About this file
This is a landscape renovation design document prepared by PBS Engineering and Environmental for the Oregon Military Department's Owen Summers facility located at 1776 Militia Way, Salem, Oregon. The project involves comprehensive landscape improvements including the installation of trees, shrubs, groundcovers, hardscape elements, irrigation systems, and site amenities at the military facility. The design includes four tree species (16 total trees), three shrub species (51 total shrubs), and four groundcover species (529 total plants), along with Belgard Holland Stone pavers for plaza and pathway installations, a picnic table, and seat walls. The landscape architect Robert W. Phipps, P.L.A., PWS, ISA-CA of PBS Engineering and Environmental prepared the design with a bid set date of February 2023. The project documents include 12 sheets covering landscape design, specifications, irrigation layouts, and installation details, with landscape contractor work to include site preparation, planting installation, mulching, hardscape installation, and a comprehensive automatic underground irrigation system with drip irrigation for planting areas and spray head coverage for lawn areas.
The landscape specifications require the contractor to provide a one-year warranty period beginning after written acceptance of work, with a limit of one replacement per plant for losses due to failure within the warranty period. Soil preparation involves de-compacting all new planting areas to 12 inches depth, installing 3 inches of compost, and applying 3 inches of bark mulch. The irrigation design-build component requires the contractor to submit all products, an irrigation plan, pressure test results, and design specifications prior to work commencement. The system must be capable of providing adequate water throughout the year with separate zones for planting and grass areas, utilizing drip irrigation at 18-inch on-center spacing with 0.9 GPH emitters for planting areas and triple head-to-head spray coverage for lawn areas, programmed to deliver 1 inch of water per week from April through September. The contractor must be a qualified irrigation professional with minimum five years of local experience in medium to large-scale systems and must provide winterization, spring start-up, as-built drawings, operation and maintenance manuals, and system keys to the owner upon project completion.

Allow topsoil to settle. Apply additional depth to meet depths in Plans.
C. Finish Grading: Grade planting areas to a smooth, uniform surface plane with loose, uniformly fine texture. Roll and rake, remove ridges, and fill depressions to meet finish grades. Before planting, obtain Landscape Architect's acceptance of finish grading; restore planting areas if eroded or otherwise disturbed after finish grading. Where landscape areas are excavated to finish grades as shown in the Civil Grading Plans, it may not be necessary to place topsoil if finish grade meets topsoil specification requirements.
3.5 TREES, SHRUBS, GROUNDCOVER AND VINE PLANTING
A. Excavation: Excavate circular planting pits 3X as wide as rootball or container with sides sloping inward at a 45-degree angle. Excavations with vertical sides are not acceptable. Trim perimeter of bottom leaving center area of bottom raised slightly to support root ball and assist in drainage away from center. Do not further disturb base. Ensure that root ball will sit on undisturbed base soil to prevent settling. Scarify sides of planting pit smeared or smoothed during excavation.
B. Remove stem girdling roots and kinked roots. Cut cleanly, do not break or tear. For bare root plants, do not install to produce J-hook roots.
C. After setting rootball in the planting pit and stabilizing the plant. Remove all burlap, rope, wire, twin and plastic containers.
D. Install fertilizer packs as shown in the Plans and as per manufacturer's specifications.
E. Backfill: Use excavated soil for backfill. Backfill around root ball in layers, tamping to settle soil and eliminate voids and air pockets.
F. Thoroughly water in place, regardless of season.
H. When planting on slopes, set the plant so the root flare on the uphill side is flush with the surrounding soil on the slope; the edge of the root ball on the downhill side will be above the surrounding soil. Apply enough soil to cover the downhill side of the root ball.
3.6 TREE, SHRUB, AND VINE PRUNING: Remove only dead, dying, or broken branches unless directed by the Landscape Architect. Do not prune for shape.
3.7 TREE STAKING: Install tree staking as shown in the Plans. Staple the chain lock tie material to the wood stakes as shown.
3.8 PLANTING AREA MULCHING
A. Mulch surfaces of planting areas and other areas as indicated in the Plans.
1. Trees in Turf Areas: Apply compost to a 3 inch depth and bark mulch to 3 inch depth as indicated in the Plans.
Bark Mulch in Planting Areas: Apply compost to a 3 inch depth and bark mulch to 3 inch depth as indicated in the Plans and finish level with adjacent finish grades, curbs, and sidewalks. see typical soil profile cross section details on Drawings.
3.9 TREE REMOVAL: Tree removals as shown on the Plans that are to be replaced with a new tree shall follow the removal of tree and stump mass to allow appropriate soil volumes for proposed tree's root ball. In areas of open lawn, minor field adjustment of no more than 3' may be allowed barring the existing trees stump is level with the existing ground. In planer islands, the proposed tree shall be placed in the same location as the previous existing removed tree unless otherwise shown.
3.10 HARDSCAPE: Follow manufacturers specifications. Details shown on plans are reference only.
3.11 CONTRACT PERIOD MAINTENANCE
A. Begin immediately after completion of approved initial planting and till closeout after warranty period.
