STATEMENT OF WORK

Clearing and Maintaining Survey Transects on Cocos Island (Islan Dåno') for USDA Wildlife Services’ Brown Treesnake Control Efforts

USDA APHIS Wildlife Services 233 Pangelinan Way Barrigada, GU 96913-1277

WORK STATEMENT

Background The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) Guam State Office (WS-GU) intends to award a fixed price service contract to have transects on Cocos Islands re-cleared post Typhoon Mawar and to provide monthly transect maintenance to keep transects clear. Preexisting transects will be re-cut transversely from the lagoon side to the ocean side of Cocos Island (Islan Dåno'). Cocos Island is located roughly 2.9km (1.8mi) from the Merizo Pier in southern Guam and is 33.5 ha (c. 83 acres) in size. Twenty percent of the island (southwest end) is owned by the Government of Guam and is called Dano Park with the remaining 80% of the island is owned by Cocos Island Resort (CIR). Brown Treesnakes (BTS) were discovered to have an established population on Cocos Island in October 2020 and visual surveys and hand capture are the most effective way to remove snakes from dense vegetation. This necessitates an extensive transect system be maintained across the entire island to allow access to all areas of the island. These transects were cut in late 2022 but were severely damaged during Typhoon Mawar in May 2023 due to felled vegetation. The transects need to be cleared of vegetation and maintained monthly to continue BTS control efforts on the island. The contractor will provide a one-time transect clearing of previously established transects and approximately 12 monthly maintenance sessions annually throughout the length of the contract.

Scope of Work WS-GU intends to award a fixed price indefinite delivery indefinite quantity (IDIQ) service contract for reestablishing the 83 transects and removal/distribution of pruned vegetation/debris along the sides of these transects and subsequent monthly maintenance of all reestablished transects for the length of the contract. In January 2024 WS-GU crews reestablished 49 transects (1-34 and 69-83), those transects will only need minor live limb removal by the contractor. The remaining 34 transects (35-68) will require complete reestablishment by the contractor.

Period of Performance The effective period of the contract shall be 01 February 2024 – 31 January 2029, 5-year contract. The period encompasses the time of contract award to selected vendor, reestablishment of, and monthly maintenance of 83 transects. Transect clearing, should take seven (7) weeks or less followed by monthly maintenance for the remaining period of the contract.

Performance Requirement

Specifications Required Site Visit Prior to Bid Those wishing to bid on this project will be required to do a site visit on Cocos Island to determine vegetation density, site logistics, and scope of labor required to establish transects. Bids will not be considered without a site visit.

Transportation to Cocos The contract winner must provide their own ferry transport to and from Cocos Island. The island is roughly 2 miles by water from the Merizo Pier to the pier on the CIR side of the island. Boats can be docked at the CIR pier, the old GovGuam pier on the Dano Park side of the island, moored on a public mooring buoy, or beached on clear sandy areas.

Contract winner is responsible for all watercraft maintenance, fuel, and lubricants used under this contract.

Vessels utilized must be legally registered in territory of Guam and meet US Coast Guard safety requirements.

Watercraft must be properly maintained to ensure no fuel or lubricants leak into Cocos Lagoon Boats must be piloted in a fashion to avoid damage to coral heads, seagrass beds, marine life, beaches, or vegetation while traveling to or docked at Cocos Island.

Transect Reestablishment All materials needed to clear transects (tools, equipment, fuel, etc.) will be provided by the contractor.

Hand tools and handheld gas engine/power tools are authorized. No heavy machinery can be used.
Transects will be cleared along the 83 pre-established lines that have been flagged and/or marked by GPS.

Transects will be 20m apart and vegetation will be cut to clear a path along the transect that will allow walking without potential for trips/falls while walking along the transect.

Vegetation should be cleared from transects to a path measuring 2m wide and 2 m high.

The transects will go around all large trees/obstructions. Whole trees or shrubs will not be removed. Only trimming and large limb removal will be allowed to reestablish transects.

Transects will be oriented in a NW (lagoon side) to SE (ocean side) coast configuration. (see map).

Personnel conducting transect clearing must comply with all federal and territorial laws, regulations, and permits issued to WS-GU.

Monthly Transect Maintenance Not all transects will need to be maintained each month if the vegetation hasn’t grown in enough to require it. A transect requires maintenance in the following situations:

The vegetation has grown in to reduce the width of the transect to 1m wide or less.

The vegetation has grown in to reduce the height of the transect to 1.5m or less.

