Program Overview LTC Howard Swanson
Product Manager, UH-60V
UH-60V Black Hawk Overview
A need exists to convert existing UH-60 BLACK HAWK helicopters to meet evolving interoperability and survivability requirements extending beyond 2035. The UH-60M currently meets these requirements. However, the existing UH-60Ls expected to remain in the fleet do not fully meet these requirements.
• The UH-60V BLACK HAWK is designed to update the existing UH-60L analog architecture to a digital infrastructure enabling the upgraded aircraft to have a similar Pilot-Vehicle Interface (PVI) to the UH-60M.
• The UH-60V program will modernize and increase interoperability by installing a digital cockpit, data bussing and upgrading the communication/identification suite, improving navigation guidance with a civil Global Positioning System (GPS), and integrating Aircraft Survivability Equipment (ASE), digital moving map, and Joint Variable Message Format (JVMF) messaging.
The open system architecture/FACE-aligned cockpit design provides digital multifunctional displays, allows for rapid future integration, and enhances situational awareness for aviation Soldiers.

Questions Received
Q:What military qualifications, aerospace, and FAA supply side certifications are required/preferred?
A:Contractors and subcontractors should have a AS9100-compliant quality management system, perform First Article Inspections IAW AS9102, mark parts IAW MIL-STD-130, and package the kits IAW MIL-STD-2073-1 and MIL-STD-
129. The kits are comprised of various NAS, SAE, and MIL-SPEC components, as detailed in the TDP. The contractor shall procure said components from qualified suppliers and build the kits IAW with the TDP.
Questions Received
Q:What vibration and temperature cycling standards will be specified
A:This is just a build-to-print contract; therefore, vibration and temperature cycling standards are not applicable. The Mechanical A-kit designs have already been qualified IAW MIL-STD 810G, MIL-STD-461F as modified by ADS-37A, MIL-STD 704, AS50881D, etc. The contractor shall build the kits IAW the qualified TDP.
Questions Received
Q: Will the USG consider adding an NRE CLIN and exclude the NRE CLIN, the PCA and First Article as part of the evaluation criteria?
A: NRE cost should be proposed within PCA and First Article. PCA and First Article will not be removed as part of the evaluation.
Questions Received
Q: Is the USG considering putting a proximity limit on companies considered for this effort? E.G., within 50 miles of Redstone Arsenal.
A: There is no limit to proximity of potential contractors
Questions Received
Q: The USG refers to EVM throughout the draft RFP, but the effort is currently indicated as a FFP effort. Can you clarify the EVM expectation?
A: There is no EVM required for this FFP contract.
Questions Received
Q: The guidance in attachment 6 does not match the pricing template in the Mechanical RFP. Can you verify the template in Attachment 8 is correct?
A: Pricing Template is correct in Attachment 8. Typo within the guidance provided in Attachment 6 which references incorrect Tab Letters. Should reference Tab 1.
Questions Received
Q: When is the projected award date for this contract?
A: Per DRAFT solicitation - Anticipated award date will be 2nd quarter FY24
Questions Received
Q: Upon contract award, what is the anticipated timeline for FAI delivery of the kits?
A: Per DRAFT solicitation - First Article Units are due 30 April 2025.
