REQUEST FOR INFORMATION (RFI) and

VIRTUAL TECHNICAL CAPABILITY MEETINGS

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

ANALYSIS OF MOBILITY PLATFORM (AMP)

TRANSCOM23D016

1. Purpose. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or attending the Virtual Meetings.

USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories.

2. Description/Scope. The United States Transportation Command is seeking sources that possess the availability and capability to provide specialized systems and software engineering, development, functional, and production support services for USTRANSCOM.

The Analysis of Mobility Platform (AMP) is DoD’s primary system of record for providing an end-to-end military deployment and distribution modeling and simulation environment supporting joint collaborative programmatic, planning, exercise, wargaming, and execution operations analysis use cases. AMP is currently a client-based, desktop application comprised of a suite of several capabilities, known as models, including AMP-Core, which provides end-to-end simulation and analysis of transportation flow based on a given movement requirements timeline. AMP provides analysts extensive capability to configure, customize, and extend transportation and logistics models to suit analytic requirements. Other models in the AMP platform include the AMP Port Analysis Tools (AMP-PAT), providing a group of quick-look and detailed simulation models of airports, seaports, and installations. AMP includes the Rapid Course of Action (COA) Analysis Tool (RCAT), a highly intuitive tool used by planners to quickly build and assess COAs for strategic movement of generalized cargo and passenger requirements. The Joint Mobility Closure Estimator (JMCE) is an AMP tool that provides less detailed estimation of force closure over time. The Air Refueling Model (AMP-ARM, or ARM) is the DoD model of record for programmatic analysis of air refueling (AR) tanker analysis. It provides highly detailed modeling of AR scenarios at the campaign level to support tanker fleet sizing, capability, and concepts of operation (CONOPS) analysis for both tanker employment and deployment used cases. AMP has also leveraged research efforts to incorporate advanced optimization capabilities for specific use cases, such as Schedule Optimization (SO) for operational air movements, and Network Optimization (NO) for mode/node selection.

AMP Transportation Feasibility Assessment (AMP-TFA) is a cloud-based version of the AMP program’s core transportation modeling and simulation tool used to analyze and assess the transportation feasibility of Combatant Command contingency/deliberate operation plans (OPLANs) within the adaptive planning process. It is currently in development and is scheduled to reach Initial Operating Capability (IOC) as DoD’s TFA model of record by the end of FY24.

The USTRANSCOM Joint Distribution Planning and Analysis Center (JDPAC) is the Functional Manager for AMP and is a primary user of the tools. Other USTRANSCOM directorates, its Component Commands (TCCs), Office of the Secretary of Defense Cost Assessment and Program Evaluation (OSD CAPE), Joint Staff, Combatant Commands (CCMDs), Center for Army Analysis (CAA), Air Force Research Laboratory (AFRL), Air Force Institute of Technology (AFIT), and Secretary of the Air Force Studies, Analysis, and Assessments (SAF/SA) are among additional AMP users across the Joint Planning and Execution Community (JPEC) and DoD.

A draft Performance Work Statement (PWS) has been attached for your reference and includes additional details. The Government seeks comments from industry regarding the draft PWS in order to clarify any ambiguities. These comments will be addressed when the final PWS and RFP are issued. Individual responses will not be provided to comments submitted outside of the virtual meetings. The majority of the daily work associated with this PWS is at the unclassified level, but contractor personnel may be required to access TOP SECRET information and/or classified areas, during performance of this contract.

Place of Performance:

Tasks shall be performed at the Contractor’s facility or alternate location unless tasks require access to classified systems.

Period of Performance:

The Ordering Period for the IDIQ contract is as follows:

Transition Period 01Jul 2024– 30 Sep 2024 Base Period 01 Oct 2024 – 30 Sep 2029

Background:

Incumbent Contract Number: HTC71118DD001 Incumbent Contractor: Raytheon BBN Technologies Corp Incumbent Contract Type: Cost Plus Fixed Fee / Firm Fixed Price Sustainment / Cost Reimbursement (Travel ODC) Incumbent Contract Acquisition Strategy: Full and Open Competition Incumbent Contract Period of Performance: 1 Apr 2018 – 30 Sep 2024 Life Cycle Value: $115,500,000

3. Information Requested

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format of a White Paper outlined below. The response should be detailed (but no more than ten (10) pages), 12 pt Times New Roman font, and address only the information requested below (title pages, cover letter, etc., will not count against the page limit).

Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.

I. Company Information.

A. Company Name B. CAGE Code C. Point of contact name, phone number, and e-mail address

D. Company Website E. Facility Clearance (e.g. None, Secret, or Top Secret) F. All contract vehicles under which you hold contracts (e.g. GSA GWACS, ITES, ENCORE, etc.)

II. Business size:

A. The anticipated NAICS for this effort is 541511, Custom Computer Programming Services. The Small Business Administration small business size standard for this NAICS code is $30 Million. Based on this NAICS, identify your business size as Small or Large. If a small business, identify if any socio economical categories are applicable. For example: HUBZone, Service-Disabled Veteran Owned, Veteran Owned, Small Disadvantaged Business, Woman Owned, or Economically Disadvantaged Woman Owned.
