YTC 951 Building Renovation - Bid Specifications Summary

This is a bidding document and specification set for a building renovation project issued by the Washington State Department of Enterprise Services (DES) Facility Professional Services on behalf of the Washington State Military Department. The project involves renovation of Building 951 at Yakima Training Center (YTC), including selective demolition, partition wall framing, architectural finishes, HVAC upgrades, fire protection systems, and electrical work to create office spaces for a military tenant. The mandatory pre-bid walkthrough is scheduled for 9:00 AM on Tuesday, July 28, 2026, at the YTC Visitor Center, 970 Firing Center Road, Yakima County, Washington, with security clearance required. Sealed bids must be submitted no later than 1:00 PM on Wednesday, August 19, 2026, through the DES Public Procurement Portal at https://deswa.bonfirehub.com, with a virtual public bid opening via Microsoft Teams at approximately 1:30 PM the same day. The estimated bid cost range is $1,300,000 to $1,400,000. Contract time is 240 calendar days for substantial completion after the Notice to Proceed, with final completion required within 30 calendar days thereafter. Subcontractor Listing Form A (HVAC, Plumbing, and Electrical) must be submitted with the bid, while Form B (Structural Steel Installation and Rebar Installation) is due within 48 hours of the bid deadline.

The project requires 15% apprentice labor hours of total labor hours as a mandatory requirement, with a $1,000 monetary incentive for contractors meeting this utilization rate and penalties applied for shortfalls. Voluntary diverse business participation goals have been established at 10% Minority Business Enterprise (MBE), 6% Women Business Enterprise (WBE), 5% Small Business Enterprise (PWSBE), and 5% Veteran-owned businesses. Bid security of 5% of the base bid amount is required, with acceptable forms including bid bonds, postal money orders, certified checks, or cashier's checks made payable to the Washington State Treasurer. The State will apply reciprocal preference penalties to bids from nonresident contractors whose home states provide bidding preferences to resident contractors. Liquidated damages of $600 per calendar day apply for failure to meet contract time. The contractor must register with the DES Diversity Compliance program (B2Gnow) and report monthly payment details to diverse subcontractors and suppliers. Washington State prevailing wage rates apply, as this is a public works project located in Yakima County, with apprentices required to be registered with Washington State Apprenticeship Training Council (WSATC) approved programs.
