Navarre Park Repairs Technical Specifications
Technical Specifications
1. General: These Technical Specifications prescribe details of the proposed improvements (Work/Project) as generally identified (i) on the Drawings titled “Improvements to Navarre Park for Santa Rosa County, Florida” by Coastal Technology Corporation (ENGINEER) dated 92/711/20234, (ii) in these Technical Specifications, and (iii) in the Contract Documents. The Project site is owned by Santa Rosa County (COUNTY) – for whom the Project is proposed.
The CONTRACTOR shall complete the Work consistent with the Drawings and these Technical Specifications – unless otherwise modified by Addendum, Change Order, or Field Directive. As shown on the Drawings, the Work consists of furnishing all labor, equipment, and materials required to:
(a) demolish and remove existing features – as shown on Sheet C3.0 of the Drawings - including:
· Pier and Wood Stairs
· Wood Piles along Shoreline
· Wood Bridge
· Wood Bulkhead & Piles
· Wood Seawall adjacent to the pedestrian bridge
· Rock Revetment – with rock to be re-used
· Tree - immediately upland of Wood Seawall
· Pavers – immediately upland of wood Seawall
· Stone Fireplace in picnic pavilion
(b) construct replacement features as illustrated in the Drawings and these Technical Specifications; and
(c) a Living Shoreline – as an alternate bid/construction feature and shown on Sheet 9.0 of the Drawings and these Technical Specifications.
The CONTRACTOR shall perform construction operations and construct the Work in conformance with the Drawings and these Technical Specifications.
2. Permit Compliance: The Work shall comply with authorizations obtained by Santa Rosa County (COUNTY) from the Florida Department of Environmental Protection (FDEP) and U.S. Army Corps of Engineers (USACE) – included as Appendix 1 to these Technical Specifications. The CONTRACTOR shall:
(a) obtain a local building permit; and
(b) comply with all terms of these authorizations as pertaining to performance of the Work.
The CONTRACTOR shall avoid impacts to any state or federally designated threatened or endangered species including sea turtles, manatees, sawfish and shorebirds during construction activities – in part by fulfillment of:
· General Condition 3 – relative to all operations and listed species;
· General Conditions for Authorizations for Activities on State-Owned Submerged Land – requiring that the CONTRACTOR:
· “avoid or minimize adverse impacts to sovereignty submerged lands and resources” and
· “not adversely affect any species which is endangered, threatened or of special concern”; and
· Special Condition 24 for Federal Authorizations for SPGP VI-R1 – relative to required Educational Signs.
The CONTRACTOR shall avoid impacts to historic resources – in part by fulfillment of:
· Special Condition 6 for Federal Authorizations for SPGP VI-R1 – relative to:
· the requirement to “conduct a search of known historical properties by contracting a professional archaeologist, and contacting the Florida Master Site File”; and
· requirements if “there are archaeological/cultural materials unearthed”;
· General Condition 3 for All Projects under SPGP VI-R1 – relative to requirements in the event the CONTRACTOR may “discover any previously unknown historic or archeological remains”.
In addition, the CONTRACTOR shall perform the work so as to avoid adverse impacts to sovereignty submerged lands and associate resources including seagrass, oyster beds, or other benthic resources – consistent with the General Conditions for Authorizations for Activities on State-Owned Submerged Land.
Any deviation from the Drawings, Technical Specifications, and/or permits may be subject to enforcement actions and/or permit revocation. If the CONTRACTOR violates any condition of the permits and the Work is stopped by any public entity, then any additional costs incurred by the CONTRACTOR in association with stoppage of the work shall be paid by the CONTRACTOR and not charged to the COUNTY. The CONTRACTOR shall notify the COUNTY within 24 hours of the CONTRACTOR’s recognition of any discrepancies in the Drawings or these Technical Specifications.
3. Staking: Prior to initiation of construction, staking of the proposed construction is to be performed by the CONTRACTOR by methods subject to acceptance by the ENGINEER. Upland survey control is reflected in the site survey drawing by Santa Rosa County dated 3/16/2018 - included within the Drawings on Sheet 2 with vertical and horizontal control “Points”. The CONTRACTOR shall stake the configuration of the proposed improvements as shown on the Drawings for review and acceptance by the ENGINEER and COUNTY. .and provide a "Stake-out Sheet" marked to illustrate the CONTRACTOR's staking for field control of the work. The "Stake-out Sheet" shall identify the alignment of the proposed improvements including all bends. The "Stake-out Sheet" shall be subject to acceptance by the ENGINEER prior to the initiation of construction.
4. Pre-Construction Meeting: Prior to construction, the CONTRACTOR shall meet on site with the ENGINEER or the ENGINEER 's designee to:
(a) review the Project details;
(b) review construction staking by the CONTRACTOR;
(c) establish construction access locations and upland construction staging areas on the Project site as may be proposed by the Contractor – and that shall be subject to acceptance by the COUNTY and the ENGINEER; and
(d) document pre-construction conditions of the Project site.
