About this file
The document is a Sole Source Notice issued by the Oregon Department of Forestry (ODF) for a sole source contract with American Forests, a non-profit organization, to assess the current and forecasted need for reforestation in the state and compare this with an assessment of the capacity of the reforestation pipeline, including seed, nursery production, and capacity for site prep, planting, post-planting maintenance, and monitoring. The core objective is to develop an Oregon Reforestation Strategy, and the deliverables include administering a nursery survey and interviews, analyzing data, preparing a nursery report, developing a working group and reforestation pipeline working group process, and reviewing the nursery report with the working group. ODF intends to enter into this sole source agreement under the authority granted in a DAS delegation agreement.
The contract is funded through the Seed and Seedling Needs for Family Forest Owners grant (17-DG-11062765-715), and American Forests was specifically called out in this grant. Any potential protestor would need approval from this grant group for funding, and they would need to be able to complete the work for the same funded amount as provided for American Forests. The contract is focused on the jurisdictions of Marion County and the City of Salem.

Sole Source Notice: S-62900-00003287
ODF intends to enter into a sole source contract to assess the current and forecasted need for reforestation in the state and compare this with an assessment of the capacity of the reforestation pipeline (seed, nursery production, and capacity for—site prep, planting, post-planting maintenance and monitoring).
The Oregon Department of Forestry has made a determination that the level of expertise for this project is only available from one source, American Forests. Our market research has indicated that no other company possesses the level of expertise completing similar nursery assessments. Oregon has experienced over a decade of above average fire seasons that have significantly impacted federal, state, and privately owned forests. To date, there has been no coordinated restoration effort or plan for reforestation at a landscape scale. As the state begins to address reforestation – and potentially afforestation for carbon sequestration – a plan is needed to guide and prioritize investments.
In Phase 1 of the Reforestation Strategy, American Forests will deliver a Nursery survey report and working group process development.
The core objective in developing the Oregon Reforestation Strategy is to assess the current and forecasted need for reforestation in the state and compare this with an assessment of the capacity of the reforestation pipeline (seed, nursery production, and capacity for—site prep, planting, post-planting maintenance and monitoring).
Deliverables include:
1. Administer nursery survey and interviews,1 analyze data, and prepare nursery report.
2. Develop working group and reforestation pipeline working group process.2
3. Review nursery report with the reforestation pipeline working group and consult the working group on the research design for phase 2.
ODF intends to enter into this sole source agreement under authority granted in DAS delegation agreement DASOBO-00021313 (as amended).
