAR 15.404-1(b) to establish a fair and reasonable price, such as comparison of proposed prices to historical prices paid and published price lists. Based on this approach, the Contracting Officer anticipates a fair and reasonable price will be obtained.
