Offerors may include any information currently available that demonstrates customer satisfaction with overall job performance and/or quality of completed projects. Completed projects are defined as projects that have been accepted as complete by the customer. Information must be provided for, and is limited to, all projects submitted as relevant projects for evaluation.

2. Past Performance Information: Provide a summary of no more than five (5) completed relevant projects that demonstrate capability to perform in an industrial/residential environment similar in scope, magnitude, and complexity to the current solicitation within the last three (3) years prior to the issuance date of the solicitation. 2. Once the questionnaires are completed by the POCs, the information contained therein will be considered source selection sensitive and will not be released outside the Government. The POCs shall forward their completed questionnaires directly to the government – NOT BACK TO THE OFFEROR. If the Government does not receive the completed questionnaire, then the Government will reach out to the POC provided by the offeror. If the Government does not receive a completed questionnaire and has no other independent source of information, then the Government will be unable to verify the project's recency, relevancy, or quality. Therefore, that project will not be considered.

There is no implied guarantee of the quantity and volume of projects. Refer to Section I of the solicitation for ordering limits and maximum order and contract values.

4. If a teaming arrangement is contemplated, provide complete information concerning any relevant and recent past performance information on previous teaming arrangements with same partner.

If this is a first-time joint project, each party to the arrangement may provide projects to be included in the list of past projects of relevance. Section M - Evaluation Factors for Award

BASIS FOR CONTRACT AWARD

1. General - This is a competitive performance-price tradeoff (PPT) best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) FAR Supplement Procedures, Guidance and Information Subpart 215.3, Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3, and Department of Defense Source Selection Procedures (20 Aug 2022) in which competing offerors’ combined past performance information and technical “acceptability” will be evaluated on a basis significantly more important than price. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions and representations and certifications, in addition to those identified as evaluation factors or sub factors.

Failure to meet a solicitation requirement may result in an offer being determined unacceptable. The Government reserves the right to award a contract to a technically acceptable offeror with other than the lowest Total Evaluated Price (TEP), as the Source Selection Authority will make an integrated assessment best value award decision using the TEP and evaluated Past Performance. The SSA has discretion to award to offerors with stronger past performance records. The evaluation process will include the following:

a. The Government will only evaluate one proposal from each offeror. Up to five (5) awards will be made to the responsible offerors whose proposals conform to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP, and also provides the best value to the Government based on the results of the evaluation as described in Section M below. The Government will also select On-Ramp contractors, as described in Section H, with effective dates “To Be Determined (TBD)."

b. The following evaluation factors will be used to evaluate each proposal.

(1) Factor I – Technical

(2) Factor II – Price

(3) Factor III – Past Performance

Note: Price and Technical evaluations will only consider the Seed Project.

2. Proposal Evaluation: The evaluation process will be accomplished as follows (Organized by Proposal Parts as described in Section L):

a. Part II, Price Factor

(1) Offerors must include a price for the seed project listed in Solicitation Price Schedule. The price evaluation team will evaluate price fair and reasonableness of the seed project. The TEP is the proposed price for the seed project.

(2) The Price Schedule for the seed project will be evaluated to determine price fair and reasonable, using one or more methods described below. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to the following:

(a) Price analysis: The process of examining and evaluating a proposed price without evaluating its separate cost elements and proposed profit.

(b) Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes price reasonableness.

(c) Comparison of previously proposed prices and previous Government contract prices with current proposed prices for the same or similar effort.

(3) The Government reserves the right to conduct price realism. Price realism is the evaluation of the proposed price to determine that a project can realistically be completed within the proposed constraints in accordance with the Statement of Work and all attachments. If the Government elects to perform a price realism analysis, the Government reserves discretion over the method within which it performs its price realism analysis. Price proposals that the Government finds unrealistically low may be deemed unacceptable.

(4) The seed project is an actual project that the Government intends to award as a task order.

b. Part III, Past Performance Factor

(1) The purpose of the past performance evaluation is to assess the degree of confidence the Government has in an offeror's ability to meet the solicitation requirements based on each offeror's demonstrated record of performance. All submitted past performance projects will be assessed for recency. All projects determined to be recent will be assessed for relevancy. Only those projects determined to be recent and relevant will be assessed for quality.

(2) The past performance assessment process will result in an offeror's overall performance confidence assessment rating of one of the following ratings: Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence.

(a) The Government will evaluate performance information on all eligible offerors. The evaluation may be based upon (i) past performance information obtained from questionnaires (Attachment 7 PPQ), (ii) the information provided in the Past Performance Supplement (Attachment 8 Past Performance Supplement Worksheet), (iii) information from Contractor Performance Assessment Reports, (iv) information obtained IAW FAR Part 42.1503(g), and (v) any other information independently obtained by the Government. If a reference identified by the offeror, in accordance with Paragraph L4.b., does not submit a questionnaire the Government will follow up with the reference POC.

The Government is not responsible for the failure of a reference POC to provide a survey/questionnaire.

