About this file
This is Addendum 1 to RFB #2023-15 for Jail Food Service issued by Portage County, Wisconsin, dated August 8, 2023. The addendum provides clarifications and answers to 44 bidder questions regarding food service operations at the county jail and juvenile detention center. The facility requires the contractor to serve meals to an average daily population (ADP) that varies by month, ranging from 32.4 to 53.1 inmates at the jail and 3.4 to 6.5 juveniles at the detention center based on 2023 data. Meals must be served according to a six-week menu cycle for regular and kosher/halal diets, though the county will consider a four-week cycle. Approximately three medical or religious diets are required daily. The contractor must accommodate approximately 10 disposable service instances per day for special diets and behavioral circumstances. Deliveries are accepted between 7:00 a.m. and 3:00 p.m., with flexibility for scheduled alternate times; the facility has no loading dock and requires a truck with a liftgate.
The county provides small wares including meal trays, cooking and serving utensils, dishwashing and kitchen cleaning chemicals, paper products, disposable service wares, phone and internet service, and the tray/spork service items. The contractor is responsible for staffing, with the current operation utilizing 3 full-time equivalent food service positions; the county deems current supervision levels satisfactory. Correctional officers handle meal delivery to housing pods and return of dirty trays. Juvenile meals are transported by kitchen staff approximately 40 yards down a hallway to the juvenile detention center, where county staff assumes delivery responsibilities. The facility does not currently operate a commissary meal program, does not require holiday or spirit lifter meals, and is not participating in USDA programs for juveniles. No contractor employee pre-employment drug screening or specialized training requirements are mandated by the county.