5. Notification: At least two (2) weeks prior to the start of construction, the CONTRACTOR shall notify the ENGINEER and COUNTY of the expected dates for the start and completion of construction. The CONTRACTOR will also notify the ENGINEER as to the time and date of the following events at least three (3) days prior to the event:
(a) Mobilization onto the site
(b) Preparation of the CONTRACTOR's access and staging areas
(c) Removal of existing structures
(d) Construction of replacement pedestrian bridge
(e) Construction of replacement pier
(f) Pour of concrete sidewalk
(g) Bulkhead construction:
i. installation of sheet piles,
ii. cutting of any sheet piles,
iii. completion of forms and steel placement for concrete cap,
iv. pour of concrete cap, and
v. removal of forms.
(h) Installation of electric conduit
(i) Construction of replacement pavilion roofs and decking
(j) Completion of all construction activities
(k) Site restoration
(l) Demobilization Failure to comply may be taken as cause for rejection of work completed.
6. Construction Access & Staging Areas: The CONTRACTOR may obtain access to the site either (a) by vessel via the navigable waters of the Santa Rosa Sound, or (b) by vehicle via U.S. 98 and the entrance to the Navarre Park site at 8513 Navarre Parkway, Navarre, FL 32566. The CONTRACTOR may store materials and equipment on the open upland areas of the Project Site – as staging areas - subject to acceptance by the ENGINEER and COUNTY at the Pre-Construction Meeting.
7. Standard Specifications: Construction shall be consistent with Florida Department of Transportation “Standard Specifications for Road and Bridge Construction July 2022FY 2024-25” (FDOT Specifications) unless as specified otherwise in these Technical Specifications.
8. Erosion and Sediment Control: The CONTRACTOR shall conduct construction activities in a manner that does not cause or contribute to violations of state water quality standards. Stabilization measures shall be implemented by the CONTRACTOR for erosion and sediment control on areas disturbed areas by the CONTRACTOR prior to construction activities. Such measures and practices shall be in accordance with the State of Florida Erosion and Sediment Control Designer and Reviewer Manual (FDEP & FDOT, June 2007 - Updated July 2013), and the Florida Stormwater Erosion and Sedimentation Control Inspector’s Manual (Florida Department of Environmental Protection, July 2008 Updated October 2018), which are both incorporated by reference.
9. Payment: The OWNER may accept or reject some or all of the CONTRACTOR’s bid for the work. The COUNTY shall make payment to the CONTRACTOR for all materials and labor according to the unit prices and lump sum prices indicated on the Bid Schedule and included in the Construction Contract Agreement. The COUNTY shall make final payment for each phase of the work upon completion of the work by the CONTRACTOR and acceptance of the work by the ENGINEER and the COUNTY – with progress payments and retainage as identified in the Contract Documents. The CONTRACTOR shall provide all materials, labor and equipment needed to perform the work required by these specifications for each Bid Item (as described below), with no additional cost to be incurred by the COUNTY except as may be authorized by Change Order.
10. Bid Items: The following provides details relevant to each Item identified on the Bid Schedule.
10.1 Mobilization/Demobilization: All costs connected with the one-time mobilization and demobilization of all the CONTRACTOR's employees and equipment and all costs connected to obtainment of a performance bond for the work are to be included in the lump sum price indicated on the CONTRACTOR's bid proposal for Bid Item 1. The CONTRACTOR shall: (a) avoid any damage to existing utilities; (b) determine if underground or overhead utilities exist at or near the Project site work locations; and (c) specifically contact Sunshine 811 (1-800-432-4770) prior to commencement of construction. Elevation contours on the Drawings are as of the date of the survey and may not reflect conditions at the time of construction; the CONTRACTOR is to verify conditions at all work locations – as needed for construction. All other costs associated with performance of the work (including bonding and insurance requirements, erosion and sediment control) and not addressed in other bid items – shall be included in the CONTRACTOR’s proposal for Bid Item 1.
10.2 Demolition/Removal of Existing Structures: All costs connected with removal and disposal (or salvage) of existing structures are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 2a and alternate Bid Item 2b for the removal and disposal of the existing stone fireplace in the picnic pavilion. The CONTRACTOR shall provide all necessary equipment and labor to remove the following existing features identified on the demolition plan including:
· Pier and Wood Stairs
· Wood Bulkhead & Piles
· Wood Piles along Shoreline
· Rock Revetment – with rock to be re-used
· Wood Bridge
· Buried Electrical Line & Receptacles
· Roofing – on a Pavilion and three “Covered Gazebo Picnic Areas”
· Tree - immediately upland of Wood Seawall
· Pavers – immediately upland of wood Seawall
· Stone Fireplace in picnic pavilion – as an alternate bid item subject to the approval of the COUNTY.
Demolition shall be performed by the CONTRACTOR per Section 110 of FDOT Specifications – Clearing and Grubbing - with the following distinctions:
(a) For the Pier and Wood Stairs, Wood Bulkhead & Piles, and the Wood Piles along Shoreline, the entire structure shall be removed including piles and other structural members – unless otherwise accepted by the ENGINEER.
(b) For the Rock Revetment, the CONTRACTOR shall:
· remove the existing rock in a manner to salvage the individual rocks for re-use;
· stockpile the rock on the Project site,
· remove and dispose of any debris or un-useable rock – as may be identified by the CONTRACTOR and/or ENGINEER within the footprint of the proposed revetment, and
· re-use the rock to construct the rock revetment (under Bid Item 8) as shown on the Drawings.
(c) For the Wood Bridge, the CONTRACTOR shall not remove the existing angles that connect the existing wood bridge to the existing Concrete Bridge Support.
