STATEMENT OF WORK

Repair Community Activity Center (CAC), Bldg. 807

Minneapolis Air Reserve Station Project Number: QJKL 18-0024

4 June 2021

1.0 INTRODUCTION

Contractor shall provide all professional services, permits, supervision, labor, materials and equipment necessary to fully meet all requirements of this Statement of Work, Construction Specifications, Construction Drawings and all other Contract Documents related to and/or titled: “Repair Community Center, Building 807, QJKL 18-0024” at the Minneapolis Air Reserve Station, Minneapolis Minnesota.

2.0 SCOPE OF WORK

The performed tasks shall be based on the project description, other data furnished in this Statement of Work (SOW), and information covered during the Pre-Construction (Pre-CON) meeting. THE SCOPE OF THIS PROJECT INCLUDES THE REPAIR OF THE COMMUNITY ACTIVITY CENTER (CAC) BUILDING 807. This shall include, but is not limited to:

a. Contract specifications Books 1 and 2 (Attachment 1 and 2); and

b. Contract drawings (Attachment 3).

2.1 Applicable Documents: The Contractor shall adhere to the following guidance during the construction phase(s) of this project (See Drawing G-009): Design requirements as shown in the Specifications and Drawings. If there is a conflict between codes, regulations and specifications, the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed. Where conflicts between the drawings and specifications occur, specifications shall govern in accordance with FAR 52.236-21.

a. The following is an Addendum to the specifications and drawings:

i. Steam piping is not adequately accounted for on the drawings. All steam piping should be removed from the boiler, to the dishwashers, and to the condensate pumps and steam equipment located in the basement.

Contractor to field verify.

ii. Drawings PP101 Keynote 8 is incorrect. The booster heater is contractor furnished and contractor installed.

iii. Drawing P-601 dishwasher schedule note “2: Rack Conveyor Type System” should be removed. This is a vent-less dishwasher that will have stainless steel tables installed in Room 56.

iv. Stainless steel tables must be installed in room 56 as a part of the dishwasher portion of the project. Stainless steel tables shall not be removed or installed in room 49.

v. MI-109 still includes an alarm noting a differential pressure sensor across the filter. This note shall be removed as their will be no pressure sensor installed.

vi. Room 57 requires installation of the following:

a) 2 each – 20 amp L6-20 single receptacle

b) 1 each – 30 amp L6-30 Single receptacle

c) 2 each – Quadplex electrical outlets

d) Ground connection for electrical equipment

2.2 Background: On 2 January 2018, the heat to Building 807 failed resulting in the facility freezing. The fire sprinkler piping was damaged along with most of the domestic water lines.

Through inspection, fire suppression lines throughout the building have frozen and compromised the integrity of the entire system. Half of the building cannot be used due to damage and the other side has been minimally repaired for operation. The main fire suppression system in currently not operational. Domestic waterlines were also affected by this freeze. Make-up air unit for the kitchen is inoperable and causes an overly negative pressure in the kitchen area. This results in infiltration through the attic space and drives further risk of frozen pipes. Last facility renovation was in 1994.

2.3 General Expectations of Work: As part of the proposed effort, the Contractor shall implement means and methods that will limit disturbance to the base activities to the greatest extent practicable throughout the project performance. The government-provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary requests for information (RFI) prior to construction mobilization. The repair efforts shall be in strict accordance with the contract documents.

Substitutions and/or deviations will not be accepted unless approved by the Contracting Officer (CO) in writing. The contractor shall clean up all construction debris, restore disturbed areas, dispose of all waste off site at the conclusion of work. Ancillary efforts required to access and complete the work not specifically listed in the task description shall be anticipated and accounted for in the contractor’s proposal documents.

The task descriptions below are summaries of work to be completed in order to result in the repair of the CAC. The Period of Performance shall be no longer than 480 calendar days from issuing the notice to proceed (NTP). Contractor shall provide a construction schedule with proposal breaking out all key work features along with a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

2.3.1 TASK – Repair CAC, Bldg. 807: Deviations will not be accepted or considered by the

Government without formal approval in writing from the CO. Criteria Drawings detailing the contracted work are included as an attachment (Attachment 3). Specific tasks are outlined in the Contract Specifications, Books 1 and 2 (Attachments 1 and 2).

