About this file
This document is an addendum to a Request for Information (RFI) issued by the City of Eugene, Oregon for Electric Scooter Share Services. The RFI seeks letters of interest and high-level price range information from prospective providers, with the intent to issue up to two licenses to operate in the first year and potentially a third operator in the future. The addendum provides responses to questions submitted by potential offerors, including clarification on the anticipated timeline for the pilot launch, requirements around communicating safe parking practices, and the City's interest in mid- and post-pilot evaluation studies. Additionally, the addendum clarifies that the City only intends to issue up to two licenses initially, though a third operator may be licensed in the future.
The RFI is part of a state and local contract opportunity involving the City of Eugene and Lane County, Oregon. Responses to the RFI are due by August 13, 2021, at 3:00 PM. The RFI is for informational purposes only and will not directly result in a contract award.

Subject: City of Eugene RFI 2021200034 Electric Scooter Share Services
Addendum 1
The solicitation referenced above is updated & amended as follows:
Responses to questions submitted before 2:00 PM on July 30, 2021 are provided below.
1. On Page 4, the RFI states that they would like to see this pilot “launched Spring or Fall of 2021” - can the City confirm the anticipated timeline of “Spring or Fall of 2021” is the anticipated timeline “Spring or Fall of 2022?” Given the timing of the RFI release and pilot, a launch timeframe for Fall 2021 or Spring 2022 could be advantageous, especially with the strong potential for a Covid resurgence this Fall.
Fall 2021 or Spring 2022
2. On page 6 (4)(B), the RFI states that the provider should “Communicate safe parking practices, not just for the scooter rider but for all users of the transportation system”. Can the City provide any additional insights on this statement/what would all users of the transportation system need to know?
A manner of parking scooters that is safe for the rider as they end their trip, but also does not create unsafe conditions for people who are walking, biking, using assisted mobility devices, using public transit, or driving.
3. On page 6 (6)(D), what would the city like to know about mid- and post-pilot evaluation studies? Would this be focus groups? User surveys? Data analysis? Any additional insight would be helpful.
Analysis of the user experience as well as the broader community’s experience/perception of the pilot.
Analysis of user demographics, purpose for trips, and mode shift (for instance, did the scooter ride to a certain destination replace a trip that would have otherwise been completed by walking, biking, driving). Are users new to active transportation? Are scootershare trips replacing bikeshare trips? Are scooters fulfilling the first-last mile to public transit?
4. The RFI made reference to being open to up to two competitors, the supplemental section made reference to the possibility of one to three operators. Can the City clarify whether respondents should address scenarios of up to three or up to two operators?
For the first year, we only intend to issue up to two licenses to operate. In the future, a third operator may be licensed.
All other specifications, terms and conditions remain unchanged.
