About this file
This document is an Electrical Calculations Report prepared by AERO Systems Engineering for the City of Eugene, Oregon regarding the Eugene Airport Terminal Building Passenger Boarding Bridges (PBB) Electrical Upgrade project. The project involves adding new air conditioning equipment to existing airport terminal passenger boarding bridges, requiring comprehensive electrical analysis including short circuit calculations, service load analysis, and load flow calculations. The calculations were performed using SKM Power Tools for Windows (PTW) Version 9.0.0.7 computer software based on project drawings and equipment specifications. The report documents that the project will add six PCA units with a combined capacity of 102 kVA per unit at 0.8 power factor, totaling 489.6 kW of new electrical demand. The calculations are based on utility data from Eugene Water & Electric Board (EWEB) indicating a maximum available fault current of 20,871 amperes at 480 volts, three-phase service. The document was submitted as part of the 90% design phase submittal in September 2022.
The analysis identifies that existing distribution panels A2 through A6 must be upgraded to 14 kA amperes interrupting capacity (AIC) to handle maximum short circuit currents, as they currently have only 5 kA ratings and are deemed inadequate. The existing main service entrance switchboard SB1, rated at 2,500 amperes, is confirmed adequate for the future service load of approximately 1,850 amperes when calculated using NEC Article 220.87 methodology. Load flow calculations confirm that voltage drops remain within the recommended 5% limit across all distribution points, with the main switchboard experiencing 1.06% voltage drop and individual PCA units ranging from 3.02% to 4.06% voltage drop. The report indicates that an arc flash hazard analysis will be provided separately during construction to determine personal protective equipment requirements for workers. The short circuit calculations exclude the on-site 350 kW diesel generator from analysis since its available short circuit current of approximately 5,000 amperes is significantly less than the utility contribution of 21,000 amperes.

1.0 INTRODUCTION
Electrical calculations were performed for the Eugene airport terminal building passenger boarding bridges electrical upgrade project in Eugene, Oregon. This project will add new air conditioning (PCA) equipment to the existing airport terminal passenger boarding bridges (PBB).
Computer-aided engineering (CAE) electrical calculations were performed using SKM Power Tools for Windows (PTW), Version 9.0.0.7 computer program. The computer model & calculations are attached in the Appendices:
• Computer model is based on the project drawings in the Appendix A.
• Computer input data and model in the Appendix B.
• Computer short circuit calculation results in the Appendix C.
• Computer load flow calculation results in the Appendix D.
Updated short circuit data provided by EWEB had been included in the 90% study report submitted last month.
An arc flash hazard analysis and adhesive labels will also be provided during construction in a separate report. The arc flash hazard analysis determines the flash hazard boundaries, incident energies, and personal protective equipment (PPE) required for installation work, commissioning, or maintenance of any energized equipment within this project’s scope of work. The incident energy is the amount of heat energy that would be impressed on a worker’s face or torso should an electrical arc fault occur while working on or near exposed energized equipment. The calculated incident energy determines the PPE level needed to prevent 2nd degree burns to a worker’s face or torso.

2.0 SHORT CIRCUIT CALCULATIONS
Short circuit calculations were performed for the new electrical equipment using computer aided engineering (CAE). CAE models the power system to calculate the maximum short circuit currents at selected fault points to confirm circuit breaker short circuit interrupting ratings. The balanced 3-phase symmetrical RMS fault current is typically considered to be the maximum available fault current. Under certain conditions and locations, such as at transformers with solidly grounded neutrals, the line-to-ground fault current magnitude can be greater than the 3-phase current. Therefore, the higher of the two calculated fault currents should be used as the basis for the selection of the protective device interrupting ratings.
The existing 350-kW on-site diesel-engine generator was not considered in these short circuit calculations since the available short circuit current from this generator (~5kA) would be significantly less than that from the utility (~21kA).
2.1 BASIS OF SHORT CIRCUIT CALCULATIONS
Electrical distribution equipment must be able to withstand and/or interrupt the most severe fault duty that it may be subjected to at its location in the system. The NFPA 70 (National Electrical Code), Article 110.9 requires that electrical equipment have ratings sufficient for interrupting the maximum fault current present at the line side terminals of the equipment.
This section calculates maximum available RMS symmetrical, short-circuit currents at certain equipment locations in the system. The calculation procedures are based on recommendations included in ANSI/IEEE/IEC Standards: 399, 551, 62271-37-013 (supersedes C37.013), C37.04, C37.13, & C37.010.
Equipment short-circuit ratings are expressed in symmetrical RMS current. However, actual fault currents encountered in the field are typically both symmetrical and asymmetrical due to the system inductance, which introduces asymmetry at the beginning of a fault.
The magnitude and duration of the asymmetrical portion of the short circuit current depends upon several factors, including at what exact point on the current waveform where the fault begins. The level of asymmetry may also differ between the phases in a three-phase system. Because of the uncertainty in asymmetry for any particular fault event, the capability of devices to interrupt an asymmetrical fault current is based on the maximum possible asymmetrical fault current level at the point of application. The more inductive the circuit, as measured by the calculated system X/R ratio, the more asymmetrical the fault current will be. If the calculated X/R level exceeds a certain level, then the increased asymmetrical duty should be considered when breaker ratings are specified.

