REQUEST FOR INFORMATION (RFI) and VIRTUAL TECHNICAL CAPABILITY

MEETINGS

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

USTRANSCOM DIRECTORATE J8 PROGRAM ANALYSIS AND FINANCIAL

MANAGEMENT

1. Purpose. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within United States Transportation Command (USTRANSCOM) as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI or attending the virtual meetings.

USTRANSCOM is seeking responses from contractors in the Small Business Administration 8(a) Business Development Program.

2. Description/Scope. The United States Transportation Command is seeking sources that possess the availability and capability to deliver an operational project management solution for USTRANSCOM’s Program Analysis and Financial Management Directorate (TCJ8).

Aligned with the established USTRANSCOM Financial Management Strategy and prioritized lines of effort, this initiative will focus on the implementation and management of an operational project management solution to track timelines and create organizational accountability. Lines of effort are where leaders believe action and resources are needed most. Each line of effort has multiple initiatives that require flight plans. USTRANSCOM requires a contractor to analyze and assess prioritized lines of effort and initiatives and make recommendations on viability. The Government also requires the contractor to identify gaps in business processes and recommend additional lines of effort or initiatives.

Project tasks will incorporate each of the four strategic focus areas.

• Operationalizing Financial Information.

• Create an Innovative, Diverse, and Agile Workforce.

• Modernization and Systems.

• Transparency and Compliance.

A draft Statement of Objectives (SOO) has been attached for your reference and includes additional details. The Government seeks comments from industry regarding the draft SOO in order to clarify any ambiguities. These comments will be addressed when the final SOO and RFQ are issued. Individual responses will not be provided to comments submitted outside of the virtual meetings. The majority of the daily work associated with this SOO is at the unclassified level, but contractor personnel may be required to access SECRET information and/or classified areas, during performance of this task order.

I. Place of Performance. Efforts under this Requirement shall be performed at Contractor facilities and at Scott AFB, IL.

II. Period of Performance. Six (6) months from date of award.

3. Information Requested

Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than five (5) pages, and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.

I. Company Information.

II. Business size.

USTRANSCOM is seeking responses from contractors in the Small Business Administration 8(a) Business Development Program.

The anticipated NAICS for this effort is 541611, Administrative Management and General Management Consulting Services. The Small Business Administration small business size standard for this NAICS code is $21.5 Million.

III. Capabilities: Generally describe your company’s capabilities in Project Management

Solution for Financial Management Strategy.

Specifically address the following:

A. Provide any questions, comments or suggestions for the attached draft SOO.

Identify elements within the draft SOO that may represent risk and will require further amplification from the Government in order to ensure successful delivery.

B. Describe your experience in developing project management solutions for financial management strategies or similar type strategies.

C. Describe your financial management experience with DOD financial management including working capital funds (WCF) and the Transportation Working Capital Fund (TWCF).

D. Describe your experience with the DOD Financial Management Regulation (DOD 7000.14) and related financial management regulations.

E. Describe your experience with the USTRANSCOM operational mission.

F. Describe your experience with USTRANSCOM information technologies systems including the financial management systems.

G. Although the government will be determining how to implement the project management solution for financial management strategy at a later date, describe your experience with successful implementations of project management solutions including business process reengineering.

IV. Other. Any other information or suggestions that may provide efficiencies in accomplishing this acquisition.

4. Virtual Technical Capability Meetings

The Virtual Technical Capability Meetings are a scheduled one-on-one meeting with your company and the Mission Partner representatives. This forum will include conversations between the Government and interested parties based on the information requested above. Please be prepared to discuss this information during your session.

A request for a meeting will need to be submitted with your response. Only those providing a white paper with technical responses and a request will receive a meeting.

A Microsoft TEAMS meeting will be sent to the e-mail address provided on a first come first serve basis. The meeting will be allocated as a 15-minute session with the requirement team.

Allocated meeting times are not negotiable and have a hard start and stop time. Tentative date for meeting will be 28 March 2023.

5. Submission Information

Responses to this RFI must be received via e-mail to Rachel Schmittling, Contract Specialist. at rachel.m.schmittling.civ@mail.mil no later than 1300 CT, 22 March 2023.

Please follow the instructions below to request a Virtual Technical Capability Meeting:

1. Submit your RFI response including a request for a one-on-one by 1300 CT on 22 March 2023.

2. The first 20 RFI responses received (that include a request for a meeting) will be allocated a 15-minute session with the requirement team.

All responses to the RFI will be reviewed and utilized for market research.
