United States Senate, Office of the Sergeant at Arms Solicitation Number 2021-R-008

Date of Issue: October 15, 2017 Amendment Number: 001

The purpose of this Amendment No. 001 to amend Solicitation No. 2021-R-008 “Website

Development” (Solicitation) as follows:

1. Remove the existing requirement at C.3.1.2.h.1 in its entirety, and replace with the following:

“…itemized Feature Set Task costs, based on the rates for Website Design and

Development, including eight (8) hours of Post-Launch Emergency Support, (CLIN 001 and successors) in B.7.1 for the applicable Contract period;”

2. Incorporate the following language to revise the Solicitation sections as listed below:

• C.3.5.9 Post Launch Emergency Support – the Contractor shall be prepared to provide at least eight (8) hours of post-launch emergency support (see Sec. E.1) to help resolve unforeseen website performance issues.

• C.3.6.3.1 On those occasions where unforeseen external conditions elicit website performance issues, the resolution of which requires assistance from the Contractor, the

Contractor shall provide up to eight (8) hours of Post-Launch Emergency Support, as requested by the SAA.

• C.4.7.1 Post Launch Emergency Support – On those occasions where Post-Launch

Emergency Support has been provided, the Contractor shall detail in the Monthly Report to the Senate Office POC, the hours expended.

• E.1.7 “Post Launch Emergency Support” is support authorized to resolve those website performance issues that arise from unforeseen external conditions and that require immediate attention of the Contractor outside of Senate business hours (as defined in C.3.6.3). The invocation of Post-Launch Emergency Support will be at the discretion of the SAA, to be communicated to the Contractor by the COR.

3. Remove L.5.1 in its entirety and replace with the following:

L.5.1 Offerors are to submit a proposal that represents their best efforts to respond to the

Solicitation requirements. The SAA requests that when addressing or responding to specific requirements of the Solicitation, Offerors make explicit in its response the Solicitation section and clause number referenced.

Any inconsistencies between the Technical and Price and Administrative Proposals must be explained. A significant inconsistency, if unexplained, will raise a fundamental question of the

Offeror's understanding of the work required and ability to perform the Contract. This may be grounds for either rejection of the proposal or a basis for a determination of non-compliance.

With respect to cost estimates, the burden of proving cost credibility rests with the Offeror.