(d) The pavers adjacent to the Tourist Information Center are being stored by the County and are to be reinstalled by the CONTRACTOR as shown on the Drawings.
(e) For the Electrical System, the exact layout and configuration is not known by the COUNTY or ENGINEER. The assumed configuration is shown on the Drawings. CONTRACTOR shall:
· Identify the power source of the outlets and the lighting.
· Preserve or replace the electrical system providing power to the monument east of the pavilion.
· Ccoordinate with the COUNTY to shut off power to the existing system prior to any alteration by the CONTRACTOR;
· Rremove all existing facilities utilized to power the outlets shown on the plans including: conduits, wiring, outlets and panel boxes. The conduit that exists 1 ft below existing grade can be abandoned in place if the wiring is removed. All conduit above 1 ft below existing grade must be removed.
(f) For the Re-Roofing – on a Pavilion and three “Covered Gazebo Picnic Areas”, the CONTRACTOR shall remove the existing shingles, underlayment, and decking which needs to be replaced as identified by the Contractor and accepted by the ENGINEER and COUNTY.
(g) For the Tree - immediately upland of Wood Seawall, the CONTRACTOR shall grind the tree stumps down to a minimum of 8” below the adjacent grade.
(h) The CONTRACTOR shall remove the Pavers – immediately upland of the existing wood Seawall – in accordance with the following provisions:
i. Pavers with in good condition and/or with names inscribed on them shall be stored (under Bid Item 2) by the CONTRACTOR on the Project site for re-use by the CONTRACTOR for the repair of the patio paver area east of the pedestrian bridge (under Bid Item 6); and
ii. Damaged pavers that cannot be reused shall be disposed of by the CONTRACTOR (under Bid Item 2).
(i) The Contractor shall remove the Stone Fireplace in the picnic pavilion in a manner that preserves the picnic pavilion. The entire chimney, and existing fireplace is to be removed to the grade of the surrounding floor. If the floor beneath the fireplace footprint is not sufficiently smooth and continuous with the surrounding floor (as determined by the ENGINEER), the CONTRACTOR shall (a) remove up to 3 inches of concrete below the fireplace footprint, and re-pour the removed floor with cementitious grout with 3,000 psi compressive strength – as may be accepted by the ENGINEER and COUNTY.
(j) All materials obtained from removal of the existing structure are to become the property of the CONTRACTOR for salvage, or otherwise, the CONTRACTOR shall dispose of the materials at an upland disposal site in accordance with applicable local and state laws – subject to approval of the COUNTY.
(k) The COUNTY is not responsible for the quality or quantity of any material salvaged by the CONTRACTOR.
(l) The CONTRACTOR may temporarily store materials in an accessible location within staging areas on the Project site as may be identified by the CONTRACTOR at the Preconstruction Conference – subject to acceptance by the COUNTY and ENGINEER.
(m) The CONTRACTOR shall conduct site demolition activities in a manner to ensure minimum disturbance or interference with existing public facilities.
(n) The CONTRACTOR shall be responsible for verifying the location and depth of all existing utilities prior to the start of construction. The CONTRACTOR shall notify all utility companies prior to any relocations or disturbances.
10.3 Replacement Pedestrian Bridge: All costs connected with the construction of the replacement pedestrian bridge are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 3. The CONTRACTOR shall provide all necessary materials, equipment, and labor to construct the proposed replacement pier as shown on the Drawings per the following provisions:
10.3.1 Railing: All handrail caps (top plates) and decking shall be composite 2x6 Board as manufactured by Lumberock Premium Decking or near equivalent as may be accepted by the COUNTY and ENGINEER.
10.3.2 Wood: All wood shall be nominal sizes as shown on the Drawings, dressed sizes shall be as published by the National Design Specifications for Wood Construction, Nominal and Minimum Dressed Sizes of Sawn Lumber. All wood for pickets, rails, wood posts, and stringers shall be pressure treated Southern Pine No. 1 grade. Wood for stringers shall be treated in accordance with AWPA Standards U1-17 UC4B Ground Contact Heavy Duty. Wood for pickets and rails shall be treated in accordance with AWPA Standards U1-17 UC4A Ground Contact General Use. All wood shall be free of knots, boreholes, decay, or any other damage. Each piece of lumber shall be identified by the grade and treatment mark of a recognized organization approved by the Southern Pine Inspection Bureau (SPIB) Standard Grading Rules for Southern Pine. All exposed edges of the rails shall be beveled. All exposed edges and faces of the pickets and rails shall be sanded smooth to remove any sharp edges and splinters. Stringer splices should be over existing concrete bridge supports as shown on the Drawings.
10.3.3 Hardware: All nuts, bolts, washers, screws, and nails, shall be 316 Stainless Steel (SS). Decking boards shall be secured to each stringer with two equally spaced stainless steel nails. Nails shall be driven flush with wood. All handrail caps (top plates) shall be fastened (i) to the top of each wood post with 2 equally spaced #10 Deck Screws, and (ii) to the upper guardrail at a maximum of 2 feet on center with 1 #10 Deck Screw. Upper and lower guardrails shall be fastened to wood posts using 3/8” diameter stainless steel bolts. Bolt heads shall be countersunk and on the inside of the bridge with nuts and threaded ends on the outside of the bridge. Pickets shall be secured to 2x6 upper and lower guardrails using 2 equally spaced #10 Deck Screws in each guardrail. Exterior stringers shall be fastened to wood posts using two equally spaced ½” diameter stainless steel bolts with 2” washers. Where the bridge bends, stringers shall be joined using a 2x12 scab over the existing concrete bridge support as shown on the Drawings. Stringers shall be connected to existing concrete beam using ½” diameter stainless steel bolts and the existing L-brackets.