The specifications attached to this contract includes numerous task deliverables in addition to conventional specifications. Any tasks in the specification (or drawings) are incorporated by reference into the SOW and are considered deliverables under this contract notwithstanding the fact that tasks generally are not normally included in a specification. Note, any conflict between contract clauses (e.g., FAR clause for invoicing) in the specification and clauses specified other sections of the contract (e.g., Section L or I) shall be resolved in favor of the clauses in the other sections.

2.3.2 Permits: (Where Applicable) Prior to the start of work, the Contractor shall develop, coordinate, and be responsible for labor, professional services and other costs associated with acquiring any and all required state, local, and other applicable permits; base access (including off-base easements and leases), agreements, licenses, and certificates required to perform and complete the project.

2.3.3 Construction: Upon approval by the CO for all preconstruction requirements, submittals, and applicable permits; the Contractor may commence on-site construction activities. The Contractor shall conform to all specific references and other applicable requirements during performance of the work as described in the Contract Documents:

1. Mobilization: Mobilize equipment, labor, tools, materials, and ancillary items necessary to complete the work defined in the Contract Documents.

2. Demolition/Construction: Perform awarded tasks as defined in section 2.3 Description of Work.

a. Protect work area with barricades, warning tape, signs and/or other appropriate methods for the work being completed to ensure the safety of pedestrians and Contractor personnel;

b. If utility relocation is required, the relocation shall be coordinated with and approved by the utility owner/operator and CO in advance of relocation efforts;

c. Care should be taken to avoid damaging other installed utilities. In the event that other utilities are damaged during performance of the contract, the Contractor shall repair the damage at no additional cost to the Government;

d. Remove and dispose of all demolition and general construction debris from the site (off base);

e. Perform ancillary efforts required to complete the work in order to provide clean, complete and functional facility meeting the standard of quality for each trade utilized;

f. Limit disturbance to the natural vegetation, wildlife and base activities to the greatest extent practicable.

2.3.4 Government Furnished Equipment: None

2.3.5 Bid Options: The following bid options are being incorporated by the Government and placed in order of preferred option. CLIN 0001 is the Base Bid and CLINS 0002 – 0006 (five bid options) represent available options contingent on funding. The Government reserves the right to execute all or none. Some options are contingent on the selection of other options, for example Option 03 would be impacted if option 01 was selected resulting in a deduction in costs.

- CLIN 0001: Base bid.

- CLIN 0002 Bid Option 01: Bid Option to replace all air-handling units in lieu of replacement of air-handling unit evaporator coils, condensing units and line sets included in base bid.

- CLIN 0003 Bid Option 02: Replace all shingled/sloped roofs in lieu of replacement of only low-sloped roofs included in base bid.

- CLIN 0004 Bid Option 03: Provide new humidifiers and associated piping as a bid option. (Note: this would be a deduction in costs if CLIN 0002 would be selected.)

- CLIN 0005 Bid Option 04: Replace all piping and plumbing fixtures in lieu of repairing only damaged piping and plumbing fixtures on the east side of the building included in base bid.

- CLIN 0006 Bid Option 05: Provide lighting control panels a shown on the drawings in lieu of manual diming controls for the north and south dining areas, kitchens, and offices in lieu of lighting control panels for these areas included in the base bid.

3.0 GENERAL REQUIREMENTS

Applicable provisions of the Contract Clauses in the contract will govern work under each section of the specifications.

3.1 Pre-CON Meeting: The contract specialist will schedule the Pre-CON. The Pre-CON will be accomplished with the Contractor, Contracting Officer, Civil Engineering Squadron (CES), and user. The meeting objective is to review project details, construction start date, security procedures for site, dumpster locations, and any applicable requirements during construction.

3.2 Bulletin Board: Immediately upon mobilization to site (within one calendar day), the

Contractor shall provide a bulletin board not less than 36 by 48 inches (915 mm by 1220

mm) in size for displaying the Equal Employment Opportunity poster, a copy of the wage decision contained in the contract, Wage Rate Information poster, and other safety information approved by the Contracting Officer. Additional requirements are outlined in Specifications, Book 1. The bulletin board shall be located at the project site and/or trailers, in a conspicuous place easily accessible to all employees, as approved by the Contracting Officer. Legible copies of the aforementioned data shall be displayed until work is completed. Upon completion of work the bulletin board shall be removed by and remain the property of the Contractor.

