About this file

This document is an Addendum to the 2022 Slurry Seal project for the City of Salem, Oregon. It is part of the contract documents and supersedes anything within the specifications with which it may conflict. The addendum includes changes to the Special Provisions related to laboratory evaluation and testing requirements, tolerances for the slurry seal mixture during production, and quality control sampling and testing. It also introduces a new Slurry Seal Daily Installation Sheet to be used for verifying the application rate.

The related state and local contract opportunity is for the 2022 Slurry Seal project, with an engineer's estimate of $200,000 to $240,000. The jurisdictions involved are Marion County and the City of Salem, Oregon. The bid/contract number is #212163, and the closing date for bids is March 29, 2022 at 2:30 PM.

ADDENDUM NUMBER: 1

FOR THE 2022 SLURRY SEAL

Addendum Number 1 to the above-mentioned project for the City of Salem, Oregon, is a part of the contract docu-ments, and as such, supersedes anything within the specifications with which it may conflict.

CHANGES TO SPECIAL PROVISIONS

Division 2—General Technical Requirements

SECTION 364—EMULSIFIED ASPHALT SLURRY SEAL SURFACING

— Paragraph 364.15 (b) Laboratory Evaluation – Delete the text and replace with the following:

Laboratory Evaluation—Have the mix design prepared and tested by a laboratory which has experience in designing Emulsified Asphalt Slurry Seal Surfacing. Determine the proportions of component materials and perform the tests described below. The final mix design shall meet the limits described below and in 364.15 (c).

Mix Design Tests:

Test Description Specifications ISSA TB-106 Slurry Seal Consistency ISSA TB-139 Wet Cohesion, 30 minutes set 0.10 lb.-in. min (For quick-traffic systems) 60 minutes set 0.17 lb.-in. min ISSA TB-109 Excess Asphalt by LWT 1 lb./sq. yd. max.

(For quick-traffic systems) and Sand Adhesion ISSA TB-114 Wet Stripping Pass (90% minimum) ISSA TB-100 Wet Track Abrasion Loss

One Hour Soak Time

1.5 lb./sq. yd. max

ISSA TB-113 Mix Time * Controllable to 180 sec. minimum

* The mixing test and set time test should be done at the highest temperatures expected during construction.

The wet track abrasion test is used to determine the minimum asphalt content.

The mixing test is used to predict how long the material can be mixed in the machine before it begins to break.

The laboratory shall also report the quantitative effects of moisture content on the unit weight of the aggregate (bulking effect). The report shall clearly show the proportions of aggregate, the minimum and maximum proportions of mineral filler and water, additive usage, and asphalt emulsion based on the dry weight of the aggregate.

All the component materials used in the mix design shall be representative of the materials proposed for use on the Project.

Show the percentages of each individual material required in the laboratory report. Adjustments may be required during the construction, based on the field conditions. The Engineer will give final approval for all such adjustments.

— Paragraph 364.16 Tolerance and Limit – Delete the text and replace with the following:

Tolerances for individual materials as well as the slurry seal mixture during production are as follows:

• After the designed residual asphalt content is determined, a plus or minus one percentage point variation will be allowed.

• The percentage of Aggregate passing each sieve shall be within the stockpile tolerance range as stated in

364.12.

• The percentage of Aggregate passing shall not go from the high end to the low end of the specified range of any two successive sieves.

• The slurry consistency shall not vary more than plus or minus 0.2 inch from the job mix formula after field adjustments.

• The rate of application, once determined by the Engineer, shall not vary more than plus or minus 2 pounds per square yard while remaining within the design application rate.

—Paragraph 364.17(a) Quality Control – Delete the text and replace with the following:

Be responsible for quality control. Perform quality control sampling and testing as follows:

Test gradation, mixture, moisture, and asphalt according to the ODOT Manual of Field Test Procedures (MFTP) and provide to the Engineer for review and approval. The tests shall be performed per the following table:

Test Type Test Method

Aggregate Graduation AASHTO T27/T11

Slurry Seal Mixture Visual

Moisture ISSA T106

Asphalt Materials AASHTO R66

—Paragraph 364.43 (b) Application Rate – Add the following text:

Note: The application rate shall be verified through the completion of the Slurry Seal Daily Installation Sheets

(See Appendix E). The daily installation sheets shall include the total material used (aggregate, water, and emulsion), the square yards of streets slurry sealed, and the calculated application rate.

When the calculated application rate is below the acceptable application rate range, payment will be proportionally reduced by dividing the calculated application rate by the target application rate.

CHANGES TO APPENDIX E

—Surry Seal Daily Installation Sheet – Remove existing sheet and replace with attached.

Remove Appendix E and replace with Slurry Seal Daily Installation Sheet-ADD1.

All other terms, conditions, and specifications within the bid documents shall remain unchanged and in effect in their entirety.
