Vendor: I am a US citizen and General Manager of an Ethiopia‐based Shared
Services Center. Offshore permitted? – We would plan to provide the bulk of services via our secure Addis Ababa‐based location. Is this permitted?
IRS Response: Businesses must be US owned and provide the bulk of services within the US.
Vendor: Price of Incumbent – Are you able to tell us the price the incumbent is currently charging for page formatting, graphics, revisions and
CDs/hard copies?
IRS Response: See below.
Vendor: Is this is a new requirement? If there is an incumbent, could you please provide the contract number and incumbent information?
IRS Response: This is not a new requirement. The incumbent was Droidan Inc. The contract number is TIRWR13D00002.
Vendor: Do you have any projected volume for this contract?
IRS Response: Yearly needs can run between 10 – 25 courses per year. Courses can vary greatly in size between 200 pages to 1800 pages but most run between 200 – 500 pages.
Vendor: What is the current level of effort, in average number of packages requiring processing?
IRS Response: See above.
Vendor: Pricing CLINs are in page groupings of 15 pages. Is this intentional, and if so, is pricing expected to be firm fixed for any project over or under 15 pages?
IRS Response: Pricing is firm fixed per each Unit at ‘1 Page’, ‘1 Hour’, and ‘1 Each’. Pricing for a 1 Page unit, 1 Hour unit and 1 Each unit must be provided under the ‘Unit Price’ column.
Vendor: Is the 10 day turnaround 10 business days or 10 calendar days?
IRS Response: 10 business days.
