About this file

The document is Table 2 from the Special Waste Disposal/Contaminated Soil Reuse Program for the Manchester Landfill in Manchester, Connecticut, dated February 2023. The table specifies the required sampling frequency and analytical parameters for contaminated soils intended for reuse as landfill cover material. The sampling requirements include testing for various compounds and elements such as Extractable Total Petroleum Hydrocarbons (ETPH), Volatile Organic Compounds (VOCs), heavy metals (lead, arsenic, barium, etc.), Polychlorinated Biphenyls (PCBs), pH, ignitability, and reactivity. The sampling frequency ranges from one sample per 100 cubic yards for ETPH to one sample per 2,000 cubic yards for Sieve Test for Tier I soils.

The sampling methodology distinguishes between discrete samples (single samples collected from a single point) and composite samples (a homogeneous mixture from at least three discrete samples). The document provides specific guidelines for sample collection, noting that samples must be representative of materials delivered to the Manchester Landfill. For testing purposes, one cubic yard of soil is considered to weigh one and a half tons. The sampling requirements are particularly crucial for materials that may be used as intermediate cover material, ensuring the quality and environmental safety of the soils being repurposed at the landfill.

Notes:

(1) Samples collected must be representative of the materials to be delivered to the Manchester Landfill.

(2) Discrete samples are defined as single samples, collected from a single point.

(3) Composite samples are defined as a homogenous mixture from at least three discrete samples.

(4) For the purposes of testing frequencies, one cubic yard of soil will be considered to have a weight of one and a half tons.

(5) Sieve tests must be performed for all materials that may be utilized for intermediate cover material.
