About this file

This is an Amendment 1 Q&A document for a Request for Bids issued by the University of Wisconsin-Madison for Temporary Operational Assistance for Administrative Offices (2023-UWMSN-00135-RFB). The University is seeking bids to provide temporary staffing services to fill administrative positions across various departments due to current staffing shortages and delays in filling permanent positions. The contract will allow departments to engage temporary employees as needed when openings arise. Multiple awards are possible depending on the number and quality of bids received, and bidders may submit proposals for a subset of the available positions rather than all roles. The solicitation does not specify predetermined quantities of openings, expected timelines for position availability, or assignment lengths, as these factors will be determined on a case-by-case basis for each position. The contract allows for flexibility regarding work arrangements (in-person, remote, or hybrid) and residency requirements, which will be established individually for each role. Responses must be submitted online through the ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, with inquiries directed to David Brinkmeier at david.brinkmeier@wisc.edu.

This is a new contract with no incumbent vendor or previous service provider. Bidders should submit resumes representing example candidates available today rather than candidates specifically for open positions, as no positions are currently available at the time of bid submission. The contract prohibits temporary employees from supervising or managing state employees or exercising decision-making authority on grants and contracts, though job descriptions provided are examples and may be modified for individual openings. Criminal background checks will be required as specified in Section 4.3 of the RFP, with additional requirements determined as needed when positions open. All qualified bidders are encouraged to submit responses, and the solicitation is open to any vendor meeting the qualification requirements. Bidders should indicate the number of qualified employees available today and provide narrative explanations if they anticipate changes to that availability.