Electrical Calculations (IFC Submittal)
Low-voltage circuit breakers and fuses are tested to establish their short circuit interrupting ratings based on a test circuit, with a defined X/R ratio, as specified in various product standards (UL and ANSI). Different classes of low-voltage breakers have different test X/R values. Design test circuit power factors and associated X/R ratios are as shown in Table 1.
Table 1: Summary of Test Power Factor and X/R Values for LV Devices.
Device pf X/R Ratio
Power circuit breaker, unfused 0.15 6.591
Power circuit breaker, fused 0.20 4.899
Molded case breaker, interrupting rating greater than 20000 A 0.15-0.20 6.591-4.899
Molded case breaker, interrupting rating 10001 to 20000 A 0.25-0.30 3.9-3.18
Molded case breaker, interrupting rating 10000 A and less 0.45-0.50 2.0-1.732
For power circuit breakers, the power factors are taken from ANSI/IEEE C37.13. For molded case breakers, the power factors are taken from NEMA standard AB1. Since the NEMA standard specifies a range of test circuit power factors, the highest value (lowest X/R ratio) is used to determine the multiplying factor. This produces the most conservative (largest) factor. See IEEE 1015-1997, IEEE Recommended Practice for Applying Low-Voltage Circuit Breakers Used in Industrial and Commercial Power Systems, for additional details.

2.2 METHODOLOGY
Short-circuit calculations were performed with computer-aided engineering (CAE) using SKM Power Tools for Windows (PTW), Version 9.0.0.7 computer program. The short circuit calculation methodology uses a computer (one-line) circuit model, which defines all electrical characteristics of the power system under study. The computer one-line diagram is the basis for the power system database (utility sources, induction motors, transformers, cables, protective devices, etc.) used for the CAE model. When the study is run, the computer algorithm calculates the bolted short circuit (fault) currents for each bus location.
See the Appendix B for the computer (one-line) circuit model and input data report for this project. The data generated by the computer program consists of the following:
• One-Line Computer Model
Show each of the relevant power system components (utility and generator sources, induction motors, transformers, cables, protective devices, etc.) and their interconnections.
• Input Data Report
Provide summary of the bus-to-bus interconnections and data used in performing the Short Circuit Study. The identification of buses was taken from the PCA units project documents. Each bus represents one of the following: a utility contribution point, a generator contribution point, a service end box, a switchboard bus, a distribution panelboard bus, a panelboard bus, motor connection point, load connection point.
• Fault Analysis Summary Reports
Provide the RMS symmetrical short circuit current for each major point (bus) in the power system when fed by utility power in the normal switched configuration.
The computer program used simulates bolted faults at every point of consideration in the system and calculates the maximum available short-circuit current at that point, without any reduction due to current-limiting overcurrent devices that may be present.
The calculated short-circuit current values are RMS symmetrical amperes that are comparable with the RMS symmetrical short-circuit current ratings of the electrical distribution equipment and circuit breakers under consideration.

2.3 Data Used in the Calculations
The computer (one-line) circuit model is a simplified version of the system drawings, showing only a portion of the airport terminal building electrical system under consideration. The various circuit locations on the diagram have been labeled with bus identification numbers so that input data could be supplied to the computer and the computer output could be readily interpreted.
Power Company Data
The maximum available fault current from the EWEB service point at the main switchboard SB1 is 20,871 Amperes, 480-Volts, 3-phase. This data was provided by Brad Rudler at EWEB on August 2, 2022. The normal configuration was used for this short circuit calculation where the terminal building is fed from the incoming EWEB electrical service. Actual short circuit data from EWEB was not available when this report was written.
Cable Data
The conductor data used for each circuit segment includes the circuit length, number of conductors per phase, conductor size, conductor material, cable insulation type, and conduit material.
Resistance values are based on ambient (no load) temperatures rather than the full load temperatures, because short-circuits can occur when the circuit is initially energized or lightly loaded, as well as when fully loaded.
Transformer Data
Typical transformer percent impedance and typical X/R ratio values were used for the utility service transformer. Actual transformer data was not available and was therefore estimated for these calculations.
Motor Contribution to Short-Circuit Current
Motors that are connected and running at the time a fault occurs will contribute short circuit current for a short time (a few cycles) into the fault. Large motor (> 50 hp) short-circuit contributions were included in this short-circuit analysis, so that the calculated results represent the highest short-circuit current to which the equipment might be subjected.
All connected chiller motors as shown on the one-line drawings were assumed to be running at the time of the fault. For this study, each chiller load was modeled as one induction motor load connected directly to the low voltage SB1 main switchboard bus using sub-transient reactance values from C37.010, C37.13, and IEEE Std. 141.

