About this file

This document is the Question & Answer summary for RFQ 2024-06 for Commission Meeting AV Services. The State has issued several clarifications and addendums in response to vendor questions, including adding language about providing services in additional languages, amending the cost sheet to match the scope of work, and increasing the minimum setup time from 4 to 6 hours prior to meetings. The scope of work covers services such as audio/visual equipment, livestream capabilities, and overflow room facilitation for the Commission's public meetings.

Regarding pricing, the State has confirmed the relationship between the cost sheet line items and the scope of work, and will be adding a new line item for closed captioning of the meeting livestream. The State has also agreed to include a cost sheet line item for other meetings or workshops that require services except for closed captioning. No other details about pricing, set-asides, incumbent contractors, or funding sources were provided.

Page 13/25: The cost sheet “Opt Task” has items 1-4 concerning the presentation of additional languages for the meetings. This is the only reference in the document about language protocols within the RFQ. Would the State like to include information about the additional language requirement within the Scope of Work and match those items in the cost sheet?

Addendum #1 will add to Attachment 9, Sample Standard Agreement, Exhibit A - Scope of Work, Section F, Optional Tasks item 1, 2, and 4.

2 Page 13/35 and 25/35. There is disconnect between the Cost Sheet Optional Tasks and F Optional Items in the Sample agreement.

2a Item 5 on the cost sheet relates to item 3 on page 25/35: Would the State confirm that these two items are the same, referencing Overflow room facilitation?

Yes, that is correct. Attachment 2, Cost Sheet, Table B-2 Optional Tasks item 5, is the same requirement as listed in Attachment 9, Sample Standard Agreement, Exhibit A - Scope of Work, Section F, Optional Tasks item 3, referencing Overflow room facilitation.

2b Item 6 on the cost sheet relates to item 2 on page 25/35: Would the State confirm that these two items are the same, referencing Alternate Internet connection?

Yes, that is correct. Attachment 2, Cost Sheet, Table B-2 Optional Tasks item 6 are the same requirement as listed in Attachment 9, Sample Standard Agreement, Exhibit A - Scope of Work, Section F, Optional Tasks item 2, referencing Alternate Internet connection.

2c There is no line item on the cost sheet that relates to item 4, closed captioning. Does the State want to include a line item for that task on the cost sheet?

Addendum #1 will add the task of closed captioning of meeting livestream in Attachment 2, Cost Sheet, Table B-2 Optional Tasks item 3.

3 Would the State like to include a line item for the Optional Item 1 on page 25/35 for other meetings or workshops that require all the services except for closed captioning on the cost sheet?

Addendum #1 include Attachment 9, Sample Standard Agreement, Exhibit A - Scope of Work, Section F, Optional Tasks item 1 in the Attachment 2, Cost Sheet, Table B-2 Optional Tasks item 8.

Page 15/35 Attachment 3 b) states that contractors are to provide services for “meeting type listed in "Exhibit B” (page 28/35) which is the budget detail in the sample standard agreement and has no description of meeting types. Did the State mean to reference Attachment 2 – Cost Sheet rather than Exhibit B?

Yes, the State is referencing Attachment 2, Cost Sheet. Addendum #1 will clarify this by update Attachment 3, Response to Scope of Work, Section (g).

Page 25/35 E e concerns the amount of time the contractor will have to set up, with a minimum time of “4 hours prior to the start of the meeting.” This would be an inadequate amount of time to effectively set up and test the myriad of equipment needed for the post-covid complex meetings. Would the State please offer the contractors a minimum of 6 hours for set-up?

Yes, Addendum #1 will update Attachment 3, Response to Scope of Work, Section (e) to offer the contractors 6 hours to set up.
