REQUEST FOR INFORMATION (RFI)
IN SUPPORT OF THE RECOMPETE FOR THE
ENTERPRISE ARCHITECTURE, DATA, AND ENGINEERING (EADE)
ACQUISITION
TRANSCOM24D005
1. RFI Overview
The objective of the EADE acquisition is to achieve greater efficiencies and collaboration across the USTRANSCOM and its Transportation Component Commands (TCCs). USTRANSCOM, Air Mobility Command (AMC) supported by Air Force Lifecycle Management Center (AFLCMC) and the Military Surface Deployment and Distribution Command (SDDC) require enterprise architecture, data management, engineering, and architecture tools sustainment support. The Government, as the Transportation Enterprise, expects to continue integration efforts to support and perform analysis across enterprise, systems of systems, and individual system levels and develop enterprise strategies, technical standards and services as the command transitions into commercial cloud services and future capabilities.
This announcement constitutes an RFI for informational and planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry’s response to the RFI—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning what information industry may need to scope a logical roadmap to succeed.
Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response. USTRANSCOM will NOT be responsible for any costs incurred by interested parties responding to this RFI.

2. Background Information
USTRANSCOM conducts globally integrated mobility operations, leads the broader Joint Deployment and Distribution Enterprise, and provides enabling capabilities in order to project and sustain the Joint Force in support of national objectives.
Air Mobility Command provides unrivaled airlift, air refueling, aeromedical evacuation, global air mobility support and Global Mobility Mission Command to project, connect, maneuver and sustain the Joint Force to achieve national objectives.
The Surface Deployment Distribution Command’s mission is to plan, coordinate, and synchronize global end-to-end deployment and distribution services to protect and sustain our nation's Warfighters in support of national objectives.
On short notice, the Joint Enabling Capabilities Command provides planners, public affairs specialists, and communications capabilities to Combatant Commanders to enable rapid establishment of a Joint Task Force Headquarters or in support of other missions, exercises, or planning efforts.

The current IDIQ, Contract HTC71120DD002, supports 10 Task Orders which provide enterprise architecture, data, and engineering support to USTRANSCOM, AMC, SDDC, and the JECC.
2.1. Scope of the Requirement
The scope of this requirement is to acquire enterprise architecture, enterprise data management, and information technology engineering services for USTRANSCOM and its TCCs.
The scope of architecture, data management, and engineering services include operational and system perspectives of Command and Control (C2), planning, transportation, logistics, and business support system domains. Informed by strategic vision documentation, the contractor will provide architecture, data management, and engineering support. Additionally, this contract will support prototyping, information support plan development, software development, and system administration that allows EA data to reside in all integrated architecture tool suites identified in paragraph 6. This PWS procures an integrated enterprise architecture from the enterprise level through the solution level and across architectures. Integration is achieved through an architecture tool suite, standardized templates and guidelines, training, and the architecture review process. The work effort will support engineering and analytical services required to support and implement USTRANSCOM and its TCCs operational and system requirement(s) solutions. The contractor shall possess an understanding of the DoD Architecture Framework (DoDAF), the Federal Enterprise Architecture Framework (FEAF), Unified Architecture Framework (UAF), the Business Process Model Notation (BPMN), Business Enterprise Architecture (BEA), and relationships/dependencies between architecture models to support assigned projects. This allows Government personnel to conduct impact analyses on the enterprise, systems of systems, and individual system levels.
Services and support anticipated under this contract exist within the scope of the following performance areas:
Performance Area 1 – Contract and Program Management
Performance Area 2 – Enterprise Architecture Performance Area 3 – Enterprise Data Management Performance Area 4 – Enterprise Architecture, Data and/or Engineering Tools Performance Area 5 – Enterprise Engineering Performance Area 6 – Information Support Plan/Enhanced Information Support Plan Performance Area 7 – Agile Capability Development Performance Area 8 – Prototyping and Research, Development, Test, and Evaluation (RDT&E) Support
The contractor must have a valid Facility Security Clearance (FCL) at the TOP SECRET level. FCL procedures and security guidelines for adjudicative requirements are outlined in 32 CFR, 117. FCLs and interim FCLs must be awarded by the Defense Counterintelligence and Security Agency (DCSA) Facility Clearance Branch.
The contractor shall be Capability Maturity Model Integration (CMMI) Level III in the model for Development and/or Services. CMMI is a proven set of global best practices that drives business performance through building and benchmarking key capabilities and is endorsed by the CMMI Institute. The contractor is required to obtain and maintain a successful CMMI Level III SCAMPI Class A appraisal throughout the contract lifecycle.
Contractor personnel performing cyberspace work are to be Foundationally Qualified at the commencement of work and are to maintain all Foundational Qualifications associated with the cyberspace work role codes identified in Appendix E – DoD Cyber Workforce Framework (DCWF) Code Assignments. The DoD Cyber Workforce Qualifications Matrices Management can be found at https://public.cyber.mil/ under Topics, DoD Workforce Innovation Directorate, 8140, Qualifications Matrices.
Contractor personnel will be required to adhere to Appendix X – DoD Cyber Workforce Framework Code Assignments, which will be completed at the Task Order Level.
2.2. Place of Performance
The support and services shall be performed both on-site at Scott AFB, IL, and/or at the contractor’s off-site facility. The support and services for the JECC shall be performed both on-site at Naval Station Norfolk, Virginia, and/or at the contractor’s off-site facility.
Specific number of on-site contractors will be identified and negotiated within each task order. The contractor shall have an off-site facility within twenty (20) miles of Scott Air Force Base, Illinois.
2.3. Anticipated Award Timeline
The current IDIQ ordering period expires 11 May 2025. A follow-on contract is anticipated to be awarded on or about 15 May 2025. Performance on one (1) of the current task orders ends on 31 March 2025. Performance on nine (9) of the current task orders end 30 September 2025.

