About this file
This is Addendum 1 to Request for Bid (RFB) #2023-14 for Non-Residential Services for Adult Correctional Offenders issued by Portage County, Wisconsin. The addendum provides clarifications and answers to bidder questions regarding the scope of services to be delivered through a day report program and pretrial services under the Public Safety Assessment (PSA) supervision matrix. The county seeks service providers to deliver non-residential services that reduce offender recidivism and jail utilization while supporting the criminal justice system's continuum of care strategies. The current caseload includes approximately 110 referrals to the Day Report program as of July 31, 2023, with 345 felony summons filed year-to-date in 2023. Expected service volume includes approximately 600-750 urinalysis tests throughout 2024, with anticipated increases in Level 1 supervision (court date notifications) following PSA implementation, while individuals requiring case management and check-ins are expected to increase only slightly.
The vendor will be compensated through a yearly contract fee billed monthly for agreed-upon services, with the option to bill individual clients for non-pretrial services subject to Justice Programs Director approval and oversight committee notification. Portage County provides all necessary infrastructure, including dedicated office space, basic utilities, computers, phones, and internet access. The current provider, JusticePoint of Milwaukee, Wisconsin, has served the county for approximately 15 years. Case management expectations include face-to-face meetings lasting 15-30 minutes, evidence-based techniques, court status reports submitted 24 hours before court dates, violation reporting within 24 hours, community referrals coordination, monthly program data reporting, and administration of alcohol and drug testing. The supervision matrix establishes three pretrial release levels based on New Criminal Activity and Failure to Appear scaled scores, with corresponding release conditions including court date notifications, criminal history checks, check-in frequencies, case management, and GPS monitoring coordinated with the Sheriff's Office.