The vegetation along the path of the transect (ground cover) has grown to more than 12 inches high.

Trees, palm fronds, or other large debris has fallen across or otherwise blocked the transect impeding easy movement through the transect or causing trip/fall hazards on the transect path.

All 83 transects will be inspected monthly and those meeting maintenance standards (Section D; Subsection 1. iv. 1a-d) will have re-growth of vegetation along the transect trimmed back to transect establishment standards (Section D; Subsection 1. iii. 4-5).

If WS-GU personnel notice a transect or transects needing maintenance, they will inform the contractors at least 24 hours prior to the next scheduled maintenance visit to get those transects added to the contractor’s maintenance schedule.

Cleanup and Disposal of Vegetation and Debris All vegetation and debris cleared from the transect may be moved to the side of the transect and widely dispersed so as not to create a berm along the edge of the transect.

Ground on the path will be cleared of debris and vegetation so that walking is possible without trips/falls.

Vegetation and debris may not be burned on Cocos Island and any transport of vegetation/debris from Cocos Island and any offsite disposal must conform to all Guam green waste laws and regulations.

Biosecurity Daily inspections by the contractor of all equipment, gear, clothing, etc. must be completed before travel to Cocos to prevent the spread of invasive species.

Specific care should be taken to clean equipment if it was used on Guam prior to coming to Cocos Island.

Daily inspections of the ferry vessel(s) taking personnel and equipment to and from Cocos Island should be completed to prevent the introduction of invasive species.

No vegetative material, seeds, insects, or vertebrate species should be present on or within items taken to Cocos Island or the ferry vessel(s).

Quantities Transect Reestablishment One time service for 83 transects spaced 20m apart and re-cut to create a clear path 2m wide and 2m high. Roughly 15,300 m of transects will be re-cut, and each transect will be between 100-250m long, depending on its location on the island.

Transect Maintenance A monthly service contract to maintain all 83 transects for the period of performance of the contract. All 83 transects will be visually assessed by the contractor at least every 30 days to determine if maintenance is required. No transect will go more than 30 days without assessment. The contractor will determine the number of trips/days necessary each month to fulfil the stipulations of the maintenance portion of this contract (Section D; Subsection 1. iv. 1-3), ensuring all transects remain easily walkable and are not impeded by vegetation or debris.

Example: The contractor may elect to take their maintenance crew to Cocos every 2 weeks to ensure all 83 transects can be assessed and maintained every 30 days and not have to complete all 83 transects in one monthly visit to the island.
Length of time between assessments/maintenance of any or all transects can be re-negotiated after year one of the contract is complete. Renegotiation may be necessary if vegetation re-growth is slower or faster than previously estimated. Any changes to length of time between assessments/maintenance will have mutual agreement by the contactor and WS-GU.

Quality Control/Inspection The contractor and WS-GU personnel will develop an approved work plan prior to the start of work. An initial site visit by WS-GU personnel and the contractor will be required to go over performance standards, environmental compliance requirements, materials, and confirm established work plan.

WS-GU personnel will conduct an inspection on all reestablished transects to confirm finished transects meet specifications.

Initial inspections may occur while other transects are still being reestablished.
Any transects not meeting standards will be reworked until they meet reestablishment specifications.
WS-GU employees will inspect transects on an as needed basis while working on Cocos Island.
WS-GU reserves the right to request the contractor to maintain specific transects during monthly maintenance.
Requests for specific transect maintenance will be sent to the contractor by phone or email at least 24 hours before the contractor’s planned monthly maintenance.

Delivery Service delivery will occur on Cocos Island. No deliveries will be made to WS-GU on this contract. All materials and equipment will be obtained and maintained by the contract winner.

Payment Vendor’s option to register in the Invoice Processing Platform (IPP) @ https://www.ipp.gov/ to download invoice for payment disbursement or provide hard copy invoice at time of delivery. Invoices must be numbered and list vendor address, point of contact name and phone numbers and delivery order numbers. Invoices must be dated no earlier than delivery date.

Service Scheduling Instructions Monthly transect maintenance service scheduling may be placed by phone or email. A list of individuals authorized to schedule maintenance will be provided by the Contracting Officer. Unless otherwise directed, maintenance will occur automatically per the instructions in Quantities (Section D, subsection 2. ii.).

Contract Minimum and Maximum The contract minimum (i.e., lowest amount awarded to any contractor selected for award) is the initial reestablishment of all 83 transects and 1 month of maintenance after all transects have been reestablished. The contract total maximum is $1,000,000.00 over the life of the contract.