Generator Contribution to Short-Circuit Current
There is a 350-kW standby diesel engine-generator set associated with the existing terminal building distribution system. Since the short circuit current that would be available from the on-site 350-kW generator (estimated to be < 5,000 Amperes short circuit current) will be significantly less than the short circuit current from the EWEB utility system (reported to be 21,000 Amperes short circuit current per Brad Rudler’s email on August 2, 2022)), this element was not included in this short circuit analysis.
2.4 STUDY RESULTS
Detailed input and output computer generated reports for the normally configured operating scenario of this short circuit analysis is included in the Appendix B.
The short circuit current calculation results are included in the Appendix C and are used to confirm the electrical distribution equipment short circuit rating requirements for the Eugene airport PBB electrical upgrade project:

3.0 SERVICE LOAD CALCULATION
Electrical distribution equipment and conductors must be able to safely supply the electrical demand. The Eugene airport PBB electrical upgrade project will add new electrical loads to the existing airport terminal building electrical distribution system. This load calculation is used to confirm that service entrance switchboard has adequate capacity to support the new loads.
3.1 BASIS OF SERVICE LOAD CALCULATION
NFPA 70 (National Electrical Code), Article 220 provides requirements for calculating branch circuit, feeder, and service loads. The record one-line diagram indicates that EWEB electrical service lateral directly feeds the terminal building main service entrance switchboard SB1. Therefore, the total maximum load current calculation must be less than the current rating of SB1.
3.2 METHODOLOGY
A hand calculation based on NFPA 70 Article 220.87 was performed to confirm that the existing terminal building electrical service capacity is adequate to support the new PBB electrical upgrade project. NFPA 70 Article 220.87 permits using the existing building electrical demand to calculate the future service load as follows:
Future service load = existing load (previous 1-year peak demand) x 1.25 + new loads
Existing load = Previous 1-year peak demand = 644 kW.
(644 kW was the reported previous winter peak demand) (571 kW was the reported previous summer peak demand)
New loads = 6-PCA units = 6 x 102 kVA x 0.8 = 489.6 kW.
Future service load = existing load x 1.25 + new load = 1295 kW.
Existing service rating = 2,500 Amperes, 480-Volts, 3-Phase, 4-Wire.
IF future service load < existing service rating, then existing service is adequate.
3.3 STUDY RESULTS
The hand calculated service load for this project based on NFPA 70, Article 220.87 was calculated to be 1295 kW or approximately 1,850 Amperes at 480-Volts, 3-phase. The existing main service entrance switchboard SB1 is rated for 2,500 Amperes, which is adequate for the future service load current of 1,850 Amperes after this project has been completed and operational.

4.0 LOAD FLOW CALCULATIONS
This project will add new electrical loads to the existing airport terminal building where excessive voltage loss can cause inefficient operation or a malfunction of electrical equipment. These Load flow calculations are used to confirm that the proposed feeder and branch circuit conductors are adequate for load and voltage drop.
4.1 BASIS OF LOAD FLOW CALCULATIONS
Load flow calculations are a common power system analysis computation used to determine component and circuit loading, steady state bus voltages, reactive power flows, transformer tap settings, system losses, generator voltage setpoints, and operating scenarios under alternate switching or emergency conditions.
• Computer aided engineering using SKM Power Tools for Windows (PTW), Version 9.0.0.7 computer program was used as the basis for the voltage drop calculations for the new distribution panelboard and branch conductors within the scope of this project.
• NFPA 70 (National Electrical Code), Article 210.19, Informational Note 3 and Article 310.14 A(A)(1), Informational Note 1 recommends that the voltage drop be limited to 5% at the furthest outlet for reasonable operational efficiency.
• Computer aided engineering using SKM Power Tools for Windows (PTW), Version 9.0.0.7 computer program was used as the basis for the electrical load calculations for the new distribution equipment and conductors that were added to support the PBB Electrical Upgrade scope of work.

4.2 METHODOLOGY
CAE load flow calculations were performed using SKM Power Tools for Windows (PTW), Version 9.0.0.7 computer program. The computer program iterative algorithm calculates load flow currents, system losses, and bus voltages for each bus and cable interconnection in the system. See the Appendix B for the computer model and data used for the load flow calculations.
IEEE Std. 399-1990, IEEE Recommended Practice for Power System Analysis, describes the load flow problem formulation in Chapter 6, 6.4.1. as a network solution problem where the voltages and currents are described by Equation 1:
[I] = [Y] [V] Eqn.1 where:
[I] = vector of total positive sequence currents flowing at the network buses.
[V] = vector of positive sequence voltages at the network buses.
[Y] = network admittance matrix.
The bus i current is related by Equation 2:
Ii = (Pi + jQi)*/Vi* Eqn. 2 where:
P = active power kW.
Q = reactive power kVAR.
Asterisk (*) designates the conjugate of a complex number.
The combination of load flow and bus current equations 1 & 2 describes the load flow problem in terms of the non-linear equation 3:
[P-jQ/V*] = [Y] [V] Eqn. 3
Equation 3 can be solved by iterative algorithms, such as Gauss-Seidel, Newton- Ralphson, or other variations of these that are commonly used in commercially available computer program algorithms.