10.4 Replacement Pier: All costs connected with the construction of the replacement pier including stairs are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 43. The CONTRACTOR shall provide all necessary materials, equipment, and labor to construct the proposed replacement pier as shown on the Drawings per the following provisions:
10.4.1 Decking: The decking for the Replacement Pier shall be ThruFlowTM Surge 50 fiberglass reinforced polypropylene panels in Light Grey or near equivalent subject to acceptance by the ENGINEER. Each (a) one foot by three foot (1’ X 3’) deck panel for the dock and (b) one foot by five foot (1’x5’) deck panel for the dock terminal platform shall be installed in accordance with the manufacturer’s Installation Guidance – including (a) mechanically fastened to each stringer at the panel edges using #10 x 2-1/2” pan head stainless steel screws, (b) the long axis perpendicular to the stringers and bearing upon the stringers, and (c) a 1/16-inch gap between adjacent panels and piles. As required for construction, the CONTRACTOR will saw cut panels at piles as needed to leave ¼ inch to ½ inch clearance between the pile and panel. All cut edges shall be sanded smooth.
10.4.2 Wood: All wood shall be nominal sizes as shown on the Drawings, dressed sizes shall be as published by the National Design Specifications for Wood Construction, Nominal and Minimum Dressed Sizes of Sawn Lumber. All wood for pile caps, and stringers shall be pressure treated Southern Pine No. 1 grade. All wood shall be treated in accordance with AWPA Standards U1-17 UC4B Ground Contact Heavy Duty. All wood shall be free of knots, boreholes, decay, or any other damage. Each piece of lumber shall be identified by the grade and treatment mark of a recognized organization approved by the Southern Pine Inspection Bureau (SPIB) Standard Grading Rules for Southern Pine. Stringer splices should be over pile caps.
10.4.3 Piles: Wood piles shall be No. 2 grade Southern Yellow Pine and 10 inches in diameter. Pilings shall be free of knots or splices, uniform in diameter and free of damage. All wood piles shall be treated in accordance with AWPA Standards U1-17 UC5C Marine Use Southern Waters. The piles shall be wrapped with 30 mil HDPE (high density polyethylene) heavy duty dock piling wrapping from the top of the mudline to the bottom of the pile cap as accepted by the ENGINEER and COUNTY. Pilings shall have grade marks branded into wood, not tagged. All wood piles shall have a minimum tip elevation indicated on the Drawings. All piles shall have an 10-inch diameter PVC conical pile cap. The CONTRACTOR shall make whatever provisions necessary to achieve the required embedment of piles – subject to the following:
i. Jetting of Piles: Jetting of piles will be permitted only to 2 feet above the final penetration.
ii. Driving of Piles: At least the final 2 feet of the piles must be driven to achieve (a) the required penetration, and (b) a minimum bearing capacity of 7.8 tons for each pile – based on pile-driving hammer formula or table as may be accepted by the ENGINEER.
iii. Surface Treatment: After piles have been driven, if cut, all bored and cut surfaces shall be treated per AWPA M4, Section 6 including 6.3.
10.4.4 Hardware: All nuts, bolts, washers, screws, and nails, shall be 316 Stainless Steel (SS). Interior stringers shall be fastened to each pile cap with LTS18SS Simpson Strong Tie Stainless Steel Twist Straps as shown on the Drawings – or near equal as may be accepted by the ENGINEER. Straps will be connected using spiral shank stainless steel nails as recommended by the manufacturer. Exterior stringers shall be fastened to piles using two equally spaced 5/8” diameter stainless steel lag bolts, nuts, and washers. Pile caps and cross braces shall be connected using two equally spaced 5/8” x 12” stainless steel through bolts. Nails shall be driven flush with wood.
10.4.5 Signage: The CONTRACTOR shall place two (2) signs as reflected in the figure below – as required by Special Condition 24 of the FDEP authorization. Each sign shall be 24” by 18”, supported by 4X4 wood posts installed at the entrance of the proposed pier facing away from the water – or as otherwise may be accepted by the COUNTY and ENGINEER. Signs shall be made of durable, weather resistant material such as fiberglass or aluminum and be 0.063 to 0.08 inches thick with rounded corners. 10.5 Concrete Sidewalk: Pavers on the walkway west of the pedestrian bridge shall be removed (under Bid Item 2) and replaced (under Bid Item 5) with a concrete sidewalk. The CONTRACTOR shall furnish and construct the concrete sidewalk west of the pedestrian bridge as shown on the Site Plan (Sheet 5) in the Drawings. The Sidewalk must be constructed according to (a) FDOT Design Standards Index 522, and (b) Section 522 of FDOT Technical Specifications. Payment for this repair element shall be (a) on a unit price basis for the number of square yards of concrete sidewalk actually constructed, and based on the unit prices cited on the CONTRACTOR’s bid proposal for Bid Item 5. All costs connected with the construction of the concrete sidewalk are to be included in the unit-price indicated on the CONTRACTOR’s bid proposal for Bid Item 5.
