Statement of Objectives DLI – ATA Configuration & FICO Software 7 December 2023
1. Description The Language Proficiency Assessment Directorate (LPAD) at the Defense Language Institute Foreign Language Center (DLIFLC) requires the configuration of an automatic test assembly (ATA) platform for the Defense Language Proficiency Test (DLPT) system. The DLPT is comprised of listening comprehension and reading comprehension test forms in multiple foreign languages.
1.1 Mission
DLIFLC requires the implementation services necessary to configure the Defense Language Defense Language Proficiency Test (DLPT) system into an Automatic Test Assembly (ATA) platform. The platform would require incorporating DLPT test specifications with the features and functionality of the FICO Xpress Optimizer and Xpress Insight software packages. The goal of the ATA initiative is to transform the manual assembly of test forms into automatic generation of test forms using predetermined parameters derived from DLPT test development specifications.
1.2 Background
Currently, DLPT test forms are assembled through a painstaking process of selecting test items manually from separate documents. Items are reviewed by test development specialists to ensure that each item meets rigorous written test specifications. The manual and iterative process of assessment, selection and assembly of forms ranging from 35 to 60 items per form, is negatively impacting the timely operationalization of new DLPT forms. This arduous process of constructing operational test forms is adversely affecting the Government’s ability to meet stakeholder demands for new test instruments.
The Statement of Objectives (SOO) provides the Contractor flexibility to develop innovative, cost-effective solutions to achieve the following objectives.
1.3 Objectives
The Contractor shall:
· Determine and develop the optimum technical solution to implement the configuration of an ATA platform.
· Configure a fully operational ATA platform incorporating the use of FICO Xpress Optimization software and user interface software, Xpress Insight.
· Implement the identified and Government approved technical solution at the Government locations specified.
· Perform operational and functional test of the ATA platform to ensure successful software and configuration interface.
1.4 Scope
This is a supply with implementation contract to provide configuration of the DLPT ATA platform. The contractor is responsible for providing all labor and materials required to reach the required end-state listed under the Objectives section. Scope does not include recurring maintenance or shipment of materials after configuration of the ATA.
1.5 Period of Performance
The period of performance start date of the requirement is requested to be March 25, 2024.
1.6 Place of Performance
The primary place of performance for this effort will be the following:
Department of Defense Center 400 Gigling Road, Bldg 4385 Seaside, CA 93955
1.7 Order Type/Award Term Option
This requirement is anticipated to be a fixed price contract award for one-time configuration services, with two (2) option year renewals of the FICO software packages.
1.8 Technical Overview
· The Government will provide the contractor with the Government furnished material (GFM) required to configure the ATA platform.
· The Government will provide a project manager who will identify GFM required and provide the contractor with a requirements document to facilitate configuration of the ATA platform.
· Prime Contractor and Sub-Contractor personnel scheduled to work on the ATA project shall sign non-disclosure agreements for the protection and safeguarding of GFM.
2. Specific Tasks
2.1 Develop a Project Plan and Schedule
The project plan shall include a breakdown of costs associated with each phase of timeline for configuration and implementation services of the ATA platform. The minimum milestones shall be:
· Contract Start
· Implementation/Configuration Start
· Implementation/Configuration Complete
· Operational Tests
· Government Acceptance
· Project Closeout
2.2 Implementation and Configuration
The Contractor shall implement the identified and Government approved project plan at the Government location specified.
2.3 Operational and Functional Testing
The Government project manager will coordinate availability of LPAD test development specialists for functional checks of item selection parameters using the desktop software, FICO Xpress Insight.
3. Deliverables
3.1 Project Plan and Schedule
The Contractor shall develop a project plan in the form of a Statement of Work (SOW) or Performance Work Statement (PWS) to the Government to achieve the overall scope and objectives listed above in paragraph #2 and #3.
