NOTICE OF INTENT

Solicitation: HTC71122QD058 Office: United States Transportation Command (USTRANSCOM) Title: Ports & Vessels Subscription

USTRANSCOM, TCAQ-D intends to issue a sole source, firm- fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 13 -Simplified Acquisitions Procedures, to IHS Global, Inc. to procure the Ports and Vessels Subscription. The associated North American Industry Classification System (NAICS) code for this requirement is 519130 and will be used for determining company size status. A sole source Justification and Approval document is being coordinated and, upon approval, a copy of it will be posted here on sam.gov to comply with the public display requirements of FAR 6.305.

The proposed contract action will provide USTRANSCOM, AMC, MSC, SDDC, JTRU, JECC, NGA, and DLA the ability to retrieve current ports and vessel reference data for 60 concurrent users with 50 fields of data. Vessel names/ownership and port capabilities change frequently, and it is vital that USTRANSCOM and its components have access to the most up-to-date information for the war fighter. Due to the uniqueness and complexity of this data requirement, this effort requires other than full and open competition for the renewal of the Ports and Vessels (Fairplay) subscription, as the Ports and Vessel Information database is maintained by IHS Global, Inc. The database provides information such as ships' current and previous call names, call signs, flag and port of registry, sizes, and more. The full list of data that is required to be updated daily, at a minimum. The database is a web-based service that can be accessed by multiple users at once.

The resultant firm-fixed price contract will be for a 1-year base period and four 1-year option periods for a total of 5 years (60 months).

Currently, IHS Global, Inc. is the only proven source capable of providing the most comprehensive ship registry on the market containing vessel characteristics for over 190,000 ships of at least 100 gross tons and their ports registry contains data on over 16,500 ports and 25,000 port service providers. Vessel and ports characteristics tend to change frequently and the USTRANSCOM Enterprise requires the most current information is consumable by our functional users (war fighters, port managers, and shippers). Through IHS Global, Inc.’s specialized database services, USTRANSCOM and its component commands will have access to the most current vessel and port information for up to 60 concurrent users and 50 fields of information.

The statutory authority for other than full and open competition is 10 USC 3406 (c) (2), only one such contractor is capable of providing the services or property required at the level of quality required because the services or property ordered are unique or highly specialized. Companies that can provide this service must indicate their interest in writing within 5 business days of this announcement to Ms. Chelsea Menchak (chelsea.r.menchak.civ@mail.mil) and Ms. Deborah Coombes (deborah.k.coombes.civ@mail.mil). All responsible sources will be considered in evaluating the determination to issue a sole-source contract.

Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.
