Section A: General Contract Information

Section B: Description of the Supplies/Services Required

Head/Tyrolia alpine/all mountain skis, boots, and poles. Along with snowboards, snowboards boots, and helmets. These items needed to replace out of date equipment to ensure the safety of each customer using our equipment.

Section C: Justification for Soliciting from a Single Source or Brand Name

Head/Tyrolia is already in use within our operations as are all the tools and parts necessary to size and outfit the patrons. By opting to continue utilizing this brand, we can further streamline our maintenance and repair processes, as we possess the proprietary Head/Tyrolia tools necessary to facilitate the upkeep of their products without the need to purchase additional maintenance equipment. Switching brands would be exorbitantly expensive because all proprietary Head/Tyrolia tools and other parts would need to be switched out as well. The approximate cost to switch out the proprietary tools is $10k. In addition to this added cost, we would also have to retrain all ODR personnel and become certified by the new company to size and maintain their equipment. The additional labor hours required would be approximately 4 days. ODR finds the added cost of replacing the tools and the addition of the labor hours to be exorbitant and unnecessary given we have the appropriate tools and training to work on the current inventory of Head/Tyrolia.

Section D: Efforts to Obtain Competition

In a diligent effort to secure a supplier capable of meeting our requirements, we contacted several other Outdoor Recreations in the region and brands Rossignol and K2. The Rossignol sales representative stated their decision to not open new accounts with military installations and we did not hear back from K2.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Brands typically require specific tools/parts that are generally not interchangeable with other brands. This market strategy makes changing to other brands difficult because of the additional cost of certifying government personnel can work on the equipment and the brand specific tools. Since market research suggests this is how this specific market segment works the government is unlikely to be able to mitigate the limitation of brand name items in the future.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
