About this file
Summary
This Invitation for Quote/Bid (IFQ/B) document is issued by Palm Beach County's Capital Improvements Division for the removal and replacement of the card access system at the North County Government Center located at 3188 PGA Blvd, Palm Beach Gardens, Florida. The project (2022-007283-R1) encompasses furnishing all labor, equipment, materials, and professional services necessary to remove the existing Sielox card access system and install a new Lenel-based access control system with HID SIGNO card readers, delayed egress locking systems with crash bars, panic buttons, and related security infrastructure. The scope includes removing seven wireless Assa Abloy card readers and replacing them with wired readers, installing new door position switches on stairwell doors, and configuring lockdown procedures at the security desk and PBSO station. A mandatory pre-bid meeting is scheduled for April 5, 2023, at 10:00 a.m. at the project site, though attendance is waived for firms that attended the previous pre-bid conference on December 8, 2022. Quotes and bids are due by April 27, 2023, at 2:00 p.m., with substantial completion required within 320 calendar days from notice to proceed. Liquidated damages accrue at $120 per day for failure to meet the completion deadline.
Bid security and public construction bonds are required for bids of $200,000 or more, with bid security set at five percent of the bid price and the public construction bond at 100 percent of the work order value. The contract includes the County's Equal Business Opportunity (EBO) Program requirements with Affirmative Procurement Initiatives (APIs) for Small Business Enterprise (SBE) sheltered market competition (work orders $100,000 and below reserved for certified SBEs) and a ten percent SBE price preference for single-trade construction contracts. Contractors must be qualified under Palm Beach County's Annual Contract for Low Voltage, with qualification applications required at least ten days before the bid due date. The contract includes standard contractual amendments regarding worker's compensation insurance (minimum employer's liability limits of $500,000/$500,000/$500,000), E-Verify employment eligibility verification requirements, and commercial non-discrimination certifications. All work must comply with the 2017 Florida Building Code and Florida Fire Prevention Code, and contractors must obtain a Criminal Justice Information (CJI) Facilities Background Check and County badge prior to site access. Detailed exhibits and specifications, including card reader locations and technical requirements, are referenced but require execution of a non-disclosure agreement prior to distribution due to exempt and confidential information under Florida Public Records Law.