10.6 Replacement Patio Pavers: Damaged pavers on the patio south of the Tourist Information Center shall be re-installed or replaced with (i) new pavers, or (ii) pavers removed from the walkway west of the pedestrian bridge that are in good condition and/or have names inscribed upon them. All costs connected with the replacement of patio pavers are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 64. Pavers shall be installed consistent with Section 526 of FDOT Specifications.
10.7 Vinyl Sheet Pile Wall: Under Bid Item 7a (for the vinyl sheet pile wall near the sound) and 7b (for the vinyl sheet pile wall near the pedestrian bridge), the CONTRACTOR shall provide all materials, labor, and equipment needed to construct the vinyl sheet pile wall with a concrete cap as shown on the Drawings.
Vertical sheet piles shall be Shore Guard SG-750 (SG-750) distributed by CMI or near equivalent as approved by the ENGINEER. The minimum embedment of piles (into existing grades) is shown on the Drawings.
Concrete for the bulkhead cap shall have a minimum 28-day compressive strength (fc’) of 6,000 psi. All concrete shall be FDOT Class V (Special) concrete with a maximum water/cement ratio of 0.37#/# and a minimum cement factor of 658#/cubic yard of concrete. The CONTRACTOR shall form and pour the concrete cap as shown on the Drawings. The cap shall be formed in straight segments as indicated on sheet 6 the Drawings – as approved by the ENGINEER. Concrete, when placed in the forms, shall have a Target Slump of three (3) inches. The CONTRACTOR shall provide and place visqueen against the grade prior to a concrete pour against grade. The CONTRACTOR shall employ a vibrator as necessary to ensure filling of the forms with concrete – as approved by the ENGINEER. Concrete and the concrete cap shall comply with Sections 400 and 415 of FDOT Technical Specifications.
The CONTRACTOR shall provide concrete cylinder tests for each concrete pour – as approved by the ENGINEER. The CONTRACTOR shall provide one set of four cylinders for each 50 cubic yards, or fraction thereof, for each day’s placement of each mix design. Samples shall be in accordance with ASTM C172, processing and curing in accordance with ASTM C31, and testing in accordance with ASTM C39. One cylinder shall be tested at three days or seven days, as required by job conditions, and two cylinders shall be tested for one valid test at 28 days. The fourth cylinder is to be cured and held for testing at 42-days, if 28-day test indicates deficient results, or as a spare in case of cylinder damage.
All reinforcing steel in the concrete cap shall be Fiberglass Rebar #4-45 (45-GPa) TUF-BAR, and have a minimum cover of 3" as shown on the Drawings. The Rebar shall be placed according to ACI and Florida Building Codes.
10.8 Proposed Rock Revetment: The CONTRACTOR shall remove the existing rock revetment and debris under Bid Item 2. The CONTRACTOR shall provide and place all materials as needed to construct the proposed rock revetment; said materials include: filter cloth, gravel, rock obtained by the CONTRACTOR from the existing rock revetment, and additional armor stone as required to construct the Rock Revetment as shown on the Drawings and as further described below.
All gravel and armor stone provided by the CONTRACTOR shall be clean stone, without dirt, soil, or other deleterious material present on the surface or within any voids of the stone. If necessary to avoid turbidity and water quality issues at the Project site, washing of the rock at the quarry is required. If it becomes necessary to wash any of the material at the staging area, the CONTRACTOR, upon receiving acceptance from the COUNTY, shall be responsible for retaining all wash-water on-site.
10.8.1 Filter Cloth: Under Bid Item 8a, the CONTRACTOR shall provide and place filter cloth – consistent with Sections 514 and 985 of FDOT Specifications – as described further below.
The filter cloth shall be Type D-2 – per FDOT Specifications - as accepted by the ENGINEER. The CONTRACTOR shall provide means to hold the filter cloth in place prior to the subsequent placement of gravel – subject to acceptance by the ENGINEER; however, the CONTRACTOR shall remove all materials used to install the filter cloth including but not limited to rubber clamps or fasteners, any other temporary or permanent framing material utilized in the installation of the filter cloth.
The seams of the filter cloth shall be sewn with thread of a material meeting the chemical requirements of the filter cloth, or shall be bonded by cementing or by heat. The sheet of filter cloth shall be attached at the factory or another approved location to form continuous sheets. The edges of the filter cloth shall be finished to prevent the deterioration of the outer filter cloth. Storage and handling of filter cloth is required to be in accordance with the manufacturer's recommendations; filter cloth shall be protected from direct sunlight, ultraviolet rays excessive temperatures, mud, dirt, dust, and debris.
