About this file
The document is a 2022 Facility Condition Assessment report prepared by MENG Analysis for the City of Sammamish, focusing on the Central Washington University - Sammamish facility located at 120 228th Ave NE in Sammamish, Washington. The two-story community center, originally constructed in 2008 and purchased by the city in 2015, serves as an extended learning satellite campus for Central Washington University and local high school Running Start students. The 30,807 square foot facility was last renovated in 2020 for a tenant improvement project to lease to the university, with a current replacement value of $10,836,000.
The facility assessment reveals several deficiencies and opportunities across multiple building systems, with a total projected repair cost of approximately $802,000 for the period of 2022-2027. Key areas requiring attention include HVAC system upgrades, roof insulation improvements, exterior wall and window repairs, and site infrastructure enhancements. Additional opportunities for improvement total approximately $1,111,000, including installing LED lighting, networked HVAC controls, electric vehicle charging stations, and a photovoltaic system. The facility has a Facility Condition Index (FCI) of 0.08 and a weighted average condition score of 2.4, indicating moderate maintenance needs. The site is surrounded by forested wetlands and includes utilities such as city water, fire systems, and high-speed fiber-optic data service.

Facility Condition Summary
Constructed in 2008 and previously used by a number of different churches, the facility was purchased by the city in 2015. There was a tenant improvement project in 2020 for lease to Central Washington University as the Sammamish Center which operates as an extended learning (satellite) campus for the university. The two-story structure includes two mansard roof areas surrounding separate low-slope membrane roofs (with multiple past leaks reported) housing mechanical rooftop equipment. Precast wall panels are showing signs of water intrusion, corrosion of reinforcing steel with early stages of spalling at the main entry.
HVAC is rooftop gas-pack units mostly single zone, but two multi-zone with variable volume and temperature (VVT) zone dampers and thermostats.
The large gym unit is failing and planned for replacement in the near future. HVAC controls are standalone (not networked) for each rooftop system and should be upgraded to City-standard networked controls when the rooftop units are replaced. The economizer dampers were all fully closed during the site visit, indicating no ventilation and no free cooling - a building tune-up is suggested to get the rooftop units and controls working properly. A commercial kitchen hood system is installed, but not used, as kitchen appliances are removed. Plumbing includes restrooms, locker rooms, commercial kitchen, janitor sinks, and drinking fountains. Gutter and downspout at perimeter sloped mansard roof, and internal roof and overflow roof drains serving inner low-slope membrane roof. Fire sprinkler and alarm throughout. Power is modern 480V, three-phase with large capacity for future addition to west. Lighting is manually switched and aging fluorescent, except recent upgrade to LED at gym. High-speed fiber-optic data, and other low voltage systems to support the educational program. The elevator is out of service due to failed controls.

East window wall reportedly leaks intermittently during storm events with water running from the head, down the interior of the window wall.
Investigate possible source and repair. There is no eave protection in the center and adjacent gutters terminate at the window wall in this location. There is also no head kick flashing (continuing the drainage plane past the face of the window frame) visibly evident from the ground. Exterior head sealant of the window system may have failed or have gaps. Additional potential leak sources could be wall parapet cap flashing over roof detail; at this location, there is a minimal height roof curb that water could be bypassing during significant storm events if the membrane does not extend up and over the face of the parapet curb, or has other penetrations.
Investigate further for any internal wall water damage.

Sammamish, WA 98074
Facility Condition Summary
Purchased in 2015 by the city for $6.1M this 21.54-acre site now houses the two-story Central Washington University Sammamish Center, an extended learning satellite building for the university, that also serves local high school Running Start students. Surrounded by forested wetlands to the north, east, and south, development is generally limited to the west central third of the site. The primary entry and asphalt loop drive off of 228th Avenue NE connects three asphalt parking areas on the north and east sides of the lot, in addition to an entry drive off East Main Street to the south, bisecting two large grassy areas on the east and central thirds of the site (previously earmarked for future building and additional parking lot development).
City water, fire, irrigation, and sewer; onsite storm detention vault to adjacent City storm water pond. Puget Sound Energy power and natural gas.
High-speed fiber-optic data service.

RoadwaysG2010 3 Asphalt driveway connects main entry, parking lots, fire lane loop, and access road entry from East Main Street, repaired and seal coated in 2018. Clean, prep, and seal asphalt cracks. Apply topcoat seal to extend system life. Fire loop around south face of building is only 11'-2" wide and likely does not meet current fire marshal and apparatus clearance requirements. Some curbs broken, especially at the intersection with the main drive which has a substandard turning radius.
TRB 09/09/222008 2008
Parking LotsG2020 3 Asphalt paving was repaired and seal coated in 2018. Paint (including ADA stall paint) faded.
Asphalt cracking and degradation beginning.
TRB 09/09/222008 2008
Pedestrian PavingG2030 3 Concrete sidewalks.TRB 09/09/222008 2008
Site DevelopmentG2040 3 College monument sign and bicycle racks. Fencing is a combination of some chain link fencing in good condition, but the cedar split rail fencing at the north and south perimeter of wetlands and south entry drive is at end of life.
TRB 09/09/222008 2015
LandscapingG2050 3 Lawn area in front is currently dead (with high water and poor draining soils reportedly become bog-like in the winter). Perimeter landscape plantings (trees and shrubs) in good condition, however need to be pruned away from the building facade. The remaining 80% of the site is natural wetland landscape.

G Sitework
Site Civil / Mechanical UtilitiesG30
Water SupplyG3010 2 Two-inch city water meter with reduced-pressure backflow preventer in hot box to east. Two-inch irrigation meter with unclear backflow prevention and system abandoned in place, reportedly failed throughout the site with many leaks and not used since City purchased the site in 2016. Ten-inch fire loop through site with multiple fire hydrants and six-inch fire service to the building via large vault with adjacent post-indicator valve and fire department connection. The fire backflow prevention and metering vault is partly flooded with sump pump failure - minor maintenance to service or replace.
Site water pressure is strong at 100 psig. As a low point in the City water distribution system, City water pressure is high and occasionally subject to system-wide over-pressure conditions, resulting in utility relief valves causing localized flooding - noting this is an infrequent occurrence.
DCS 09/09/222008 2008
Sanitary SewerG3020 2 City sewer with no issues reported. The commercial kitchen grease interceptor is located significantly west of the building to make room for the future west building; the interceptor is nearly abandoned in place, as the commercial kitchen is not being used as such - minor maintenance to clean and inspect the interceptor periodically to ensure structural integrity and readiness to return to service in the future if needed.
DCS 09/09/222008 2008
Storm SewerG3030 2 Underground concrete storm water detention vault under far parking lot to northwest with no issues reported; network of catch basins and underground piping conveying storm water to vault, including from building roof drains. The vault should be drained, cleaned, and inspected periodically as minor maintenance. A section of storm drain piping along the pedestrian paving in front of the northwest main entry to the building is damaged, with drain piping exposed above grade - minor maintenance to repair.
DCS 09/09/222008 2008
Fuel DistributionG3060 2 Puget Sound Energy natural gas meter No. 642689 with 1,000 cfh capacity and missing seismic shut-off valve - minor maintenance to install.

Curbs broken, especially at the intersection with the main drive which has a substandard turning radius.
Demo and replace broken curbs. At fire lane loop intersection with main road, consider road rework to provide a larger turning radius at the intersection with the fire / maintenance loop, and where the north-south leg intersects the north entrance drive to pass fire apparatus, buses, waste collections, and other large vehicles, and thwart future damage to property.
