To: Parties responding to the Request for Proposals (RFP) for Consulting Services to

Enhance South Beach Placemaking Through Improvements to Landscaping, Public Art, and Gateways

Prepared By: Anna Iaukea, Urban Renewal Project Manager

Subject: Responses to Questions on RFP

1. South Beach's “branding” or “identity” is mentioned a few times—does South Beach have established, traditional brand elements (logo, color, font) that should be incorporated?

The City of Newport’s only established brand element for South Beach is related to wayfinding signage. Design standards have been developed for vehicular directional signs, district welcome signs, visitor maps, and visitor amenity signs.

Fonts, symbols and colors have been defined. This information will be provided once the contract is awarded and may be incorporated as applicable into design concepts for this project.

2. Generally and/or historically, how differentiated and/or consistent have the South

Beach and Newport (place) identities tended to be?

Newport is made up of several distinct neighborhoods, one of which is South Beach, a community with an established core identity as an area for marine research and marine related tourism and recreation. The Agency is looking to further refine the identity of South Beach through this process, improve connections between areas within South Beach, and create a stronger sense of place.

3. Can you provide a broader map of Newport and South Beach's relational boundaries?

An interactive Web Map can be found on the City of Newport’s website at:

4. Is the research and/or survey data shared in the Refinement Plan, Survey #1 and #2, represented in its entirety, or was there additional information gathered in that process, and if so, could that be shared?

The summaries provided in Appendices C and D of the South Beach / US 101 Refinement Plan are inclusive of the information gathered throughout the community outreach process.

5. Have the retail options for the 35th Street opportunity site been presented to the public, and if so, is there additional preference feedback (aside from the general retail preference survey data)?

The conceptual design options included in the South Beach / US 101 Refinement Plan are the only designs that have been presented to the public. A final selection is likely to occur before this project starts.

6. Of the priorities identified for implementation, which ones are currently underway or scheduled to begin? How do you see this effort either informing or being informed by those?

The following priority projects from the South Beach / US 101 Refinement Plan are currently underway:

Project A – Redevelop 35th St. Site Project C – Enhance Wastewater Service to the Airport Project E – Redundant Yaquina Bay Undercrossing Pipeline

The South Beach placemaking project will identify design guidelines and themes that may be considered for other projects and development areas.

7. What is the anticipated extent of work related to landscape planting?

The anticipated extent of landscaping is scalable and intended to compliment the other placemaking elements.

8. Is the City looking for guidance on an improved trail/multi-use path system in regards to connections, expansion of the system and layout?

Only as it relates to landscape design, wayfinding or public art elements along the existing and planned multi-use trail. The South Beach / US 101 Refinement Plan identified and prioritized trail extensions, multimodal connection points and areas for improvement.

A separate project, Project G from the South Beach / US 101 Refinement Plan, will focus on mobility for cyclists and pedestrians through South Beach Loop path improvements.

9. Is the City considering green infrastructure improvements along roadways?

Green infrastructure improvements could be considered as part of a landscaping concept.

10. Can you clarify the level of detail needed for the public art design concepts? (for example, would we be defining if the art is a built feature, mosaic, or mural? Providing the overall character for the art? Or is it simply identifying locations? Or, are you requesting more detail than that?)

The Agency is seeking a conceptual art plan to include the overall character for the art, types of recommended art features (sculpture, mural, monument, statue, signage, seating, etc.), potential locations for public art along the multi-use trail and possibly as gateway components, and approximate sizes of these public art pieces. The intent is to use these guidelines when commissioning artists to design and fabricate pieces for installation.