Filter cloth shall be placed against grade at the location of the Sill or Toe Apron as shown on the Drawings. At the time of installation, filter cloth shall be rejected if it has defects, rips, holes, flaws, deterioration or damage incurred during manufacture, transportation or storage. The grade to receive filter cloth shall be prepared by the CONTRACTOR to remove any existing obstructions or debris protruding greater than 1 inch above grade. The cloth shall be placed smooth and free of tension, stress, folds, wrinkles or creases. The cloth shall be protected at all times during construction from contamination and replaced with uncontaminated cloth. Any damage to the cloth during its installation or during placement of boulders shall be replaced by the CONTRACTOR at no cost to the DEPARTMENT. The filter cloth shall be protected from damage due to the placement of rock by limiting the height of drop of boulders or by use of other placement techniques. Before placement of rock, the CONTRACTOR shall demonstrate that the placement technique will not damage the filter cloth. Filter cloth shall be placed such that the placement of the overlaying rocks do not excessively stretch the filter cloth, tear the filter cloth, or pull the overlap or seam apart. Filter cloth shall be overlapped a minimum of four feet (4’) at the ends – as shown on the Drawings. Payment for filter cloth is per the unit price identified on the Bid Schedule for Bid Item 8a.
10.8.2 Gravel Rock: Under Bid Item 8b, the CONTRACTOR shall provide and place on top of the filter cloth a 6” layer of No. 2 Natural Stone gravel consistent with “Section 901 Coarse Aggregate” of FDOT Specifications.
10.8.3 Armor Stone: Under Bid Item 8b, the CONTRACTOR shall provide and place on top of the gravel rock a two (2) foot layer of Armor stone. Armor stone shall consist of clean rock boulders as shown on the Drawings and consistent with Section 530-2.1.3.1 of FDOT Specifications for “Bank and Shore Protection” Rubble revetment – with overriding Project specific provisions as further described below.
The CONTRACTOR shall provide and place the boulders in a manner consistent with the Drawings and these Technical Specifications under Bid Item 8c. All armor stone shall be rock that is hard, dense, durable, within specified limits of size, and shall have a specific gravity of at least 2.20 to be verified by a certified lab report to be provided by the CONTRACTOR. All stone boulders shall be roughly angular, free of cracks, soft seams and other structural defects. The CONTRACTOR shall place all armor stone within the proposed revetment with the longest axis perpendicular to the shoreline.
For each boulder, the minimum dimension shall not be less than 1/3 the maximum dimension. For purposes of demonstration of compliance with the above weight provisions, (a) the weight of individual spherical-shaped boulders may be approximated based upon the nominal boulder diameter - calculated by the average boulder diameter measured along each of three orthogonal axes, and (b) the weight of individual rectangular-shaped boulders may be approximated based upon the product of the average dimensions along the three orthogonal axes. The CONTRACTOR shall submit a weight ticket from a state certified scales/methods for each truck load of rocks delivered to the Project site. The truck tickets shall at a minimum indicate the date, number of rocks, and total tonnage of rocks delivered.
A drop test will be performed on a ten (10) stone sample at the rock quarry. The drop test will be performed by the CONTRACTOR in the presence of the ENGINEER. The CONTRACTOR shall give the ENGINEER at least five (5) calendar days’ notice of the drop test. In the event of the non-availability of the ENGINEER, the CONTRACTOR may perform the test and certify to the ENGINEER in writing, that the stone complies with these Specifications. The drop test will consist of dropping the stone from a height of five (5) feet onto an 8’ by 8’ steel plate or other hard surface as accepted by the ENGINEER. The steel plate shall be a minimum of 1” thick and be placed on firm ground. Acceptable stone will not fracture when dropped. The stone should be examined carefully before testing as well as afterward. Failure criteria are breakage (except minor impacted edges of rock), development of new cracks, and opening of old cracks. All ten (10) stones must pass the drop test to approve the quarry, quarrying process and stone selection. Stones that fail the test shall not be incorporated into the Work. The ENGINEER may also request that a drop test be conducted at the Project site at any time to check the quality of the stone.
The stones shall be placed by equipment suitable for lifting, manipulating, and placing stones of the size and shape specified. Each stone shall be placed with its longest axis perpendicular to the armor slope. Placing efforts shall ensure that each stone is firmly set and supported by underlying materials and adjacent stones. Loose stones shall be replaced.
10.9 Living Shoreline: All costs connected with placement of the filter cloth, revetment rock sill (FDOT Rubble (Bank and Shore)), clean sand fill, and native plants for the living shoreline are to be included in the unit price indicated on the CONTRACTOR’s bid proposal for each Living Shoreline Cell under Bid Item 9. Rock shall be consistent with provisions for Armor Stone of the Rock Revetment. Sand fill shall be clean sand fill obtained from an upland sand source and be beach-compatible as accepted by the ENGINEER. Prior to delivery to the site and placement, the CONTRACTOR shall provide a representative sample (~20 in3) to the ENGINEER for acceptance. The sand shall be free of construction debris, toxic material, other foreign matter, coarse gravel or rocks. The sand shall have a maximum silt content (passing #230 sieve) of 2%. The CONTRACTOR shall provide and plant wetland plants as shown on the Drawings. The wetland vegetation planting area is within the limits of the Sill and shall consist of 4-inch plants of Sandcord (Spartina bakeri) spaced at 18-inches on centers within each “Planting Area” as shown on Sheet 9 of the Drawings.
Seeds and/or cuttings for all plants shall originate from the Florida peninsula. CONTRACTOR is required to provide written documentation as to the source of the planting units. Documentation shall include collection permits or contracts from a State, the U.S. Department of Agriculture or other comparable documents.
