April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 502 CONS/JBKAB
Project/Program Name: SAC IT Preventative Maintenance
Purchase Request / Local ID Number: F2MRAH1355AW02
Estimated Contract Cost (including Options): $130,000.08
Section B: Description of the Supplies/Services Required
The individual Justification and Approval (J&A) is being issued to gain approval to award a Sole Source Firm-Fixed Price (FFP) commercial contract to Tel Star Technologies, to provide preventative maintenance and pre-scheduled service calls for existing equipment, for the 502d Force Support Squadron (FSS), Community Services Flight. This preventative maintenance is essential to 502d FSS ability to provide quality service to the METC student population. Under the proposed contract, 502 CONS will solicit and award a new contract using a combination of procedures under FAR Subpart 12, Acquisition of Commercial Items, Subpart 13 Simplified Acquisition Procedures, and Subpart 37 Services Contracts.
Section C: Justification for Soliciting from a Single Source or Brand Name
Tel-Star was originally contracted by the Army Corp of Engineers to design and install the Student Activity Center`s highly specialized technical Network/Audio Visual system. There are numerous interfaces associated with this system to include an 86 station networked dot-com computer business center, high tech cinema with kaleidoscope technology, game hub with Internet access, 50 TVs routed through a central hub, state of the art DJ booth, and a control center operating all electronic equipment that relies on routers, hubs, switches and controllers which were designed and installed by Tel-Star. The technology systems are proprietary in both the customization of the software and the one-of-a-kind configuration of the hardware. The Technology system provisioned at the SAC has coding that is intellectual property, proprietary to Tel-Star Technologies. These systems were designed specifically for this facility and the configurations were implemented to meet the customer demand for this type of state of the art operation. The core of the AV system is a Crestron platform with several integration prongs into other subsystems. These scripts and programs are unique and proprietary to the Tel-Star Technologies. The core of the Network is a Barracuda platform with integration for Wi-Fi and Business Center PC software. All the systems were customized to work together as a single proprietary system.
Tel Star will provide continued preventative maintenance services as they have full knowledge of the software, programming, functionality and configuration of the entire operation system supporting the vast array of high tech electronics throughout the facility. As maintenance of these systems requires extensive certification in network accreditation, the Air Force does not have organic resources to support this mission and the 502d Force Support Squadron Information Technology Department does not have qualified/certified technicians to perform the required services. As such, a certified Form 9 has been provided to 502CONS thereby giving 502CONS authority to solicit this requirement.
Section D: Efforts to Obtain Competition
A Sources Sought was issued to the public via SAM.gov and NETCENTS NETOPS for a period of five (5) business days. No responses were received.
As prescribed in FAR 13.501(a)(1)(iii), this justification will be made publicly available within 14 days after contract award IAW FAR 6.305(a)(d) & (e).
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The acquisition of the $2M system was accomplished by the Army Corps during the design and construction phase of the building. At this time potential vendors cannot provide maintenance services for this high tech operation due to the specialized

When the time comes to update/upgrade or replace, emphasis will be made on purchasing a system with a common operating platform which multiple vendors will be have the ability to compete.
The Government will ensure it obtains the best preventative maintenance price by utilizing proposal pricing techniques IAW FAR 15.404-1. The Government will ensure for any future acquisitions that proper planning and barriers to competition are thoroughly addressed and competition be utilized at the maximum extent practicable.