3.3 Identification of Employees: The Contractor shall be responsible for obtaining a base pass for each employee, and for requiring each employee engaged on the work to display identification as approved and directed by the CO and Security Forces. The contractor shall submit requests for a base pass through the Base Contracting Office no later than 10 calendar days prior to the contract start date. Detailed information regarding the Contractor’s responsibility of security requirements is located in the contract document.

3.4 Job Site Tools and Equipment: All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.

3.5 Notification Requirements: The Contractor shall notify the Government a minimum of 21 calendar days in advance of mobilization and start of work. Notification shall include submittal of schedule and traffic plan for work that requires closure of roads and/or parking stalls. The Contractor is required to notify the CO and Government Project Manager of critical issues that may affect the contract performance and/or human health and the environment. For critical issues pertaining to human health and the environment, the Contractor shall immediately notify the CO and stop work. Work shall only resume at the direction of the CO following resolution of the issue.

3.6 Environmental Protection: Submit timely notification of demolition and renovation projects to Federal, State, regional, and local authorities in accordance with 40 CFR 61, Subpart M. Notify the Regional Office of the United States Environmental Protection Agency (USEPA), State's environmental protection agency and the CO in writing 10 working days prior to the commencement of work in accordance with 40 CFR 61, Subpart M. Comply with federal, state, and local hauling and disposal regulations.

In addition to the requirements of the "Contract Clauses," conform to the safety requirements contained in ASSP A10.6. Comply with the Environmental Protection Agency requirements specified. Use of explosives will not be permitted.

In addition to requirements specified elsewhere for environmental protection, provide coating materials that conform to the restrictions of the local Air Pollution Control District and regional jurisdiction. Notify Contracting Officer of any paint specified herein which fails to conform.

3.7 Hazardous Waste Management: Contractor shall notify 934 CE/CEV if any hazardous waste is encountered or generated. The Contractor shall stop all work in the event 934 CE/CEV identifies noncompliance with federal and state regulations and shall correct any discrepancies immediately within two (2) hours of notification by 934 CE/CEV. All hazardous waste shall be disposed of by the contractor in accordance with Division 02 Existing Conditions Section 02 81 00 Environmental General Requirements.

3.8 On-Site Field Oversight: The Contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure responsible oversight throughout accomplishment of the construction period. It is the responsibility of the Contractor to establish and maintain open communications between salient authorities associated with accomplishment of this contract.

3.9 Federal Holidays: The Minneapolis Air Reserve Station observes the following Federal

Legal Holidays;

3.10 Working Hours: The normal working hours for the base are from 7:00 AM to 3:30 PM, Monday thru Friday excluding Federal Holidays. All work shall be performed during normal duty hours. All other hours to include weekend and holidays shall be requested through the CO for approval. This request shall be submitted no less than five (5) business days prior to the time requested.

3.11 Availability and Use of Utility Services: The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract.

3.12 Sanitation: The Contractor shall provide and maintain within the construction area minimum field-type sanitary facilities approved by the CO. Government toilet facilities will not be available to Contractor's personnel.

3.13 Preparation of Progress Schedules and Reports: The reports contemplated by Clause

52.236-15, Schedules for Construction Contracts, shall be accomplished on and in accordance with instructions pertaining to AF Form 3064, Contract Progress Schedule, and AF Form 3065, Contract Progress Report. Contract Schedules and Reports shall run from Monday through Sunday and be submitted to the CO.

Contractor’s Contract Progress Schedules and Phasing Plans shall be provided with the proposal.

3.14 Requests for Time Extensions: Provide a justification of delay to the Contracting Officer in accordance with contract provisions and clauses for approval within 10 days of a delay occurring. Also prepare a time impact analysis for each Government request for proposal (RFP) to justify time extensions.

Provide a description of the event(s) that caused the delay and/or impact to the work. As part of the description, identify all schedule activities impacted. Show that the event that caused the delay/impact was the responsibility of the Government. Provide a time impact analysis that demonstrates the effect of the delay or impact on the project completion date or interim completion date(s). Evaluate multiple impacts chronologically; each with its own justification of delay. With multiple impacts, consider any concurrency of delay. A time extension and the schedule fragment becomes part of the project schedule and all future scheduling updates upon approval by the CO.