The CONTRACTOR shall provide, if requested by ENGINEER, samples of plants to be installed from the actual nursery or supplier in advance of initial plant delivery to the site. All plants delivered and stored at the Work Area shall be protected against desiccation, thermal stress, disease and physical damage. Plants deemed to have been improperly handled, packed, transported, and/or stored will be rejected by the ENGINEER and replaced by the CONTRACTOR at no additional costs to the COUNTY. All plants shall be “healthy and vigorous” according to horticultural standards. All plants, both upland and wetland, shall have a fully developed root ball, disease free, and moist with white or light beige roots. Brown, black or rotting root balls shall be rejected. Plants showing signs of stress, either from drought, pest infestation, disease or any visible mishandling shall be rejected by the ENGINEER and shall be replaced at CONTRACTOR’s expense. Plants not meeting these plant condition provisions will be rejected by the ENGINEER. Plants rejected under this Specification will not be considered as delivered to the site and; therefore, not eligible for payment. ENGINEER shall be given appropriate notification prior to any and each plant delivery to allow for verification of plant count.
The planting areas are shown on the Drawings and are surrounded by (a) the rock revetment, and the rock sill - constructed under this Bid Item. No additional payment will be made to compensate for any additional plants installed on the outside of the planting area. At the end of each work day all debris, trays, buckets, etc. must be removed from the working areas. CONTRACTOR shall provide the ENGINEER with access to all nursery facilities for the purpose of observation of the propagation and growing methods being employed by the CONTRACTOR.
The CONTRACTOR will be allowed to water-in (initially irrigate) all newly installed planting units according to a CONTRACTOR prepared irrigation schedule. The CONTRACTOR shall water the upland plants according the following post-planting schedule:
1st month – 3 times per week 2nd month – 2 times per week 3rd month – 1 time per week
The CONTRACTOR will be responsible for all aspects of the initial irrigation including compliance with all environmental permitting regulations, requirements and conditions stated in the permits which may address maintenance irrigation and installation activities. The CONTRACTOR will be responsible for the provision of all irrigation water required under this bid. Freshwater (potable only) shall be provided by the CONTRACTOR and applied to the planting zones using a non-scouring spray applicator. The CONTRACTOR shall make all necessary arrangements with the appropriate local agencies if the use of local hydrants in the area is proposed by the CONTRACTOR. The application of maintenance fertilization during the 90 day warranty period may be undertaken by the CONTRACTOR at the CONTRACTOR’s discretion. The cost of any and all fertilization shall be included in the Lump Sum price under Bid Item 9. Maintenance fertilization, if employed, will be undertaken in a manner which complies with all environmental permits applicable to the Work. The CONTRACTOR will be allowed to maintenance fertilize the installed planting units according to the CONTRACTOR prepared and DEPARTMENT accepted fertilization schedule. Whether the CONTRACTOR chooses to maintenance fertilize or not, compliance with all provisions of these Specifications including but not limited to, the survival guarantee and replanting shall be met. d
The CONTRACTOR shall warranty all plants for 90 days after planting. Within areas of questionable growth/success results, the ENGINEER may reject plants due to inadequate root penetration for possible replant by the CONTRACTOR. Up to ten plants within each questionable planting area may be randomly selected to be dug up to check root growth. Eighty percent of selected plants shall have achieved root penetration of 9” or greater for wetland species. The planting survival shall be deemed a success if both individual planting unit survival and root penetration are met. If any of the above success criteria are not met, as determined by the ENGINEER, the CONTRACTOR shall replant nonconforming units with viable (and within Specifications) planting units of the same type in all areas considered to be deficient according to the planting unit success criteria. The replanting of planting units will be the sole responsibility of the CONTRACTOR and will be completed at no additional cost to the COUNTY. All original warranty and survival Specifications and requirements shall apply to replanted planting units.
10.10 Electrical Improvements:
Electrical: Florida Certified Electrical Contractor (Unlimited) shall size and design the system and provide shop drawings depicting the materials proposed to be installed for acceptance by the ENGINEER and COUNTY and approved by the County Building Department. Electrical Contractor shall pay for all required permits, and associated application fees.
General: Electrical installation shall be in accordance with the National Electrical Code (NEC) and all applicable codes, laws, ordinances. All materials shall be new, listed by a OSHA recognized national testing laboratory (UL, etc.), and installed as per manufacturer guidelines. The electrical contractor is assumed to be skilled in the trade and capable of providing a complete, operational, and safe electrical system. Conduit routing on the plans is diagrammatic. Contractor shall adjust field routing as needed to accommodate field conditions.
Lighting: Contractor shall furnish and install new pavilion lighting system. The pavilion lighting shall be replaced with OLVTCM LED Vaportight outdoor lighting provided by Lithonia Lighting or near equivalent approved by the ENGINEER and COUNTY. Lighting control shall be made via toggle switches located within the pavilion and installed in wet location outlet boxes and covers. Contractor shall install a new lighting circuit and control for supplying power to the existing monument lighting system located east of the pavilion.
Outlets: Contractor shall furnish and install new GFCI convenience receptacles at all locations, as shown in the plans. Contractor shall connect each GFCI from the line side of the receptacle. Wiring GFCI receptacles in a manner where an upstream receptacle trips and disconnects multiple locations is not acceptable. Outlet boxes and covers shall be in-use, metal, and rated for wet locations.