(b) The evaluation of past performance information (i) will take into account past performance regarding predecessor companies, (ii) will not take into account past performance of key personnel who have relevant experience, (iii) will not take into account past performance regarding subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition, (iv) will not take into account past performance information regarding sister companies, and

(v) will not take into account past performance as a subcontractor.

(3) Recent Past Performance is defined as those efforts completed for any customer(s) within the last three (3) years prior to the issuance date of the solicitation.

(4) For a project to be considered of similar scope and magnitude of effort and complexities a project shall meet all three criteria below.

(a) Project location must be above the 60th parallel.

(b) Project value must not exceed $2M.

(c) Project must utilize at least three (3) of the occupations listed below:

1. Painters

2. Fire Sprinkler/Alarm

3. Carpenters

4. Roofers

5. Plumbers

6. Sheet Metal Workers

7. HVAC

8. Hazardous Material Removal Workers

9. Electricians

10. Construction Equipment Operators

11. Minimal Design as specified in Mini-MACC SOW 01000, para. 1.3

Note: With the exception of minimal design, the occupations listed above are defined in the Bureau of Labor Statistics Occupational Outlook Handbook.

(5) The Government will evaluate relevancy on a pass/fail basis and assign a Relevant or Not Relevant rating as described below:

(6) Past Performance Relevancy Rating Definitions:

(a) Relevant: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

(b) Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(7) Performance Quality Assessment: Recent, relevant past performance projects will be assessed for quality with a focus on quality control, timely performance, effectiveness of management, and regulatory compliance.

(8) Quality Rating Definitions:

(a) Exceptional: Performance meets contractual requirements and exceeds many to the customers benefit. The performance being evaluated was accomplished with few minor problems for which corrective actions taken by the Contractor were highly effective.

(b) Very Good: Performance meets contractual requirements and exceeds some to the customers benefit. The contractual performance being evaluated was accomplished with some minor problems for which corrective actions taken by the Contractor were effective.

(c) Satisfactory: Performance meets contractual requirements. The contractual performance contains some minor problems for which corrective actions taken by the Contractor appear, or were, satisfactory.

(d) Marginal: Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the Contractor has not yet identified corrective actions.

The Contractor's proposed actions appear only marginally effective or were not fully implemented.

(e) Unsatisfactory: Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance contains a serious problem(s) for which the Contractor's corrective actions appear or were ineffective.

(9) Past Performance Confidence Assessment Ratings. As a result of the assessment of past performance information (as described above), each offeror will be assigned a single past performance confidence rating at the factor level.

(10) Offerors must demonstrate capability to perform or acquire work in the occupations listed in L.b(4)(c) above. The Attachment 8 Past Performance Supplement Worksheet submitted with a proposal must show that the submitted recent, relevant projects utilized at least seven (7) of the listed occupations when looking at all projects combined.

(11) Past Performance Confidence Assessment Rating Definitions:

(a) Substantial Confidence: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

(b) Satisfactory Confidence: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

(c) Neutral Confidence: No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

(d) Limited Confidence: Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

(e) No Confidence: Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

c. Part IV, Technical Factor

(1) The technical factor will be assessed based on the objectives stated in Section L: Technical Approach, Materials Required, and Timeline.

(2) For a proposal to be rated technically acceptable, the technical proposal must address all three criteria below.

(a) The appropriate trades necessary to complete the project as defined by the SOW must be listed in the technical proposal.

(b) The technical narrative shall address appropriate materials for completion of the seed project.

(c) Technical narrative shall include a schedule for completion of work that does not exceed 60 days from Notice to Proceed.

(2) The Government will evaluate technical proposals on a pass/fail basis and assign an Acceptable or Unacceptable rating as described below:

(3) Technical Rating Definitions:

(a) Acceptable: Proposal meets the requirements of the solicitation.

(b) Unacceptable: Proposal does not meet the requirements of the solicitation.

3. Award Determination

a. The Government intends to award without discussions but reserves the right to conduct discussions if deemed necessary. If the Government establishes a competitive range to conduct discussions, the contracting officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

b. Upon completion of the integrated assessment, the Government intends to award up to five (5) Mini- MACC IDIQ contracts. To be considered for award, the offeror's technical proposal must be rated as "Acceptable." The Government may award a contract to other than the lowest price, to Offerors with a stronger Past Performance record. In that event, the Source Selection Authority will make an integrated assessment best value award decision using the TEP and evaluated Past Performance.

c. Priority for the On-Ramp Pool will be given to those offerors whose proposal represented the greatest value as determined by source selection authority during the initial competition for IDIQ contract award and determined to be responsible and qualified for a contract with the Government.

d. Once selected awardees have been identified for the IDIQ, the Government will rank each selected awardee by price from lowest to highest for the seed project and award the seed project to the lowest offeror. A post award orientation seminar will be held in which all awardees will receive their first task order for $2,000 for attendance.
