About this file
This document provides instructions for registering in the System for Award Management (SAM), which is the official U.S. Government system for vendor registration. The key steps include:
-
Obtaining an NCAGE code first from the NATO Codification System, then using that code to register in SAM and obtain a Unique Entity Identifier (UEI). The entity name and address must match exactly between the NCAGE and SAM registrations.
-
Completing the online SAM registration, being careful to accurately fill out all required fields. Guidance is provided on how to handle small business status, banking information, and tax ID for foreign vendors.
The document also includes details on a federal contract opportunity for gardening services at the U.S. Embassy in Tallinn, Estonia. This is a 12-month contract with three 1-year option periods. Key requirements include pruning and maintaining landscaping, weeding, leaf removal, composting, debris removal, watering, fertilizing, and pest/disease control. The contract will be awarded by the Department of State.

SAM REGISTRATION
The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS.
There is NO fee to register for this site!
You may register at no cost directly from this "https://www.sam.gov/portal/SAM/". User guides and webinars are available under the Help tab.
Detailed information about SAM is available online at http://www.sam.gov/.
For SAM help, please go to the Federal Service Desk web site.
STEP 1: You must start with applying for NCAGE code first and only once you obtain the NCAGE code, and once the NCAGE code is entered in BINCS, you can then register in SAM.
https://eportal.nspa.nato.int/Codification/CageTool/request-new-cage
SAM validates vendors’ information (NCAGE) and provides a secure central database for use by U.S. Federal Government agencies.
STEP 2: Once NCAGE code is obtained, create an account in sam.gov portal and request the UEI (Unique Entity Identifier) code.
STEP 3: Once you receive the e-mail with UEI code you can start the actual registration process. Receiving the UEI only does not mean the entity is registered in sam.gov!
NB! The Entity address info you submit to NCAGE system and SAM.gov system must match 100%, even as little as adding tn. Or str. To one mut leaving it out to the other may come up as address mismatch.
To register online, go to SAM web portal and select "Create User Account". You will need your NCAGE numbers during the registration. You are responsible for the information accuracy. Please pay special attention to which fields are required and not required, and which fields should be left blank. The registration will not validate unless the correct fields are filled out with the correct information. Important notes:
· When SAM asks whether the vendor is a small business, this refers only to small businesses based in the U.S. Foreign vendors are always considered to be “other than small” or “large”,
· When SAM asks for the ABA Banking information and other Electronic Funds Transfer (EFT) information, SAM is only equipped to handle EFT information in U.S. format. If this information is in another, non-U.S. format, leave this information blank in SAM, and
· Only fill in the Tax ID number if it is a U.S. Tax ID number. Otherwise, leave it blank.
