REQUEST FOR INFORMATION (RFI) and VIRTUAL TECHNICAL CAPABILITY

MEETINGS

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

INTEGRATED DATA ENVIRONMENT &

GLOBAL TRANSPORTATION NETWORK CONVERGENCE (IGC)

1. Purpose.

This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or attending the virtual meetings.

USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all socioeconomic categories.

USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government. The Integrated Data Environment (IDE) and Global Transportation Network (GTN) Convergence (IGC) Program is seeking information from system integrators to provide information concerning support for the current operation and maintenance of the As Is system, support to migrate the As Is system, as-a-service, to a cloud environment, and support enhancements.

2. Background.

The USTRANSCOM Mission Statement is to “Provide full-spectrum global mobility solutions and related enabling capabilities for supported customers’ requirements in peace and war.” In support of this mission, the IGC Program provides supply chain, distribution, and logistics information fusion through common integrated data and services to enable development of cohesive solutions for users across Department of Defense (DoD). IGC is the DoD system of record for In-transit Visibility (ITV) and for Asset Visibility (AV). The enabling ITV capabilities provide IGC customers the ability to track the identity, status, and locations of DoD unit and non-unit cargo and passengers, leveraging data provided by the services, commercial carriers, the Defense Logistics Agency (DLA), USTRANSCOM, and USTRANSCOM’s components. IGC integrates that data and makes it available to the user, including up to 10 years of historical data. The enabling AV capabilities provide global visibility of assets in all classes of supply which is organized by categories: In-Process, In-

Storage, In-Transit, Asset Visibility, In-Theater and Reference Data. Utilizing IGC, USTRANSCOM optimizes the effectiveness and efficiency of the DoD logistics pipeline in support of the users, Military Services, Combatant Commands (CCMD), and Joint Task Forces (JTF).

At present, software development utilizes a Hybrid-Agile methodology. IGC is located at two DISA Enterprise Computing Centers (DECC); Data Center #1 has Production (Unclassified & Classified), Test, and Dev; Data Center #2 has Production (Unclassified & Classified).

IGC includes four Teradata Enterprise Data Warehouses (EDWs), 47 RHEL Linux servers and 17 Windows servers; Redundant Primary/Alternate environments, and Low-to-High Guard, which consists of two independent DISA enterprise guards.

2.1. IGC high-level capability considerations (As Is):

• Cognos Data Analytics platform (with 800 users)

• CITRIX remote access capability for Power User access

• Over 600,000 front end queries each month, with SAP Business Objects (BOBJ)

• Over 3,000,000 web service calls each month; 45 Active Web services

• 980 transaction types, received from more than 65 source systems

• Over 600,000,000 incoming transactions processed each month

• 99 fully conceptualized data models, consisting of 1,800 entities and 38,000 attributes

• Over 17,000 documented/implemented business rules

• Over 240 Informatica Workflows to Extract Transform Load (ETL) the data

• 100 Terabytes of data; growing at the rate of 622 GB/Month

A DRAFT Performance Work Statement (PWS) has been attached for your reference. The Government seeks comments from industry regarding the draft PWS in order to clarify any ambiguities. These comments will be addressed when the final solicitation is issued.

Individual responses to PWS comments submitted will not be provided outside of discussion during virtual meetings. Comments submitted on the PWS are excluded from the White Paper page limitation.

I. Facility Clearance Level. The majority of the daily work associated with this PWS is at the unclassified level, but contractor personnel may be required to access SECRET information and/or classified areas, during performance of this contract. A minimum of a SECRET FCL will be required at the time of proposal submission.

II. Place of Performance. Efforts under this requirement shall be performed at Contractor facilities and at Scott AFB, IL.

III. Period of Performance:

3. Requested Information.

USTRANSCOM is interested in understanding Industry capabilities of system integrators to operate and maintain IGC, transition IGC to a cloud environment, and execute IGC enhancement requirements. This effort will require the program to transition from a Hybrid- Agile methodology to an Agile methodology for software development and cloud migration.

4. White Paper.

Interested parties are requested to submit a capabilities statement in the format of a White Paper as outlined below. The White Paper should be concise (no more than 15 pages) and address only the information requested below (title pages, cover letter, etc., will not count against the page limit). Again, this information will support market research activities within

USTRANSCOM.

I. Vendor Information. Provide the following information about your company:

a. Company Name and Address

b. Company CAGE Code and UEI

c. Primary Point of Contact (POC) Name, Email Address, and Telephone Number

d. Facility Clearance Level

e. Vehicles under which you hold contracts (e.g., ENCORE, GSA MAS, etc.)

II. RFI White Paper

4.1. Describe your company’s process maturity level, experience, and best practices to transition on premise operations to the cloud, and to scale up/down to meet demand.

