Attachment 2 - Specifications
Purpose: The purpose is for the procurement of 3 ea 4,400 - 5,000 Gallon Aircraft Refueling Units. The units will be used in JET A service for into-plane fueling for fixed wing and rotor wing aircraft.
Mission: The Alaska Fire Service, Aviation Fuel Shop provides aviation fueling support to aircraft and helicopters responding to the following emergencies: initial and extended attack for wildfire suppression, personnel search and rescue and earthquake and flood relief operations. Non-emergency missions supported by the fuel shop include national interest programs and resource projects.
The aircraft refueling units will be used to support missions located in remote areas of Alaska. A typical servicing point is a clearing located off-the road system in a remote area of Alaska. The units must be capable of over-the-road travel as well as operation on unimproved road surfaces with uneven surfaces, such as gravel and dirt roads. On many occasions, steep grades at 7%-12% must be negotiated to get to the servicing location such as the Dalton Highway (Haul Road). The Alaska road system, even paved roads, are unforgiving to vehicles due to frost heaves, gravel, washboards, potholes, etc., so these units are intended to be built to negotiate to their service location while keeping the high reliability demand to service and support their mission.
Specifications:
Note: Vendors, please ensure your bid responds specifically and affirmatively to meeting each specification requirement listed. If your bid does not respond with being able to meet each requirement, it will not be able to be considered.
The refueling unit will need unique characteristics as identified below to adapt to the Alaska Fire Service aviation fuel support mission. Of upmost importance is a focus on this unit being designed to operate in a harsh environment while maintaining high reliability.
Notwithstanding the unique mission requirements, the units must meet all fuel quality and fire safety requirements as identified below. At minimum, the unit must meet the current industry accepted specifications listed below.
1. National Fire Protection Association (NFPA) 385 Standard for Tank Vehicles for Flammable and Combustible Liquids
