About this file

This document contains responses to requests for information (RFIs) related to the replacement of air handling units 2 and 3 at a Department of Veterans Affairs medical center. The RFI responses provide clarification on project scope items such as phasing plans, ceiling and sprinkler work, fire protection requirements, and equipment specifications. Key details include confirmation that all exterior exposed steel must be hot-dipped galvanized, clarification of which existing spaces will remain occupied during construction, and notation that packaged heat exchangers must meet specified performance criteria though several manufacturers may be acceptable. The proposal due date for the project remains unchanged at September 12, 2022.

Replace Air Handling Unit No. 2 & 3
PROJ: 573-18-602 and 573-18-603
Item NumberDisciplineRFI's/QuestionsA/E Response (at Government's Discretion)Government Response
1ArchitectureOn sheet A401 of the AHU 2 drawings, floor plan note 5 indicates that demountable partitions are part of the scope but we have been unsuccessful with locating them in the drawings. Please advise on whether they are part of the scope. Please refer to sheet G008 of the architectural drawing set for the exact locations of the demountable partitions. Also, there is no sheet called G002 - Phases 3, 4 and 5 on sheets G006 and G007.
2ArchitectureOn sheet G002 of the AHU 2 drawings, phase 2 consists of renovating the swing space. We cannot find any drawings that would indicate the scope of this work. Please advise. Please refer to sheet G008 of the architectural drawing set for the exact locations of the demountable partitions. Also, there is no sheet called G002 - Phases 3, 4 and 5 on sheets G006 and G007.
3ArchitectureOn sheet G002 of the AHU 2 drawings, the phasing notes indicate that Inpatient Pharmacy (Zone 1-B) and Nuclear Medicine (Zone B-B) will remain operational during construction. We have the following questions regarding this:See answers below (3a & 3b):
3aArchitecturea. There is conflicting information regarding the note on other pages. Sheet G003 indicates in the phasing notes that some of the occupants of Inpatient Pharmacy zone 1-B will be relocated to the swing space. In order to properly understand the scope of the after hours work, we need a list of rooms (Number and Description) that will remain occupied.Inpatient Pharmacy occupants will not be relocated - this department shall stay. Only Pharmacy Admin., Cardiology, Healthcare Admin Serv., and Voluntary Serv will be relocated to the swing space.
3bArchitectureb. Please provide the room numbers of the scheduling unit within Nuclear Medicine (zone B-B) that will be relocating to the swing space.See G003 color coded chart in relationship to AD sheets for room numbers.
3cGeneralc. Please provide the room numbers and description of all spaces that will remain occupied and provide hours and days of occupancy.VA to confirm hours and days of occupancy for each remaining occupied space. Most of these areas are regular hours. Please refer to drawings and specification.
3dGenerald. Smoke Zone BB, Nuclear Medicine will remain occupied during the week and that the work in this area will only be allowed during weekends. Based on the requirements to demolish the existing acoustical ceilings, demolish the existing ductwork and install new ductwork, we do not see how this space can remain occupied. All the work in this space, cannot be completed over one weekend. In order to install the new ductwork the old ductwork will need to be removed and once the old ductwork is removed there will be no way to continue to be able to provide a conditioned space because the new ductwork cannot be totally completed. Is it the intent that this entire space will be conditioned with spot coolers?Account for spot coolers.
4Fire protectionOn sheet G002 of the AHU 2 & 3 drawings, the phasing notes indicate that we are required to drain the fire sprinklers and shutdown the fire protection system temporarily in construction zone. We have the following questions regarding this statement:See answers below (4a & 4b):
4aFire protectiona. Is this a requirement for all areas that will be under construction? All construction works shall be performed per the drawings and specifications.
4bFire protectionb. Will a fire watch be required? If so, who will provide the watch (VA or Contractor)?VA has instructed through design that a fire watch is not required, but temporary heat sensors to be used when fire/smoke detection systems are temporaryly disabled. VA to confirm. The contractor needs to provide a fire watch if it is needed.
5Fire protectionOn sheet FX101 and FX102 of the AHU 2 drawings, the notes indicate that all existing sprinkler heads and branch pipes that are affected by HVAC system upgrade work shall be replaced with sprinkler head and flexible hose assemblies. This statement is unclear. Are to replace all sprinkler heads and install flexible hose assemblies within the limits of construction or is it only when the sprinkler system conflicts with the HVAC work? Please define this scope of work. All existing rigid sprinkler heads is to be replaced with a flexible hose and new sprinkler head.
6Fire protectionOn sheet FX101 and FX102, there is a statement that the extent of sprinkler replacement scope at level 1 shall include existing radiant ceiling panels, any existing ceiling above 8’0” elevation, and areas with changes in height, elevation and type of ceiling. We have the following questions regarding this statement:See answers below (6a & 6b):
6aFire protectiona. Is this statement limiting the sprinkler work to these conditions?See sheet notes and keynotes. Scope of work is limited to smoke zones shown.
6bFire protectionb. What does level 1 mean? 1st floor, basement?1st floor
6cFire protectionc. What does existing radiant ceiling panels statement mean?Any area that has an existing radiant ceiling panel system or any area that is currently lower than the proposed height of the new ceilings.