The CO must approve the justification of delay, including the time impact analysis, before a time extension will be granted. No time extension will be granted unless the delay consumes all available project float and extends the projected finish date beyond the contract completion date. The time extension will be in calendar days.

Actual delays that are found to be caused by the Contractor’s own actions, which result in a calculated schedule delay, will not be cause for an extension to the performance period, completion date, or any interim milestone date. No delay damages or time extensions will be allowed for time lost in late submittals.

3.15 Failure to Achieve Progress: Should the progress fall behind the approved project schedule for reasons other than those that are excusable within the terms of the contract, the CO may require provision of a written recovery plan for approval. The plan must detail how progress will be made up, to include which activities will be accelerated by adding additional crews, longer work hours, extra work days, etc.

Failure to perform work and maintain progress in accordance with the supplemental recovery plan may result in an interim and final unsatisfactory performance rating and/or may result in corrective action directed by the CO pursuant to FAR 52.236-15 Schedules for Construction Contracts, FAR 52.249-10 Default (Fixed-Price Construction), and other contract provisions.

4.0 GENERAL SAFETY REQUIREMENTS

4.1 Workplace: Provide a safe and healthful workplace for employees and the general public while performing the contract work.

4.2 Personal Protective Equipment: Supply each employee with personal protective equipment. This equipment includes but is not limited to protection for the eyes, face, head, ears and extremities. Use the proper protective equipment for the work performed.

4.3 Roads: Obey the posted base speed limits. Wear Seat belts on base in accordance with AFI

91-207.

4.4 Accidents: Report Contractor accidents involving injury to Air Force personnel or damage to Government property to the Base Law Enforcement Desk and the CO.

4.5 Safety Regulations: Familiarize yourself and comply with the general safety requirements in accordance with DOL regulations, OSHA 29 CFR Part 1926, as well as applicable Air Force Office of Safety and Health (AFOSH) standards and Air Force Instructions (AFI).

4.6 OSHA Inspections: The Contractor shall be subject to no-notice inspections under OSHA program by inspectors of the Department of Labor.

4.7 Protection and Maintenance of Traffic: Contractor shall submit traffic/detour/signage plan as pre-construction submittal for approval prior to construction. During construction, the Contractor shall provide access and temporary relocated paths as necessary to maintain traffic that may be affected by construction activities. The Contractor shall maintain and protect traffic on all affected roads/pedestrian paths during the construction period except as otherwise specifically directed by the CO. Measures for the protection and diversion of traffic, including the provision of watchmen and flagmen, erection of barricades, placing of lights around and in front of equipment and the work, and the erection and maintenance of adequate warning, danger, and direction signs, shall be in conformance with the approve traffic/detour/signage plan. The traveling public shall be protected from damage to person and property. The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads.

4.8 Barricades: The Contractor shall erect and maintain temporary barricades to prevent public access to hazardous areas as required by OSHA, MnDOT and/or like Agencies.

Such barricades shall be required whenever safe public access to paved areas such as roads, parking areas, sidewalks or other work areas are prevented by construction activities or as otherwise necessary to ensure the safety of both pedestrian and vehicular traffic. The minimum required number of barricades shall be securely placed in a neat and orderly fashion, clearly visible with adequate illumination to provide sufficient visual warning of the hazard during both day and night. Barricades shall be maintained in an orderly fashion during the duration of their placement.

4.10 Fire Regulations and Preventative Practices: The Contractor shall comply with fire prevention practices as set forth by the National Fire Protection Association (NFPA), other recognized fire prevention agencies, and base regulations.

4.11 Explosive Operated Hand Tools: The Contractor shall comply with OSHA Standard

1910.215(c) when utilizing explosive operated hand tools. Storage of explosive cartridges on the installation shall be in metal containers and limited to one days' supply. The Contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the installation.

4.12 Hot Work: Welding/Hot Work shall not be performed without first obtaining a

Welding/Hot Work permit issued by the Base Fire Department.

