The Department of Homeland Security (DHS) Notice of Funding Opportunity (NOFO)
Terrorism and Targeted Violence Research and Evaluation
Frequently Asked Questions
1. Grants.gov states that proposals are due June 21st, but Projected POP start date is June 1st, and that award notifications will be made no later than June 1st. How can this be?
a. This is a typographical error. The submissions window will close on June 23, 2023, and DHS will begin reviewing applications as soon as possible thereafter. The start of the period of performance will begin on the day the award is issued and signed by both parties.
2. I think I have an idea I’d like to propose, but I want to make sure that it is in scope of the grant award. Can I have a discussion with DHS about my idea before I submit?
a. Unfortunately, because grant solicitations are competitive, DHS cannot have individual conversations concerning the solicitation with prospective applicants. In general, The Terrorism and Targeted Violence Research and Evaluation Program is primarily focused on research on terrorism and targeted violence research and evaluation of programs to mitigate these threats. Please refer to the terms and conditions within the NOFO that describe the limitations of the research, specifically on in Section 10: Other Submission Requirements, to determine whether your proposed area of research falls within the scope and limitations of this grant opportunity.
3. Can international entities apply to this NOFO?
a. Yes. Please note that international applications will be evaluated under the same eligibility criteria as domestic applications. Additionally, there may be additional terms and conditions for international applicants that will be communicated to the prospective grantee (if selected) before the final award is made.
4. Can I submit more than 1 application to this NOFO?
a. DHS will not consider multiple applications from a single organization serving as the lead. If more than one application is submitted by a single organization as the lead, the later in time will be considered, unless the later application clearly indicates a unique role for that organization, other than as lead for this activity.
b. Applicants who wish to apply to multiple priority areas may do so within the same application. These proposals targeting multiple priority areas should be separated by different tasks in the narrative as well as the budget unless they are fundamentally interrelated and mutually inclusive efforts.
5. Is there a ceiling for awards?
a. The total funding for FY23 is $9,513,943. DHS S&T anticipates making several awards under this NOFO. The anticipated ceiling for each priority area is on page 12 of the NOFO (Priority (i) - $3,122,052; Priority (ii) - $2,000,000; Priority (iii) - $2,000,000;
Priority (iv) - $2,000,000). These amounts are not a minimum or maximum award, but if the applicant requests an amount that significantly exceeds the target award amount for each Priority, DHS will require the applicant to include a detailed justification. DHS will consider funding projects in any amounts ($1-ceiling) up to the anticipated ceilings depending on availability of funding.
6. Can I apply for more than 2 years of funding?
a. For initial awards, DHS will only be making awards of up to 24 months of period of performance. Applicants are welcome to submit proposals for more than 24 months but should understand that awards will only be made for 24 months and any extension to the period of performance will be subject to availability of funding and are not guaranteed. Proposal narratives and budgets should reflect this, i.e., proposals should propose an inclusive 24-month project designed and budgeted to be completed within that time frame. Any additional activities would be subject to approval by DHS and availability of funds.