6dArchitectured. We cannot locate any elevations of existing ceilings and really have no idea what “any existing ceiling above 8’0” elevation” statement means. Does this mean all ceilings? Please provide heights of existing ceilings and a clarification of what this means.Meaning, all existing ceiling to be relocated to 8'-0" height when new ceilings are installed, unless stated otherwise.
6eArchitecturee. The statement “areas with changes in height, elevation and type of ceiling” cannot be quantified because we do not know what the existing ceiling heights are. Does this statement indicate that all ceiling areas that are disturbed and reinstalled are part of the scope?Yes, all ceiling areas that are disturbed and reinstalled are part of the scope.
7Fire protectionOn sheet FX101 and FX102, there is a statement that any sprinkler pipes and heads that conflict with new HVAC system above ceiling shall be relocated. This work cannot be quantified and is unknown. Please provide direction on how to price this work. All Fire Protections works will be performed by the Fire protection Constractor's aproved shop drawings. This is not A/E information to provide.
8Arch/StructuralSpecification 05 12 00 requires exterior steel to be galvanized; however, the structural drawings sheet S001 for both AHU 2 and AHU 3 indicates that the steel is to receive an epoxy coating. Please advise. If epoxy coating is required, please provide specification for the coating. All exterior exposed steel shall be hot dipped galvanized
9MechanicalAs it pertains to specification section 01 45 35 Special Inspection, please confirm that the special inspector is to be hired by Contractor.Special Inspector (SI) – A qualified person retained by the contractor and approved by the Contracting Officer as having the competence necessary to inspect a particular type of construction requiring Special Inspections. The SI must be an independent third party hired directly by the Prime Contractor.
10MechanicalThe mechanical drawings of AHU 2 and AHU 3 indicate to temporarily relocate any above ceiling MEP obstructions to the new HVAC work. This work cannot be quantified and is unknown. Please provide direction on how to price this work. All Mechanical works will be perfomed by the Mechanical Constractor's aproved shop drawings. This is not A/E information to provide.
11ArchitectureSheet AD 101 and 102 of AHU 2 indicates to leave the existing life safety exit routes undisturbed. Please provide the existing life safety exit routes.See VA supplied Fire Life Safety Survey by Fire Protection & Code Consultants, LLC dated 12/28/2018.
12ArchitectureOn sheet A001 of AHU 3, the location of the existing tower crane foundation is identified. Is this the only approved location for setting up a crane for AHU 2 and AHU 3? Or are other locations acceptable? If other locations are acceptable, please advise on location. This is the preferred location VA Gainesville has indicated. Any variations to be discussed with VA directly.
13ArchitectureOn sheet MD402C of the AHU 3 drawings, the existing dog house enclosure around existing rooftop air handler is to be demolished. Please provide the dimensions of the dog house and what the dog house consists of.Overall, the doghouse is 40 feet long, 28 feet wide, and 16 foot tall walls, with Gable roof peak at roughly 24 feet. It consists of 3 layers of cement plaster on metal lath on exterior sheathing on 6 inch cold formed metal framing; metal trusses, gabled standing seam metal roof with 1.5 inches of insulation and gutters with downspouts.
14ArchitectureSheet A103 of the AHU 3 drawings note 9 indicates to apply black window film to the interior windows. Please provide dimensions of the windows.Existing windows are approx. 5' x 5'.
15ArchitectureSheet A103 of the AHU 3 drawings note 14 indicates to apply cement board cover this side only – brace as necessary for toilet accessories. We have the following questions regarding this:See answers below (15a & 15b):
15aArchitecturea. What is the scope of applying the cement board cover? There are no provisions in the demolition drawings to remove the wall or wall board and this is an existing wall.Cement board to finish wall after blocking added added and to cover existing window for temporary toilet room privacy.
15bArchitectureb. What does brace the wall mean? Install blocking?Add blocking to support temporary wall hung appurtenances.
16ArchitectureThere are no existing ceiling heights shown in the swing space for the AHU 3 drawings. Please provide.Existing heights to remain undisturbed. Varies per area.
17Fire protectionThe mechanical drawings MH102 through MH104, indicates that the contractor shall temporarily shutdown fire protection system during construction. Drain down the fire sprinkler pipes. All sprinkler head pipes to radiant ceiling panel shall be replaced with new flexible metal tubing and sprinkler head. Does the fire sprinkler drawings show this work or is this work in addition to the fire sprinkler drawings? All Fire Protections works will be performed by the Fire protection Constractor's aproved shop drawings and project specifications.
18Fire protectionThere is a note in the fire sprinkler drawings that it is intended that pricing submitted shall include everything required to provide a complete and operational system to the owner, whether indicated on these drawings or not. Please advise on what this means. All Fire Protections works will be performed by the Fire protection Constractor's aproved shop drawings and project specifications.
19GeneralThe Solicitation incorporates VAAR 852.232-70 which indicates that the Contracting Officer will consider paying for stored materials. Considering the supply chain issues and cost escalations that the industry is experiencing, will the Contracting Officer approve payment through-out the project for stored materials onsite and offsite? Approval of payment for stored materials will greatly improve the contractor’s ability to complete the project on-time and within the budget. All construction works shall be performed per the drawings and specifications.