3. Information Requested
Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 10 pages), and use 12 pt Times New Roman font. Title pages and cover letter will not count against the page limit. Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the requested information is provided.
3.1. Company Information

Facility Security Clearance (FCL) at the level of Top Secret. Based on this expectation, does your company currently meet the requirement(s)? If no, provide a brief statement describing how and/or when your company plans to have a clearance?
A final determination of required accesses/FCLs will be detailed in any resultant solicitation.
• The contractor will be required to obtain and maintain a successful CMMI Level III SCAMPI Class A appraisal throughout the contract lifecycle. Does your company currently meet this requirement? If no, provide a brief statement describing how and/or when your company plans on meeting this requirement. Full details on this requirement can be found in the Draft Performance Work Statement.
3.2. Business Size
USTRANSCOM highly encourages responses from capable businesses of all sizes, including large and small business concerns and all socioeconomic categories.
The anticipated North American Industry Classification System (NAICS) for this effort is 541512, Computer Systems Design Services. The Small Business Administration’s small business size standard for this NAICS is $34 million. Based on this NAICS, identify your business size as a LARGE or SMALL business. If a small business, identify any of the following socio-economic categories that apply to your business under this NAICS: Historically Under-utilized Business Zones (known as “HUBZone”), Service-Disabled Veteran-Owned, Veteran-Owned, Small Disadvantaged Business, 8(a), Women-Owned, or Economically Disadvantaged Women-Owned.
Should a company feel an alternate NAICS code is more appropriate for this requirement, please identify the recommended NAICS and your size based on that NAICS’ size standard.
3.3. What We Are Looking For
Interested Parties are invited to provide information on the following subjects of interest, specifically describing your capabilities in successfully executing the following:
• Knowledge of and experience in Information Technology (IT) governance and operations.
• Knowledge of and experience with Department of Defense Architecture
Framework (DoDAF), Federal Enterprise Architecture Framework (FEAF), Unified Architecture Framework (UAF), the Business Process Model Notation (BPMN), Business Enterprise Architecture (BEA), and relationships/dependencies between architecture models to support assigned projects.Knowledge of and experience in data management to include interface mining, data modeling, metadata tagging and metadata catalog.
• Knowledge of and experience in data operations, specifically: data engineering, Python and SQL.
• Knowledge of and experience in SysML modeling.
• Knowledge of and experience with DoD and AF Digital Transformation efforts.
Provide the following project or contract information for up to three (3) requirements deemed similar to this effort (i.e. Providing EADE services for a DoD Agency):

If applicable, explain how you will perform tasks utilizing experienced subcontractors through a proposed teaming arrangement or the hiring of qualified personnel.
3.4. Commercial Availability
Commercial Practices. Request responses to the following questions as they pertain to providing Enterprise Architecture, Data, and Engineering (EADE) support.
• What types of contracts are normally used in the commercial marketplace for this type of service (e.g. firm-fixed price, cost reimbursement, labor hour, time-and-materials)? What contract length is normally used in the commercial marketplace for this type of service, and are option periods used?
• What is the recommended pricing structure, and what are the largest cost-drivers for this type of service (e.g. direct labor, certifications, traning requirements, security clearances, etc.)?
• What evaluation criteria are typical for use in selecting a contractor to provide these types of services?
• If applicable, identify any commercial software or tools that could be used to support performance of this effort.
• Are there challenges posed to non-incumbent interested parties that should be addressed?