Panelboards: Contractor shall furnish and install NEMA 4X (304 stainless steel) panelboards as shown on the drawings above elevation +10ft NAVD. Panelboard shall include padlock provision. Panelboard wiring shall keep lighting loads on different circuits than receptacles. Contractor shall furnish and install a dedicated neutral conductor (120V) and equipment ground conductor for all circuits. Contractor shall furnish and install a ¾” x 8’ copper or copper clad ground rod at each panelboard. Ground conductor shall be routed in PVC conduit above grade. Ground conductor to ground rod connection shall be made via exothermic weld.
Conduit: All conduit and fittings shall be minimum ¾” PVC schedule 40/80, listed, and sunlight resistant. All exposed conduit shall be Schedule 80, PVC. All PVC threaded conduit fittings shall have bushings. All conduit shall be installed and supported as per NEC requirements. The use of in-line conduit reducers is not acceptable. Conduit runs shall maintain a standard size between enclosures, panelboards, and junction boxes. Maximum conduit fill shall be 40%. Contractor shall provide all necessary pull boxes, junction boxes, etc., as required for a code compliant installation.
Conductors: Wiring shall be copper, stranded, insulation type XHHW-2.
As-Builts: Contractor shall provide red-lined drawings at the end of the project that identifies the approximate field location of conduits and applicable circuit numbers of each receptacle and lighting circuit.
Payment: Payment for the electrical system shall be made via a LUMP SUM price divided into two categories as follows Bid Item #105.
10.11 Pavilions Re Roofing: For the existing Pavilion and three “Covered Gazebo Picnic Areas”, the CONTRACTOR shall replace the roofing removed under Bid Item 2 as further described below. All costs connected with the construction of the replacement roofing are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 116a. All costs connected with the removal and replacement of the decking in this section shall be included in the per square price indicated on the CONTRACTOR’s bid proposal for Bid Item 116b. The CONTRACTOR shall provide all necessary materials, equipment, and labor to construct the proposed replacement pavilion roofing as shown on the Drawings per the following provisions:
10.11.1 Re Roofing: The CONTRACTOR shall replace the existing shingle roof system on the pavilion and each of the gazebos with a new shingle roof system allowing the existing decking to remain in place as accepted by the County and Engineer. If any decking is required to be replaced, the CONTRACTOR shall replace the damaged or rotten decking with in -kind new decking material as approved by the ENGINEER and COUNTY. The CONTRACTOR shall install wood decking where the fireplace was demolished. The CONTRACTOR shall install additional fasteners to secure the existing or new decking to the existing rafters consistent with the requirements of the Florida Building Code. The underlayment shall be a self-adhered polymer-modified bitumen membrane, and an architectural shingle roof, or near equivalent as approved by the COUNTY and ENGINEER. The CONTRACTOR shall provide the Florida Product Approval for the underlayment, fasteners, and shingles as shop drawings for acceptance by the ENGINEER, COUNTY, and COUNTY building department. The proposed shingle roofs shall conform to the 20203 Florida Building Code Chapter 15 Roof Assemblies and Rooftop Structures.
10.11.2 Supporting Structure: For the three (3) small pavilions, the existing roof rafters shall be fastened to ceiling joists with H8SS Simpson Strong Tie Stainless Steel Twist. Ceiling joists shall be fastened to posts using MSTA 24 Simpson Strong Tie Stainless Steel Twist Straps. Straps will be connected using spiral shank stainless steel nails as recommended by the manufacturer. For the one (1) large pavilion, the CONTRACTOR shall replace existing truss plates with ½” pressure treated pine plywood gusset plates with two rows of staggered 10d stainless steel nails 4” on center. The pressure treated pine gusset plate is to extend 2” further than the gusset plate in all directions, as approved by the ENGINEER.

10.11.3 Supporting Structure: For the three (3) small pavilions, the existing roof rafters shall be replaced subject to acceptance by the Engineer and County. After mobilization to the site, the Contractor will identify the boards to be replaced at the per-linear ft replacement cost identified in the Contractor’s bid schedule for Bid Item 611c.
10.12 Site Restoration: All costs connected with site restoration are to be included in the lump sum price indicated on the CONTRACTOR’s bid proposal for Bid Item 127. The CONTRACTOR shall restore the site to a pre-construction condition or better. Any existing structures and landscaping damaged by the CONTRACTOR must be restored to the pre-construction conditions or better as accepted by the COUNTY and ENGINEER. As part of site restoration, the CONTRACTOR shall provide and place St. Augustine sod on all disturbed or denuded areas landward of the new concrete sidewalk/walkway area – as accepted by the COUNTY and the ENGINEER. The CONTRACTOR shall also restore all pavement, construction access, sidewalks, landscaping, and other areas disturbed by the CONTRACTOR as a result of construction activities.
10.13 As-Built Survey: CONTRACTOR shall provide a final “as-built” Drawings certified by a Professional Land Surveyor licensed in the State of Florida in AutoCAD and provided in PDF format. The “as-built” Drawings shall include field measurements, after construction, of actual as-constructed features and their surroundings, locations, and dimensions, and elevations with information noted on copies of contract drawings. All costs connected with the as-built survey are to be included in the LUMP SUM price indicated on the CONTRACTOR’s bid proposal for Bid Item 813.
