6.0 Evaluation
52.212-2 -- Evaluation -- Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical Capability
(2) Price
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). – Not Applicable for this requirement
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Non-Price Factors
• Technical Capability - To be considered responsive and eligible for award, the Quoter must meet ALL of the mandatory criteria listed in the SOW. Any quote not meeting one or more of these criteria will be considered unacceptable and will not be given any further consideration.
OPM reserves the right to conduct an on-site inspection of offered facilities.
Price Factor
• Price
Price evaluation will be based on the extent to which price is quoted in accordance with the terms and conditions of the solicitation and is determined to be both fair and reasonable. Price will not be given a specific rating but will be evaluated and provided to the Contracting Officer as part of the integrated assessment.
• Price will be determined by the aggregate total of all line items.
• All line items must be quoted
7.0 Basis for Award
Following the LPTA evaluation process, the Government will first evaluate price to determine the lowest through highest priced quotations. Only the lowest priced quote whose price quotation response is determined to be in accordance with the terms and conditions of the solicitation, will be evaluated for technical acceptability. If the lowest priced quote is deemed technically unacceptable, the next lowest priced quote whose price quotation response is determined to be in accordance with the terms and conditions of the solicitation will be considered, and so on until a quoter is identified to be technically acceptable. Award will then be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. Quoters will be advised that the Government may not evaluate the technical quotation response of all quoters under this solicitation.
The Government anticipates awarding a single firm fixed price (FFP) contract to the responsible Quoter whose quote represents the best value to the Government, price and other factors considered.
Best value as defined in FAR Part 2, is the expected outcome of an acquisition that in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government will conduct a lowest price technically acceptable analysis using the evaluation factors listed in FAR 52.212-2 - Evaluation—Commercial Items.
