4) Construction

A. The top terminal connection shall include a connection/disconnection ring through which the recloser can be swung open and hung by the trunnion for a visual disconnect. The top terminal pad would serve as a line (source side) cable connection while the bottom terminal assembly connected to the trunnion would serve as the lower terminal connection.

B. Attached to the top terminal is the vacuum interrupter, embedded in a pole cast with an advanced Hydrophobic Cycloaliphatic Epoxy (HCEP) bushing. The interrupting medium shall be vacuum, which would be driven by a magnetic actuator mechanism. The pushrod from the vacuum interrupter would be linked to the magnetic actuator as well as to the manual closing mechanism.

C. The underside of the recloser shall include a visual indicator semaphore with daytime/nighttime visibility to clearly indicate recloser status from the ground level. The indicator shall be mechanically linked to the actuator to provide a true status of the vacuum interrupter.

D. The latching mechanism on the recloser shall positively latch on to the mounting clip on the frame to prevent the recloser from dropping open unless engaged via hot stick at the terminal ring.

E. The recloser design should ensure an arc-free operation during installation, opening or closing.

F. The recloser upper contact shall remain connected to the mount even after reaching lock-out state. Drop open feature shall not be acceptable. The recloser shall be disconnected and swung open via a hot stick if a visual break is desired.

G. A beacon (LED) shall be provided on the underside of the recloser for lockout indication.

The LED shall remain operational for up to 12 hours after lockout by maintaining its flashing state once every 4 seconds.

H. A mechanical operations counter shall be included on the underside of the recloser.

I. The recloser nameplate shall be laser-etched with voltage and current ratings and a serial number.

J. The recloser enclosure should be water resistant with IP65 ingress protection certification.

K. The single phase recloser shall be installed on a custom mounting frame. Existing fuse cutouts or any external mounting frames shall not be used. The custom mounting frame design shall offer the flexibility to add new recloser or retrofit any existing hydraulic single phase reclosers or fuse cut-outs.

5) Operating Mechanism

A. The recloser can be operated either electrically or mechanically. Electric open and close operation shall occur during the auto reclose cycle. Manual closing can be performed when the recloser control is powered off in an open/lockout state.

B. An operating handle shall enable a manual open, close and lockout reset. All mechanical operations shall be performed with a single motion of pushing the operating handle in the upward direction. The internal spring mechanism shall bring the operating handle to its original state.

C. The recloser shall allow up to three reclosing operations before entering a lockout state.

D. The recloser shall be maintenance free. No internal or external (detachable) batteries shall be employed for an alternate power source for status indication, operation, or communication.

E. The energy needed to power the electronics inside the recloser for protection, operation, monitoring and communication shall be harvested from the primary feeder current. The harvested energy shall be stored via internal capacitors to ensure that recloser is powered during the auto-reclose cycle and continue for up to 20 seconds after opening. A minimum of 5 ampere of load current shall be required to power the Wi-Fi module for local communication.

F. The self-powered device functionality shall require no pre-fault load current to perform reclosing or trip operation. During a fault condition, the recloser shall harvest the energy from the fault current, wake up the protection and control module and perform the reclosing operation. If the fault current is not high enough to perform a reclosing operation, then the recloser may trip open and enter a lockout state.

6) Modes of Operation

A. The recloser can be configured to function as a breaker, sectionalizer or a recloser. The recloser mode allows the device to offer reclosing duty with configurable auto reclose and protection functions. The breaker mode shall disable the reclosing functionality and enable the device to act like a protection relay. The sectionalizer mode disables all protection settings and allows the device to act as a switch.

B. The recloser shall include a built-in numerical relay for incorporating non directional overcurrent, short circuit protection during system fault conditions. The built-in relay shall allow the user to select a specific time delayed curve – definite time (DT), standard inverse definite minimum time (IDMT) or user defined IDMT curve through curve setting for each of its three (3) reclosing operations in its operating duty cycle. A variety of curves should be available for selection including the ANSI/IEEE curves, recloser curves (Electronic and

Hydraulic), fuse curves and custom curves with time dial, time delay and blocking.

C. C. The protection logic shall allow the end user to set up a cold load pickup and 2nd harmonic inrush blocking setting to avoid nuisance tripping from load pickup after a sustained outage.D.

D. The non reclose and/or a hot line tag (HLT) feature shall be activated by either engaging the non reclose (NR) lever physically or via web HMI interface. Activation of the NR lever mode enables the recloser to bypass the reclosing cycle and enter the lockout state. Alternatively, if HLT settings (pickup current and trip time multipliers) are entered and enabled, then the protection settings become more sensitive and the recloser enters the HLT mode.

7) Communications module and Web interface

A. The local communication shall occur over Wi-Fi. The range of Wi-Fi shall be up to 50 ft in direct line of sight. Wi-Fi can be activated with the NR lever or via light sensor. The Wi-Fi shall include auto disable function after a set configurable time upon detection of no communication activity.

B. A platform independent, web browser-based HMI interface shall allow users to program the recloser, monitor, perform control operation or download event data. No proprietary software, external communications module or USB dongles should be required to establish the local communication.

C. The web browser-based HMI should be accessible from any handheld device like mobile phone, tablet, or a laptop.

D. The web browser-based HMI features shall include external fault event records like pickup, protection trip, lockout, inrush detection, etc. Disturbance records and load profile oscillographies for post fault analysis shall be available in COMTRADE

(.DAT/.CFG) file format. Recloser self-supervision features like electrical operations counter, recloser internal diagnostics and breaker wear monitoring shall also be provided. A dashboard view should also be provided to offer a high-level breaker status and operation functions. These include measured primary current measurement, breaker status indication, virtual pushbuttons for open/close operation, and virtual select buttons for enable/disable auto reclose, non reclose/HLT mode, cold load pickup and flag reset option.

E. The recloser shall be provided with a built-in GPS receiver to allow time stamping the event log. Alternatively, system time can also be imported from the handheld device.

F. When the recloser is not mounted on the pole, a 12VDC aux power supply adapter should be utilized to power electronics within the recloser unit for programming or data retrieval purposes.

8) Accessories

The following accessories shall be included with the recloser assembly.

A. Wildlife protectors.

B. Disconnect and Bypass switch.

C. Surge arrestor bracket.

D. Double insulator mounting frame with options for 11.25”/12”/23.25” mount frame (for traditional hydraulic recloser retrofits), or cross-arm mount 20 Deg Fuse cutout style mount frame.

9) Routine tests

At a minimum, the following production tests shall be performed in accordance with ANSI/IEEE C37.60 standard for each recloser ordered.

A. Power frequency BIL withstand test.

B. Contact resistance test.

C. Open/close timing tests.

D. General functional test to verify unit operation.

10) Certified Test Report

The following Certified test data should be provided if requested for each recloser ordered.

A. Interrupter ratings.

B. Load current, line charging and cable charging current ratings.

C. Dielectric ratings (BIL, Dry and Wet withstand, and Partial Discharge).

D. Continuous current heat run ratings.

E. Mechanical Life.

11) Field service

A. The manufacturer of the recloser shall have regional service centers located within 2 hours flight time of all contiguous 48 states.

B. Service personnel shall be factory trained in installation assistance, commissioning and routine service of reclosers.

C. On-site training sessions shall be offered upon request at the customer facility.
