About this file

This document is a response to bidder questions regarding an RFQ (Request for Qualifications) issued by the City of Chamblee, Georgia for a Broad Street Streetscape project. The RFQ is for professional services including engineering, design, cost estimating, and construction administration. Respondents should have experience developing large outdoor mixed-use facilities. The document clarifies several questions from bidders, including the ability to submit a PDF proposal instead of physical copies, the number of resumes that can be included, and whether certain documents will count towards the 20-page limit. The city also provided details on project features such as curb treatments, lighting elements, and community engagement requirements, which will involve 1-2 meetings and 1 presentation to the city council.

The project is part of the City of Chamblee's SPLOST (Special Purpose Local Option Sales Tax) program and will be funded through local sources. There are no WBE/MBE requirements, and bidders are asked to provide a single fee for the entire scope of work, rather than breaking it down by project phase. The city intends to complete the Broad Street Streetscape project before moving forward with other related projects in the future.

RFQ-SPLOST-STSC-2024_Broad St Streetscape City of Chamblee, Georgia Response to Bidder’s Questions No. 1 Date: March 06, 2024

The following information should be considered by offerors in preparation of their Bids:

Bidder’s Questions:

1. The City requests five copies of the SOQ and also says we may also email in a PDF format. Are we able to submit a PDF copy instead of supplying five physical copies?

0. Yes, you are able to email a copy of your proposals to procurement@chambleega.gov. Please be sure to include the project name (RFQ-SPLOST-STSC-2024_Broad St Streetscape) in the Subject line of your email.

1. Under the proposal checklist it states: “Up to five (3) one-page resumes of key staff may be included as Appendices and are not counted in the page limit” Should proposers supply up to five or up to three one-page resumes?

1. You can provide up to 5 resumes

1. Do forms, cover/back cover, evidence of insurance, evidence of financial stability, or the corporation/limited liability certificate count towards the 20 page limit?

2. No

1. Are there WBE/MBE requirements?

3. No

1. Does the city want the fee to be broken into any particular stages of work – e.g., design development, construction documents, etc – or will the project run directly from the concept to construction documentation?

4. Provide one fee for the entire scope of work

1. There appears to be contradiction between the concept plan and some of the renderings in the limits of curb less vs. curbed street. Does the city have a defined area of curb less street that they are trying to achieve, or will this project rectify these discrepancies?

5. The area marked H: RAISED SPEED TABLE will have no curbs. It can have gutters so the design will show gutters and drainage inlets sufficient to carry rainwater away without puddling.

1. The request does not identify an anticipated schedule for completion or construction duration. Does the city anticipate the redevelopment project and Broad Street construction to occur in stages or simultaneously? There are fee implications related to timing and coordination which should be considered.

6. All other projects will be planned for in the future after the design is selected.

1. Can the sculpted light element be further defined as to the expectation of this feature? Is it anticipated that this feature is designed entirely within this contract, or will collaboration with local artists or other contractors need to be considered?

7. The design of the light feature should be designed entirely within this proposal

1. Will there be a community engagement component of this project, and if so how many meetings?

8. Yes, 1-2 meetings

1. How many presentations to council will be required as part of this project

9. 1

1. Does the city have a desire or an intent to preserve any of the existing trees adjacent to the project?

10. Other than at the northwest corner of Peachtree Road and Broad Street, there are no trees in the project area denoted by the red hashed line. Project surveys must note the size, species, and critical root zones of any tree on adding parcels outside the red hashed line whose crucial root zone goes into the project area. The design will comply with the city codes regarding species for new trees and replacement of trees being destroyed.
