Pheasant Stocking Contract 2023 - 2028 Contract # Performance Work Statement (PWS) The contractor shall provide up to 350, but no less than 200, ring-necked pheasants (Phasianus colchicus) to a single rally point at the USAG – West Point Army Garrison on no less than two, and up to four stocking events annually between 20 September and 01 December for the length of the contract. Specific dates for each stocking year will be agreed upon by the contractor and installation contract officer representative (COR). The contractor may substitute ring-necked pheasant (Phasianus colchicus) subspecies, other pheasant species (Phasianus sp.), including hybrids provided COR approval is coordinated prior to stocking.
Birds shall be handled humanely, arrive in good health, full-grown and mature. Average size range estimates for healthy adult birds are about 2 ½ - 3 ½ lbs. for adult males and 1 ½ - 2 lbs. for adult females. Birds will arrive with mature plumage and tail feathers. Dead, sick, seriously injured or deformed birds will not be accepted. The contractor shall supply an approximate equal sex ratio of 50% males and 50% females. Birds shall not be delivered with blinders. State permits for wildlife release are the responsibility of the installation. Any additional licenses, permits, certifications, etc. are the responsibility of the contractor.
Birds shall be transported in poultry crates at a capacity of five birds to a crate, mixed by sex for easy handling and transport as well as to prevent overcrowding and ultimately ensure condition of the bird during transport. Stocking shall be accomplished by West Point staff and volunteers who will receive crates at a single road-side rally point and distribute birds throughout the reservation. This process may take up to 4 hours total. Empty crates shall be returned to and received by the contractor at the original rally point following stocking. Crates lost or irreparably damaged by West Point staff or volunteers may be charged to the installation at an agreed upon price.
