STATEMENT OF WORK
WATER TREATMENT SERVICES
AIR ROUTE TRAFFIC CONTROL CENTER
ALBUQUERQUE, NEW MEXICO
1. General: This Statement of Work is intended to outline requirements for the water treatment services for the cooling towers, boilers, closed loops, softeners and reverse osmosis (RO) units that must be tested and protected from scale, corrosion, and microbiological growths. The makeup water to the site is from the City of Albuquerque and alternates between high silica ground water and treated river water.
2. Scope: Weekly service and testing of the cooling towers, boilers, closed loops, makeup water, softeners, and RO units will be required. This includes the hot water loop, chill water, condenser water, water softener, and RO for chlorine. Closed loops must be tested monthly.
The Contractor shall provide a full-service water treatment program and shall maintain, calibrate, and service all control and feed equipment.
The Contractor shall provide regular corrosion coupon analysis on all systems that have corrosion coupon racks installed. The maximum allowable corrosion rate on mild steel is 1.0 mils per year. The maximum allowable corrosion rate is 0.2 mils per year on copper. The maximum coupon time is 90 days.
Service Staff
The Contractor will provide at least two service staff that can respond within 45 minutes to render services as needed. The two staff must have:
· The State of New Mexico Certified Pesticide Applicators License in Category 1 lb (cooling towers).
· Be licensed boiler operators in the State of New Mexico.
· Been employed by vendor for at least five (5) years. Due to the critical nature of the systems inexperienced and/or untrained staff will not be allowed onsite.
Proof of licensing must be submitted with the bid documents.
Chemicals
All chemicals used by the Contractor must meet State, Local, and Federal discharge requirements. Only microbicides registered with EPA and New Mexico Department of Agriculture may be used. Two microbicides in an alternating microbiocide program must be used. Salt for the softeners must be provided by the Contractor and delivered downstairs into the basement mechanical room.
Equipment
Contractor must supply cooling tower controls equipment that will auto adjust the cycles of concentration as makeup water quality changes. The Contractor must have local facilities that use this technology successfully and provide references of these. The FAA may contact the references.
The FAA will purchase the auto cycle control equipment separate from this bid.
Chemical Delivery
FAA does not want large quantities of chemicals stored on-site due to regulatory requirements. Inventory of chemicals on-site will be restricted to what can be stored in the existing chemical feed tanks owned by the FAA. The Contractor must maintain a complete inventory of water treatment chemicals for delivery to the FAA as needed and will be responsible for maintaining the chemical inventory in the on-site tanks and must deliver and transfer into the tanks and feeders as needed.
Contractor must provide proof of Department of Transportation registrations for company vehicles carrying hazardous materials to include DOT ID#, DOT Hazardous Materials Registration, and proof of Commercial Drivers License with HAZMAT endorsements for delivery staff and technicians assigned to the account.
Emergency Response
Contractor must participate in a 24 hour/7 day per week manned emergency response desk such as CHEMTREC. Additionally, the Contractor must provide a four (4) hour emergency on-site response if required.
Engineering Support
Contractor must have licensed New Mexico Professional Engineer (prefer Chemical Engineering) on full time staff that can visit the plant as needed. Water treatment process evaluations and modifications to the treated systems will be recommended at no charge to FAA for the duration of the contract.
The staff Professional Engineer will recommend chemical modifications such as chemical feed, chemical control, process control, and others without charge to FAA. Proof of PE license must be submitted with bid.
Security
FAA Albuquerque is a high security facility. Contractor’s representatives (two service representatives and professional engineer) must have the ability to meet the security requirements to enter the facility.
Reporting
Contractor must maintain documentation of tests performed, adjustments made, and all information pertinent to the water treatment program in a secure web-based reporting system. An email report will be provided after each service to the designated FAA representative.
Laboratory Support
The Contractor will maintain a laboratory within 30 minutes to perform non-routine chemical analysis. Local laboratory prevents testing error due to shipment and incorrect preservation of water samples. Periodic testing of the treated systems using ATP microbiological analysis will be required.
Qualifications and References
Contractor must have provided water treatment chemicals and services for a minimum of 10 years. Contractor must provide five (5) local references for water treatment services at facilities of similar size or larger to FAA. FAA will contact the references to determine vendor qualifications.
Contractor must have a nationally Certified Water Technologist (CWT) on staff.
Quality
Contractor products and services must be certified to ISO 9001:2000. Proof of certification required with offer.
Inspection Services
Contractor must have boroscope inspection equipment within 30 minutes. Internal inspections of the chiller condenser tubes must be provided when needed. Response within 24 hours of notification for inspection services is required. Proof of boroscope testing capabilities must be supplied with bid.
