NOTICE OF INTENT
Solicitation: HTC71122RD008 Office: United States Transportation Command (USTRANSCOM) Title: SpecBuilder
USTRANSCOM, TCAQ-D intends to issue a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 13 -Simplified Acquisitions Procedures, to Edifecs, Inc. to procure SpecBuilder software. The associated North American Industry Classification System (NAICS) code for this requirement is 511210 and will be used for determining company size status. A sole source Justification and Approval document is included with this notice.
The proposed contract action will provide USTRANSCOM the ability to simplify and accelerate authoring, testing, and publishing of ANSI ASC X12 specifications. SpecBuilder enables USTRANSCOM to create standardized data exchange between DoD components, systems, and commercial trading partners and ensures compliance with the American National Standards Institute (ANSI) Accredited Standards Committee (ASC) X12 standard for Electronic Data Interchange (EDI) as directed by DoD Directive (DoDD) 4500.09.
The resultant firm-fixed price contract will be for a one-year period.
Currently, Edifecs, Inc. is the only authorized source capable of providing this software.
IAW FAR 5.301(b)(6) companies that can provide this service must indicate their interest in writing with a request for solicitation within two business days of this announcement to Ms. Alicia Biekert (alicia.m.biekert.civ@mail.mil) and Ms. JaneAnne Holten (janeanne.m.holten.civ@mail.mil).