5.0 GENERATED REFUSE

5.1 Refuse: The Contractor shall take positive action to prevent work-generated refuse from entering the sewer system and water bodies. All Contractor generated refuse and waste shall be hauled from the construction site to a disposal area located outside the physical boundaries of the installation.

6.0 UTILITY OUTAGES

6.1 Definition: Utility outages shall be defined as a stoppage in electric, gas, potable water, sewer, chilled or hot water, steam, telephone, Energy Monitoring and Control System (EMCS), or any other similar utility whether serving all or a part of a single facility or of several facilities.

6.2 Outage Coordination: All utility outages shall be coordinated with the Using Agency through the CO or the Contracting Officer’s Representative (COR). Notice of the necessity for an outage shall be provided by the Contractor to the CO, in writing, not less than 21 business days prior to the time of the required outage and written approval for the outage will be issued by the CO. All work shall be coordinated and arranged to ensure that the outage will be of minimum duration.

Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays and Government holidays. Conform to procedures required in paragraph 3.10 Working Hours. Interruption to water, sanitary sewer, storm sewer, telecommunications service, air conditioning, heating, fire alarm, and compressed air are considered utility cutovers. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.

6.3 Restoration: Once a utility outage is arranged and work begun, work shall continue until all utilities are restored to the affected facility or facilities.

6.4 Cancellation: In the event a scheduled utility outage is cancelled by the Government, notification will be given to the Contractor at least 24 hours in advance of the time for the outage to start. Rescheduling of a cancelled outage must be coordinated with written notification as described above. In the event that the Contractor has emergency event/discovery, the Contractor is to notify the Government immediately and explain the reason for cancellation and rescheduling.

7.0 EXISTING UTILITIES

7.1 Reference Drawings: Record drawings showing approximate location of existing underground utilities are located in Building 744 Minneapolis Air Reserve Station. The Contractor shall request drawings. Any utility line shown on the record drawings (or made known to the Contractor) and damaged during construction work shall be repaired immediately by the Contractor at no cost to the Government.

8.0 DELIVERABLES/SUBMITTALS

8.1 Contract Progress Schedule: The Contractor shall submit a signed AF 3064 (or approved equivalent), Contract Progress Schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance. The line items, associated project percentages, and dates shall accurately depict the planned work to be performed.

The Contractor shall also provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the period of performance. The progress schedule shall be signed by the either the COR or the government contract inspector recommending approval and approved by the CO. If the Contractor requires reimbursement of a high dollar value item, the item shall be identified on the AF 3065, an appropriate percentage applied, and the item must be received and stored on site.

Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project (to include phases) is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development.

Subcontractors and suppliers working on the project must also contribute in developing and maintain an accurate project schedule. Provide a schedule that is forward planning as well as a project monitoring tool.

Develop the project schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the project schedule to an appropriate level of detail will result in its disapproval. The CO will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

a. Activity durations;

b. Procurement activities;

c. Mandatory tasks, including submission, review and acceptance of preconstruction submittals, submission of mechanical/electrical/systems layout drawings, long-procurement activities, submission and approval of O&M manuals and as-built drawings, systems testing (as required), government’s pre-final inspection, and final inspection;

d. Government activities;

e. Contract milestones and constraints;

f. Added and deleted activities;

g. Percent completion;

h. Remaining duration; and

i. Anticipated adverse weather.

8.2 Contract Progress Report (AF 3065): The Contractor shall submit AF 3065. This report shall be signed by the Contractor’s on-site representative in the Remarks section of the AF 3065. The work elements and percentages of the total job identified on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. The Contractor shall obtain either the COR or the Government contract inspector’s acceptance by signature of the actual reported progress prior to submission to the CO. Additionally, the Contractor shall submit an updated AF 3064 as an attachment to each submission of the AF 3065.

8.3 Material Approval (AF Form 3000): The Contractor shall prepare and submit the AF

Form 3000 with all submittals to the Government in accordance with the AF Form 66. The form shall document the contents of the submittal and be signed by the Contractor. The Contractor shall not start any work before all material approval submittals approved. Upon receipt of each material submittal the Government has 14 calendar days to review and respond. The Contractor owns burden of managing project time and of soliciting material submittal approval in accordance with project schedule needs.