4.2. Describe your company's experience managing a software sustainment program.

Include details regarding the scale of the program. Include a system description of the system components, number of users, interfaces, level I, II and III help desk support, application maintenance, database maintenance, testing, configuration management, and deployment of software fixes, upgrades and enhancements. Was this performed in a DoD environment or the commercial sector?

4.3. Describe your company's experience developing and sustaining large data warehouses hosted at multiple locations, staging and integrating data from multiple heterogeneous sources, and data distribution. Include any experience with designing and sustaining extract, transform, and load (ETL) and extract, load, and transform (ELT). Was this performed in a DoD environment or the commercial sector?

4.4. Describe your company’s experience maintaining current operations and functions while developing and implementing new customer requirements. Was this performed in a DoD environment or the commercial sector?

4.5. Describe your company’s experience with operating IaaS/PaaS/SaaS and describe your experience with the kinds of service level objectives (SLO) under which it has done so. Was this performed in a DoD environment or the commercial sector?

4.6. Describe your company's experience in deploying and maintaining systems and/or applications into a remote hardware infrastructure provider environment utilizing Windows and Linux operating systems. Was this performed in a DoD environment or the commercial sector?

4.7. Describe your company’s experience with DoD Information Networks (DODIN) and your abilities to meet DoD cybersecurity standards and process data up to the Secret level.

4.8 Describe your company’s experience with NIST’s five essential characteristics of cloud (On-Demand Self Service, Broad Network Access, Resource Pooling, Rapid Elasticity and Measured Service).

4.9. Describe your company’s experience migrating systems to the cloud that utilize COTS products such as: Teradata EDW, Oracle RBMS, WebLogic, SAP Business Objects, Informatica Power Center, COGNOS, Citrix. Was this performed in a DoD environment or the commercial sector?

4.10. Describe your company’s experience with integrating monitoring, logging, and auditing at the user, application, and database level. Was this performed in a DoD environment or the commercial sector?

4.11. Describe your company’s experience for providing Agile software development methodology via a DevSecOps pipeline in the cloud.

4.12. Describe your company’s experience in maintaining existing operational environments until DevSecOps pipeline in the cloud transition is completed.

4.13. Describe your company’s experience in developing and sustaining web services built on Java API for XML Web Services (JAX-WS) to support data distribution.

Do you utilize OpenAPIv3.x specifications? Was this performed in a DoD environment or the commercial sector?

4.14. Describe your company’s experience in populating and updating a Metadata Repository using automated and repeatable Standard Operating Procedures. Do you apply Artificial Intelligence (AI) or Machine Learning (ML) to populate Metadata for non-standard data sources or data sources missing Metadata? Was this performed in a DoD environment or the commercial sector?

4.15. Describe your company’s experience in utilizing a Zero-Trust Architecture (ZTA) to protect data on devices, in applications, and on networks. Was this performed in a DoD environment or the commercial sector?

4.16. Provide the following project or contract information for requirements deemed similar to this effort:

• A brief description of the project

• Contract number

• Period of performance

• Contract type (Firm Fixed Price, Labor Hour, Cost Plus Fixed Fee, etc.)

• Commercial or Non-Commercial Requirement?

• Was your company a prime or subcontractor?

4.17. Do you believe there is a different NAICS code which would be more appropriate for this requirement? If so, please list and explain why.

4.18. Is there a potential for some tasks to be subcontracted to accomplish performance?

4.19. To empower small business participation at the prime contractor level, are you contemplating the idea of forming a small business team arrangement or joint venture for proposal submission of this requirement?

4.20. Any other information that may provide efficiencies in accomplishing this acquisition.

5. Virtual Technical Capability Meetings.

The Virtual Technical Capability Meetings are scheduled one-on-one meetings with your company and the Mission Partner representatives. This forum will be on opportunity for your company to highlight experience submitted in your white paper and will include conversations between the Government and interested parties based on the information requested above. Please be prepared to discuss your submission during your session. A PowerPoint slide presentation is not required but is highly encouraged.

A request for a meeting will need to be submitted with your response. Only those providing a white paper with technical responses and a request will receive a meeting.

A Microsoft TEAMS meeting will be sent to the e-mail address provided on a first come, first served basis. The meeting will be allocated as a 30-minute session with the requirement team. Allocated meeting times are not negotiable and have a hard start and stop time.

Tentative date for meeting will be the week of 24 July 2023.

6. Submission Information.

Responses to this RFI must be received via e-mail to Rachel Gorka, Contract Specialist. at rachel.m.gorka.civ@mail.mil no later than 1200 CT, 21 July 2023.

Please follow the instructions below to request a Virtual Technical Capability Meeting:

1. Submit your RFI response including a request for a Virtual Technical Capability Meeting by 1200 CT on 21 July 2023.

2. The first 20 RFI responses received (that include a request for a meeting) will be allocated a 30-minute session with the Mission Partner representatives.
