About this file
This is a Permit Narrative Conditions Report submitted to the Colorado Department of Public Health and Environment's Water Quality Control Division by the Town of Hot Sulphur Springs, concerning their Wastewater Treatment Facility (WWTF). The document details a groundwater protection study focused on investigating significant wastewater loss between influent and effluent meters, with data collected from December 15, 2023 to January 1, 2024 revealing an average of 40% wastewater loss. The town plans to drain and inspect the oldest of two treatment lagoons during early summer 2024 to assess potential liner issues, with the possibility of generating a repair or replacement plan.
The report indicates that completing the liner inspection, planning, funding, and potential replacement will likely exceed the current corrective action deadline of January 31, 2025, prompting the town to request a permit modification to extend the timeline. The analysis is based on comparative data from newly installed and re-calibrated ultra-sonic monitoring units and a v-notch weir, which were implemented to ensure accurate flow tracking. The document suggests that winter is not an advisable time for pond liner work, and the town will develop a comprehensive plan if liner defects are discovered during the summer inspection.

PART E. ADDITIONAL DESCRIPTION INFORMATION INCLUDED (a summary of information attached)
In order to ensure influent and effluent flow is being accurately tracked, Town of Hot Sulphur Springs recently installed a new v-notch weir and re-calibrated both the influent and effluent ultra-sonic units.
Comparative data from December 15, 2023 to January 1, 2024 has been obtained and analyzed.
Although this is a very limited dataset, it appears that there is an average of 40% wastewater loss between the influent and effluent meters. The attached table depicts the influent and effluent data, and percentage loss calculation.
The town plans to drain the oldest of the two ponds to inspect the liner during the ·early summer of 2024. It is not advisable for the town to do this work during winter. Should the inspection find issues with the liner, a plan to repair and/or replace the liner will be generated.
It will likely take longer than the current corrective action completion deadline of 1/31/2025 to complete the inspection, plan, fund, and complete the liner replacement project. Therefore a permit modification will be requested delaying the current 1/31/2025 deadline.