The Submittal register is listed as an attachment in the solicitation and resulting award.

Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for Contractor Quality Control approval. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.

8.4 Hazardous Material and Hazardous Waste: The Contractor shall authorize, track, and manage hazardous material use in accordance with Section 3.2.5 of the Specifications (Section 02 81 00). The contractor shall manage and dispose of hazardous waste in accordance with Section 3.7. Asbestos removal, encapsulation, hauling, and disposition, and furnish notification of such actions required by Federal, State, regional, and local authorities. Notify the State's environmental protection agency and the Contracting Officer in writing 20 working days prior to commencement of work in accordance with 40 CFR 61-SUBPART M. Notify the Contracting Officer and other appropriate

Government agencies in writing 20 working days prior to the start of asbestos work as indicated in applicable laws, ordinances, criteria, rules, and regulations. Submit copies of all Notifications to the Contracting Officer. The Contractor shall maintain a library of these documents on site as well as at the corporate facility handling each project. The Contractor shall comply with applicable permit conditions, environmental protection policies and appended guidelines.

8.5 Transfer and Acceptance of Military Real Property (If Applicable): Yes. If applicable, the Contractor shall prepare and submit a DD Form 1354, Transfer and Acceptance of Military Real Property document. The draft and final copies shall be submitted.

8.6 Pre-Final Inspection: The contractor shall request a Pre-Final Inspection through 934

CONF at least five (5) business days prior to the intended date of the Pre-Final Inspection.

The date of the Pre-Final Inspection must allow adequate time to correct all deficiencies and conduct the Final Inspection prior to the construction completion date. A contractor-provided punch list, including the status and projected completion date for all open items, shall accompany this Pre-Final Inspection request.

8.7 Final Inspection: The Contractor shall conduct a final inspection with base personnel and publish the findings in a final inspection report for each project task upon substantial completion of work. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection (punch list) report. A final inspection shall not be performed until the pre-final inspection (punch list) report has been resolved.

8.9 Delivery/Warranty: The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the warranty documentation. The warranty shall be issued in accordance with FAR 52.246-21.

9.0 CONTRACTOR’S QUALITY CONTROL

9.1 Quality Control: The Contractor is responsible for quality control and shall establish and maintain an effective quality control system in compliance with FAR Clause 52.246-12, Inspection of Construction. The quality control system shall consist of plans, procedures, and organization necessary to manage all delivery orders to produce end products, which comply with the contract requirements. The system shall cover all construction operations, both on site and off site, and shall be keyed to the proposed construction sequence. The Government will hold the project manager responsible for the quality of work on the job and is subject to removal by the CO for non-compliance with quality requirements specified in the contract. The Contractor shall verify full compliance with the contract documents prior to requesting final inspection(s).

9.2 Field Measurements: The Contractor shall be required to make his/her own field investigations to verify existing conditions, dimensions and other information shown on Government furnished reference drawings, solicitation documents and construction documents. Deviations, errors, or omissions in the government supplied reference materials or the contract documents shall be identified and addressed by the contractor prior to the start of construction.

9.3 Siting Location: The contractor is responsible for field reconnaissance, surveys, site investigations and testing required to obtain information necessary for the accomplishment of the project in accordance with the contract documents. The Contractor shall verify in-place utility locations prior to the start of construction activities. Verification shall be accomplished by a Work Clearance Request/Digging Permit (reference paragraph 2.3.2) and shall include on-site verification as needed.

10.0 CONTRACTOR STORAGE/STAGING AREA

10.1 Operations and Storage Approval: Contractor shall request staging area if Project Laydown Area identified in drawing G-008 is not suitable. Notwithstanding Contract Clause, FAR 52.236-10, Operations and Storage Areas, the request is subject to approval by the CO and in turn, availability and need, a storage/staging area shall be provided at the subject project site or central area for contractor storage/staging areas.

11.0 CONTRACT ADMINISTRATION

11.1 Contracting Officer Authority: CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.

11.2 Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. The CO must approve all field changes prior to execution.

11.3 Closeout Documents: Five percent (5%) of the contract value may be withheld as a final payment until all project deliverables such as As-Build Drawings, GIS Data, Final 1354, O&M Manuals, and Training Materials are submitted to and accepted by the Government.
